The Commission thanks Chief Ballard for her service through the pandemic and recognizes that it has been a difficult year for all Similar to previous evaluations, the Commission initiated its evaluation in November of 2020 by encouraging public input and conducting interviews with Chief Ballard, department personnel, nonprofit service providers, external law enforcement entities and members of the public. The Commission thanks all individuals and organizations that participated and shared feedback. Chief Ballard’s evaluation was for the calendar year 2020 and based on 7 criteria including (1) Action Plan (5 year Strategic Plan) (2) Leadership (3) Managerial (4) Budget and Fiscal (6) Training and Development (6) Communication and Community Relations (7) Police Commission Page 1 of 2 Chief Ballard fell below expectations in two key areas - Leadership and Managerial, which are crucial to leading the Honolulu Police Department. The outcome of the evaluation has raised concerns. We can appreciate that during a full year there were strategies to achieve certain results. It appears the implementation and execution were flawed. ‘The Commission has concluded that there is poor communication within the Department and solutions need to be better articulated throughout command staff and the department, and that when problems arise, Chief Ballard must take responsibilty and avoid laying blame at the feet of individual command staff. As a result of this evaluation, the Commission seeks substantial improvement in the following areas: * The elimination of a culture of “blame” within the department © Chief Ballard, with the help of her command staff, should anticipate and mitigate risks inherent in any important decision © When problems or complications arise, and they will, Chief Ballard needs to take responsibility for the response of the department, and ensure that lessons are learned and shared in a constructive manner. Improved reporting of crime and case closure statistics to the Commission; Improved management of department overtime; Improved communication with the media; and Improved communication within the department. To meet these objectives the Commission requires that starting on April 15, 2021, Chief Ballard take action as ou \ed in the Performance Improvement Plan within sixty days, when her next evaluation will be conducted. This Performance Improvement Plan is not meant to diminish Chief Ballard's authority in any way, as she continues her role as the Chief of Police. HE Page 2 of 2
