Regional Passport Office, Mumbai

The Regional Passport Office, Mumbai is one of the oldest offices functioning
since 1954. It is subordinate office of the Ministry of External Affairs under
the supervision of the Joint Secretary (CPV), who functions as Chief Passport
Officer, Ministry of External Affairs, Government of India, New Delhi. Earlier it
was the Central Passport & Emigration Organization subsequently it was
named as Central Passport Organization. At present all employees of
passport offices are governed under the C P O cadre. There are 37 passport
offices in the country functioning for various jurisdictions in respect of
applications for such issue made by citizens ordinary residing in the
territories.

This Office has total of 34 officers and 78 staff members. Strength of the
officials and grade wise basic pay is as under

• Regular passport (Blue cover) - Issued for ordinary travel, such as


vacations and business trips (36 or 60 pages)
• Diplomatic passport (Maroon cover) - Issued to Indian diplomats, top
ranking government officials and diplomatic couriers.
• Official passport (White cover) - Issued to individuals representing the
Indian government on official business.

Functions, Duties and Jurisdiction:

This Office deals with issuance of passports/travel documents and


miscellaneous services to the citizens of Mumbai and Mumbai suburbans,
districts of Aurangabad, Beed, Ratnagiri, Sindhudurg in Maharashtra and
Union territory of Daman and Silvassa.

Article 4(1) (b) (ii) of the Right to Information Act, 2005

The Regional Passport Officer has been designated as Head of the Office for
the smooth functioning of the Office, certain financial powers has been
delegated to him. The financial powers of the other officers and employees of
Passport Office has been detailed in delegation of Financial Powers Rule,
1978 and subsequent orders issued from time to time by the Government of
India in reference to the delegation of Financial Power Rules. Other powers of
the Officers of Regional Passport Office are derived from the Passport Act,
1967, Passport Rules, 1980 and Manual. The Act and the Rules is already on
the MEA’s website www.mea.gov.in.

Procedure followed in decision making process, including channels of


supervision and authority

Article 4(1) (b) (iii) of the Right to Information Act, 2005

The Regional Passport Office, follow the procedure indicated in the Passport
Act, 1967, Passport Rules, 1980 and Passport Manual for decision making
regarding issuance/refusal/revocation/ impounding of passport and travel
documents. The Officers from the Superintendent to the Regional Passport
Officer level have been designated as Passport Issuing Authority (PIA) for
issuance of Passport and take decisions/actions with help of Assistants,
UDCs, LDCs posted in concerned sections in accordance with the Passport
Act, 1967, Passport Rules, 1980 and Passport Manual and time to time
instructions / circulars / orders issued by the Ministry of External Affairs, New
Delhi.

The Regional Passport Office, Mumbai discharge of its functions as per the
norms/instruction and orders laid down by the CPV Division, Ministry of
External Affairs, New Delhi. It is our endeavor that all the applications for
Passports and miscellaneous services are disposed of the stipulated time
frame for issuance of passport subject to completion of documentations,
police verifications and usual checks. The norms are available at

addition the Passport Office also utilizes the relevant rules, regulation and
orders of the Government of India i.e. Fundamental and Supplementary
Rules, Civil Service Conduct Rules, Central Service Rules, Central Civil
Service Rules, Leave Rules, Leave Travel Concession Rules, Pension Rules,
Provident Fund Rules, General Financial Rules etc. These rules are already in
the public domain as printed priced publications.

Information

Citizens can obtain the Information through the website of Passport Office at
