Job Description - Strategic Director

1. Be part of the Council’s Corporate Management Team, taking individual


and collective responsibility for leading the Council’s staff team and
championing excellence in everything we do.

2. Manage three service heads: housing, environmental services and


community services and support and give leadership to these service
heads in delivering their service and corporate responsibilities.

3. Negotiate realistic and achievable solutions to ensure financial and


performance targets are achieved or exceeded.

4. Empower individuals and our service teams to work collaboratively


through partnership to improve services and drive down costs.

5. Drive up the quality of services, developing, negotiating and participating


in partnerships and relationships with key stakeholders to fulfil the
Council’s aspirations.

6. Challenge the established ways of doing things to increase organizational


capacity by encouraging enterprise, innovation and creative thinking.

7. Act as catalyst to ensure the council is well equipped to provide services


that meet our residents’ and communities’ needs.

8. Identify and develop new opportunities for service improvement by


working in partnership countywide and beyond.

9. Advise and guide the whole organisation on specific cross cutting


initiatives, related corporate policies and strategic priorities.

10. Act as an ambassador promoting Waverley and its best interests at


national, regional and local levels to protect and enhance the authority’s
reputation.

General duties
1. To attend meetings of the Council as appropriate (as directed by the Chief
Executive).

2. Deputise for the Chief Executive as required.

3. Work with Councillors and external partners to develop service


transformations and efficiencies.
4. To understand the strategic importance of financial management,
equalities and diversity, people management and risk management and
apply them at a senior level within an organisation.

5. Any other issues as directed by the Chief Executive that are appropriate to
the level of appointment.

General responsibilities
Learning and development
Responsible for reviewing and fulfilling both personal and your employees
learning and developmental needs. Keeping up to date and informed of learning
and development strategy, policy and practice. Ensuring that all employees are
kept informed of and understand all policies relevant to their work.

Health and safety


The post holder is expected to fully comply with the Health and Safety Policy and
procedures in force to help maintain and develop a safe working environment.

You will personally and through the employees you manage, implement and
positively promote equality of opportunity in service delivery and employment
practices.

Customer care
Within resource constraints, you will promote and deliver fair and quality services
that are sensitive and responsive to customers. You will ensure implementation
of customer care policies by the staff who you manage.

Data protection
You will personally and through the employees you manage ensure compliance
with the Council’s Data Protection, Freedom of Information Act and IT Acceptable
use policy.

Other duties
This job description indicates the main areas of activity of this post. From time to
time, however, other tasks/duties may be required but these will fall within the
general area of responsibility and grade of post. Any changes, which are of a
permanent nature, will, following consultation with you, be included in the job
description in specific terms and will be formally issued to you.

Other requirements
In order to achieve Council objectives, the post holder will need to work flexibly,
including out of hours when necessary. Attendance at meetings with Councillors,
external organisations etc, daytime and evenings.
Political restrictions
Under the Local Government and Housing Act 1989 this post will automatically
have imposed political restrictions.
