ABSTRACT
This work aims to understand the institution of humanitarian intervention, developing an general
overview of the institute about the international situation and the Institute and its relationship to
state sovereignty and human rights. The divulgation by the media of human rights abuses,
increase a humanitarian sense of population identifying effective mechanisms for implement the
international legal duties for the victims of the humans rights violations. Currently, humanitarian
intervention is presented as a moral necessity. The UN Security Council to authorize humanitarian
intervention, in some circumstances. So is not to say that the way that these provisions frame the
question eliminates legal complexity.
