Spanish Presidency of the EU 2010


Health and Social Policy
S pain rises to the major challenge of holding the Presidency of the
Council of Ministers of the EU during the first semester of 2010.
This juncture is crucial for many reasons. Indeed, its remarkable
institutional significance is clear, since it involves taking the responsibility of
giving a critical boost to the exciting project of European integration in which
we all 27 Member States are involved.
From a sectoral perspective, the forthcoming Presidency is a unique
opportunity to work on a variety of health and social policies considered a
priority for the European Union. These policies will be reflected in the
different events scheduled for the first semester of 2010, which make up a
particularly ambitious action programme, both from a quantitative and a
qualitative perspective.
Besides, we must bear in mind that alongside the implied significance in
the exercise of any European Presidency, there is the additional challenge to
address the substantial changes introduced by the Lisbon Treaty regarding the
functioning and competences within the European Union. These changes
undoubtedly represent the strengthening of the EU identity and therefore,
mark a milestone in the process of European integration.
Among other features, this next Presidency officially “opens” the Trio
Presidency envisaged by the Lisbon Treaty, which aims at ensuring continuity
and consistence in the actions developed by consecutive Presidencies. In this
regard, Spain has worked closely with Belgium and Hungary, the following
Presidency holders, to prepare a framework programme, enabling the
development of longer term policies and therefore, more stable and including
more issues.
This document aims to provide an overview of the issues and events
which constitute the outlines of the Spanish Presidency 2010 with respect to
health and social policy, as well as of the events scheduled along the
Presidency relating to such areas.

HEALTH

I n the field of health, the Spanish Presidency will work to increase the state of
health of citizens pursuant to the principles of equality and innovation. We
particularly intend to foster promotion and protection of health, to improve
health care and to preserve the sustainability of health care systems.
The Spanish Presidency lays special emphasis on monitoring the social
determinants of health and reducing inequalities. Equal opportunities on the
access to a quality health care is a right of every citizen which must be promoted
through solidarity both at a regional and a national level, turning a community of
interests into a community of equal opportunities and cohesion, and making a
rational use of technologies. A healthy population is a prerequisite for economic
prosperity and a key factor for economic growth, as already recognised in the
Lisbon Growth and Jobs Strategy in 2005.
Equity in health is part of the agenda of the main International Organizations
to which we belong (WHO, EU, OECD, Council of Europe, IOM, UNO, etc.), and
the European Commission itself has issued a Communication on this matter. By
introducing equity in health as one of the priorities of the Spanish Presidency, we
seek to boost a consistent and effective international agenda with a remarkable
impact on the European Union.
Organ donation and transplantation is another particularly significant issue for
the Spanish Presidency. The European Commission presented a proposal for a
Directive on standards of quality and safety of human organs intended for
transplantation in December 2008. We will make a major effort to ensure the
progress of this regulation during the first semester of 2010.
Also, the Spanish Presidency will foster clinical excellence and continuity of
health care, in particular regarding chronic non-communicable diseases, such
as cardiovascular diseases and mental health. This group of diseases is very
frequent in Europe and involves a significant social burden and considerable
health care expenses, given the need of these patients for long-term care and the
social problems suffered by both the affected persons and their relatives.

Member States approach their prevention and health care differently and with
diverse results. For this reason, sharing experiences and good practices will
enable the improvement of health care within the EU.
The Spanish Presidency 2010 will also pay special attention to boosting
eHealth. We will seek to enhance the use of technological and knowledge tools
in the field of health.
Patient safety and the fight against HIV are likewise two very important
challenges for the Spanish Presidency.
Finally, the Spanish Presidency will work hard to achieve consensus among
Member States in order to guarantee quality and safe provision of cross-border
health care, aiming at seeking a balance between the individual right of patients
to move and the responsibility of Member States to organise their health
services.

MEDICINES

I n the field of safety of medicinal products, we will continue working on the


revision of the Package of pharmaceutical legislation, which includes the
Directive and Regulation as regards pharmacovigilance, the Directive and
Regulation as regards information to the general public on medicinal products
subject to medical prescription, and the Directive as regards the prevention of
the entry into the legal supply chain of medicinal products which are falsified in
relation to their identity, history or source.
We expect to give a definite boost to the Directive and the Regulation as
regards pharmacovigilance, whose main purpose is to enable a more effective
monitoring of the adverse reactions of authorised medicinal products.The same
applies to the Directive on falsified medicinal products, which aims at eliminating
the risks they pose to the population and at working on new measures to better
protect the legal supply chain of medicinal products.

FOOD SAFETY

W ith respect to food safety, the priorities of the Spanish Presidency will
focus mainly on further developing the legislation concerning food
safety, particularly regarding information to consumers and novel foods.
Moreover, the reduction in salt intake is one of the most simple, efficacious and
cost-effective ways to cut the current prevalence of cardiovascular diseases.The
Spanish Presidency will foster the work being carried out by the Member States
and the European Commission to reduce salt intake by promoting national
initiatives for this purpose.

SOCIAL POLICY

F rom the standpoint of social policy, the main line of action of the Spanish
Presidency is combating poverty and social exclusion, since 2010 is the
European Year devoted to this purpose. The Opening Conference of the
European Year for Combating Poverty and Social Exclusion 2010 will be held
within this field.
Other relevant events related to the field of social policy are: the 2nd European
Summit on actions and policies for the Roma Population, as well as the 9th
European Meeting of People Experiencing Poverty and Social Exclusion, and the
Six-Monthly Meeting of the Permanent Intergovernmental Group L’Europe de
l’Enfance. We will also work on the preparation of conclusions on the Roma
population and on active inclusion.
Another priority will be the revision of the Lisbon Strategy and the New
European Social Agenda. The preparation and adoption of the EU 2020 Strategy
will be one of the key elements of the Spanish Presidency. In this sense, we will
emphasise the importance of this strategy to be socially sustainable, ensuring
equal opportunities, especially for the most vulnerable groups, and social
cohesion.Thus, we will work closely with the European Commission to facilitate
the consultation process and the design of the new strategy, especially regarding
the assessment of the results of the OMC on social protection and social
inclusion, and the adequacy and financial sustainability of the measures within this
field. Similarly, we will cooperate with the European Commission in the
discussions on the New European Social Agenda.
Regarding disability, the Presidency will focus on personal autonomy through
universal design, education and the access to the labour market for persons with
disabilities. Likewise, we will collaborate actively in the design of future European
policies on disability and in the inclusion of disability in the new European
political cycle, in those issues directly affecting this group. Finally, we will monitor
the ratification and implementation by the Member States of the United
Nations Convention on the Rights of Persons with Disabilities and its Optional
Protocol.

The Spanish Presidency will also foster active ageing as a measure to ensure
older persons enjoy a healthy life fully integrated into their environment, as well
as the development of intergenerational relations and solidarity between
generations. In this sense, the Spanish Presidency supports the proposal for a
Decision on the European Year for Active Ageing and Intergenerational Solidarity
(2012).

CONSUMER PROTECTION

R egarding consumer protection, which is part of the agenda of the


Competitiveness Council of Ministers, the Spanish Presidency will continue
the revision of the General Product Safety Directive, as well as of the Proposal
for a Directive on Consumer Rights. We will also work on the proposal for a
regulation on labelling of textile and food products.

DRUGS

I n addition, drug policies will be addressed with regard to JHA and by means
of the Spanish Government Delegation for the Spanish National Drug
Strategy. Given their multisectoral nature, such policies shall be the result of the
coordination between several Ministries (Justice, Interior, Economy and Finance,
Health and Social Policy). Efforts will be channelled mainly into further developing
the “EU Drugs Strategy 2005-2012 and its EU Drugs Action Plan 2009-2012”,
thus boosting the following fields of work:
n improving the quality of information systems;
n promoting research in terms of drugs and its application to evidence-based
policies;
n strengthening judicial and police cooperation with third countries in the
field of drugs;
n improving the efficacy of the EU-LAC Coordination and Cooperation
Mechanism and the Specialised Dialogue between the EU and the Andean
Community.
