• The level of councillors is very high, thanks


to Gender Links which has been helpful for
our politicians though educative meeting
which influences our councillors to
understand the importance of gender
mainstreaming and GBV initiatives and
encourage them to take part in this types of
activities.

• Now most of them there have been in our
community meeting and helping us to get
more donation from prevent companies in
the region

How does the institution ensure that people
know about any gender and GBV initiatives
and activities

• The Institution makes use of notice board, in


House new letter in which plans and project are
announced in local newspaper, Television and
Radio. The Town monthly held community
meeting in which they share any latest
development and what happens in the
champers. The CEO makes sure that these
information is distributed and access is given.

• In all aspect the Municipality organise


public meeting were by speakers, like
Councillors, Governor, Politicians, Church
leaders and Mayor is invited to address
the people on gender and GBV matter.
Service delivery is not compromised in
that regard .

• The stages 1 to 6 has completed with the assistant


from gender links , councilors and communities
• The period was three year programs and its
was finalized last years and evaluation was
done this year with help of Gender link.

DOES THE COE HAVE A GENDER AND GBV
ACTION PLAN? IS IT BEING IMPLEMENTED?

• Yes the institution has gender action plan. It


is home to 2008-2011 Actions Plans. The
Council has now three work-plans. But the
latest one is more challenging as it demands
high level engagement with all stake holders
and community members.

• The centers of Excellence for Gender


Mainstreaming in Local Authorities are
aimed at making sure the Council is
engendered through its all departments.
Gender management systems, toll out for
policy frame work Actions plans. See
below attached stage 3 COE Action Plan.

• The Municipality has an Affirmative action


Policy in place were by the gender balance is
address. In awarding of tenders in the
Municipality, waste Management, sanitation
and even water desalinisation plant has
been relaxed for more women to participate
in constriction of the plant and encourage
woman to tender for the job. (Purifying
water).

• Women were given training on how to operate
tractor and others construction machinery. Equal
participation in activities of GBV without fear
that this activities is only done by women or
men.

• The Municipality has dedicated human


resources, there is two woman and one men
Swakopmund Municipality who are
responsible for Gender mainstreaming and
GBV initiatives. Financial resources has
been a big challenge in this financial years
2011, which will end on 1st April 2011, but
for next coming budget this will be address
for the Municipality informed me .

• The council has the budget for GVB


• Others company has social responsibility to
sponsorship the GVB programs in our area.

• Weekly Community meeting was introduce


to the input and all stakeholder were involve
in drafting up the action plan and progress
report on contraction was always tabled in
such meeting to truck down the progress of
the plant.

• Environmental impact assessment was done and


presentenced in community meetings. Site
meeting and inspection is always done after
every two weeks and reported in community
meetings. Financially reports and invoice are
audited monthly and reported back to the
donated company to avoid misuses of the
project money. The community is involved in
any action that the project is taking.

WHAT RESULTS HAVE BEEN ACHIEVED?

• The desalination plant has been constructed


and completed. The pipeline has been
completed and more women have been
participation in contraction and tender were
awarded to local company which own by
woman.

• The communities now have access to


clean and affordable water Funds have
been donated by AREVA Uranium Mining
Company for maintenance and service of
the Water Distillation plant in future.
Community has been empowered with skill
and economically through job creation

• This project is help to empowering woman


and to give them equal right to establish and
own a company that can be able to
competed for tender in any project with the
men own company and to show that their
can do well on any types of job and position
just like men do.

• These practices are sustainable but in


depend on the Geographical location of the
settlement or town. Replication can be done
if resources and proper management and
leaderships skills are displayed.

• Learning from previous experience, proper
structures and well wishers must be informed
and visited regularly to inform on the prevailing
situation. Involving the authority of the area is
of great advantage e.g. councillors, governor,
politicians, church leaders, mayor, chief and
headmen/ woman. Positioning the project on the
area which is accessible.

• Informing the community that this is


possible only if the whole community co-
operates and provide necessary needs and
support without gender difference and
leaders must be driven with passion for
the successful of the project.

• Communication is a strong tool if one wants


to success and achieved the goals the
project has earmark for. Because the
communication channel between community
and councillors was very much embraced
and this has make this project very
successful.

• Good co-operation between the stakeholder play


a big role and dedication of our leaders help a
lot in this process. The training was effective
that was give to woman to operate heavy
machined and woman show no fear to driver
those big machine , therefore there is nothing
impossible if you work hard no matter of the
gender together we can achieve big goals.
