 There’s no slowing the pace of offshore wind development
across Europe… but at what cost?
It’s no secret that the offshore wind industry is
continuing to gain momentum in 2011 and the
future looks hugely promising. In spite of the global
financial crisis, throughout 2009 and 2010 more wind
power was installed in the EU than any other power
technology; in the first half of last year alone, there
was close to 4GW of wind power being constructed in
16 wind farms.
Looking to the future, these statistics pale in
comparison with future capacity opportunities;
following the Round 3 consented projects, current
installed capacity is a fraction of what the UK can
expect to see coming online in the next few years.
Mainland Europe, meanwhile, gained an additional
308 new offshore wind turbines in 2010 – an increase
of 51% in installed wind power capacity on the
previous year.
“European installations of offshore wind power
may surge 70 percent in 2011, topping 2010’s
record 51 percent gain,” the EWEA has recently
noted.
However, the rapid development of offshore wind
in Europe has raised some real concerns for
ongoing worker safety. Despite having a generally
good health and safety record, the offshore wind
sector has still suffered a number of serious injuries
and fatalities in the last few years. So while a health
and safety strategy is always going to be difficult to
establish in new industries, it is imperative to identify
and address the current and future challenges
now that are being presented by offshore wind
development.
Offshore wind installations coming online in the next
few years will be radically different in many ways
from those we’re seeing now – significantly bigger in
turbine size, with a much greater number of turbines
in one installation, and up to ten times further from
the shore than current offshore wind farms. This
will result in radically new operating strategies being
developed. You need to make sure your workers
are trained and equipped properly to handle
these changes safely.
While there are a number of industry collaborations
attempting to establish universal health and safety
guidelines, there is arguably limited communication
between these disparate groups. Ensuring that these
collaborations include a wide cross section of the
wind industry is crucial to maximise the effectiveness
and applicability of each separate organisation.
The next 2-3 years are crucial in identifying
the emerging HSE challenges that will face
consented, and planned, farshore projects.
Central to these challenges will be the debate over
personnel management and the ways this will need
to change. There is wide consensus that the current
health & safety strategies governing offshore wind
projects will not be sustainable or indeed applicable
to radically larger projects that commence far from
shore. From initial project construction stages to
final completion, the strategy that HSE leaders utilise
will have to be advanced in new ways to ensure a
constant and efficient monitoring of the risks that are
faced by both contractors and in-house personnel.
