Tamil Nadu identifies over 250 acres to allot to IT cos

Knight Ridder Tribune Business News. Washington: Nov 15, 2006. pg. 1

Abstract (Summary)

Nov. 15--CHENNAI, India -- It may well be 'Destination Madurai' for the IT/ITES sectors in Tamil Nadu
now, after Chennai and Coimbatore. The state government has identified over 250 acres of land for
allotment to IT companies, besides unveiling a plan to promote a one million sq ft IT Park on the
outskirts of the Temple City.

Lower attrition and operational costs, besides abundant availability of skilled manpower are sure to
make this Tier II city equally attractive to the IT/ITES industries, argued Tamil Nadu government
officials. They are banking on the 1 percent attrition rate in Honeywell Technology in Madurai as an
"Honey" to lure IT majors.

"We have identified 257 acres, opposite to Madurai Kamaraj University, at Vadapalanji village, just four
kms away from Madurai city limits to promote a software park. In addition, we have also identified 50
acres at Illandhaikulam for another IT Park," Mr C Umashankar, managing director, state-owned Elcot
said. While 200 acres have already been acquired, about 36 acres will be set aside for "IT housing," he
added.

R Dinesh, Co-Chairman of Speed ( CII's initiative for promoting southern districts) said a conference
will be held from December 1 to 3 in Madurai to highlight the investment and business opportunities in
IT & ITES sectors, automobile, textiles and food processing besides logistics services.

Gopal Srinivasan, chairman, Connect 2006 said the southern districts have all the strengths to attract
IT and ITES units and contribute significantly to the expected generation of two million jobs in five
years by ICT sector in the state.

As part of the roadshow, state owned, Elcot is joining hands with the Confederation of Indian Industry
(CII) and STPI to host 'Connect Madurai' 2006, in Madurai on December 1.

"Our Tier II cities are in no way inferior to Chennai. In fact, they have several advantages in terms of
lower attrition and operational costs," Dr C Chandramouli, IT Secretary, Tamil Nadu government said
here on Tuesday.

"In fact, the talent pool is spread across the State and people from such Tier II cities like Thirunelveli
prefer to stay close to their hometown and won't leave in a hurry," he added.

Mr Chandramouli said the government has issued No Objection Certificates (NOCs) to over 150
private builders, including over 40 in Chennai, to promote almost 49 million sq ft of IT space across the
state.

"A number of large IT companies have shown keen interest to spread to Tier II cities like Madurai and
we will see lot of action over the next 3-6 months," he said. "The government, on its part, is planning to
promote integrated IT parks, where at least 20 percent of the area is set aside to meet housing
requirements," he added.

"We have identified 257 acres, opposite to Madurai Kamaraj University, at Vadapalanji village, just four

He said, the government will promote a one million sq ft IT Park, on the lines of Tidel Park in Chennai,
"In fact, each one of the five Tier II cities will have a one million sq ft IT Park promoted by the state-
owned agencies," Mr Umashankar said. "We want to expand and get big companies to go there to
make them vibrant towns," he added.

"While the IT Park at Coimbatore will be promoted by Tidel Park, for other cities, private players will be
identified to promote the parks through private-public partnerships," Mr Chandramouli said.
