CONTEXT AND RATIONALE
10. Description of current situation and identification of development problems:
brief description of the current socio-economic situation in the community and problem analysis, e.g.
identification of major problems to be resolved and their causal relationships, identifying potential key
stakeholders and assising their interests and capacity
Cassava is a traditional cash crop in Vietnam and is one of the important crops for food security in
rural area. Since 2002, the industrial varieties of cassava were introduced and the cassava starch
processing factory was established in Phong Dien district of Thua Thien Hue province, farmers have
had more income from cassava production. Under supporting from local government to develop
cassava plantation in upland area as input for the factory, people living in this area are familiar with
cassava plantation.
Farmers in Nam Dong district were encouraged to plant cassava according to the provincial plan of
social-economic development. However, the yield of cassava planted is now decreasing and benefit-
cost ratio (BCR) is low. The reason is that farmers are not interested in planting cassava as low selling
price, high transportation cost, no guaranty between farmers and the factory, middleman gets profit
much more than farmers. If a small scale cassva starch processing plant establishes at Thuong Nhat
commune of Nam Dong district, the BCR of cassava production will increase and local people will
have profit higher from cassva production. In this case the highbred variety of cassava namely NA1,
just applied sussessful could be introduced.
During the last year, CRD has co-operated with Institute of Tropics and Subtropics, Czech University
of Life Sciences Prague to carry out a component of technical assiatance for project of “Sustanaible
agricultural development in Phong My commmune” funded by Czech Government throught the
Ministry of Agriculture. The project aims at contributing to improving the quality of life for people in
Phong My commune. After 3 year implementation, the project has improved the capacity of local
people and has good impact to the university. The project is highly appreciated by local people and it is
needed to continue supporting Phong My commune so that local people’s demand can be met and
expand activities done during the last period.
In cassava production, there are some problems need to be solved:
First, as cassava is harvested mainly in winter, when it rains so much and most families sell this
product to local traders, who then transport cassva to the Phong Dien cassava starch processing
factory. Because many households harvest in the same time and in bad weather, the price of cassava is
so low and not stable. Therefore, the income from cassava is very little compared to its potential. If a
small scale cassava starch processing plant is established at the commune and cassava is collected to
provide for this plant, the price of cassva will increrase and area of cassava planting could be
developed. In consequences, the income from cassva production of farmers will be better and
sustainable.
Next, when the cassava starch processing plant is established, the problem which could be appear is
cassava residue containing HCN and aflatoxin content. If the cassava residue releases freely into
environment, it will cause polluted water, soil and atmosphere. This problem could be resolved by
ensiled with salt and molasses. After fermentation of silage in several days, HCN and aflatoxin content
reduce, the ensiled cassava residue is now ready to be used as an energy source to feed pig and cattle.
When farmers use ensiled cassava residue combined with other feed sources to raise animals, the price
of mixed feed is reduced, farmers could develop their livestock and will get more profit.
Following, when farmers raise many cattle and pig, animal waste will be release more and could cause
pollution. This problem could be resolved by making biogas tanks. Animal waste can be used for
biogas input, energy is now renewable and farmers use for cooking, heating, even for lighting. This
activity is not only for renewable energy from animal waste but also for saving electricity cost for
living input of farmers in mountainous area of Thua Thien Hue province.

11. Objectives of the development intervention, proposed strategy and its relevance:
objective analysis defining the vision of the improved situation, including key mesurable indicators to
be improved, and their current value, justification of the proposed strategy and its compliance with the
national strategy for poverty reduction (PRSP) and the MDGs
General objective: Use of cassava processing technology in building the integrated model for
effective improvement of cassava production, income generation and environmental protection for
households in upland area of Thua Thien Hue province
Specific objectives:
• Provide technology and equipment for building a cassava starch processing plant in the place,
where has high potential cassava production; The plant will give oppotunity for at least 90
households to have more income from cassava production;
• Building capacity for 10 households at least to use ensiled cassava residue as an energy feed
source to feed animals
• Provide technology and materials for 5 households at least involved in the model of biogas
construction to use renewable energy from animal waste for their consumption.
PROJECT SPECIFICS
12. Expected Results (Project Outputs):
the direct/tangible results that the project delivers, and which are under project management’s control
• A small scale cassava starch processing plant will be established, which consumps about 2000
kg/day and make more income for about 90 households involed in cassava production in the
commune;
• Among 90 households mentioned above, 10 households will be selected to implement the
model of using ensiled cassava residue to feed animals. These households will be trained how
to ensile cassava residue with salt and molasses and they will use that product to feed their
animal successful so that they get more income from animal raising;
• Among 10 households involved in the model mentioned above, 5 households will be selected
to carry out the model of biogas construction. These households will have renewable energy
enough for their consumption.
