Topic Area A : Nuclear Power For Humanity : Mitigating The Nuclear Impacts

As global energy demand increased, along with a growing awareness of the need for sustainable
development, nuclear power was the alternative to fossil fuels. Proponents of nuclear power say it is
the only available method of producing large amounts of energy quickly enough to make a difference
in the progress to tackle climate change.

Causes
There are five major negative impacts of nuclear power: catastrophic accidents, nuclear weapons,
nuclear proliferation, nuclear terrorism and nuclear waste. Nuclear power turns out to be the most
water-hungry of all energy sources so it can deplete water resource. Lack of a dependable solution for
disposing of the radioactive waste, uncontainable waste whose existence shatters the significance of
our present electrical needs.

Policies
President of Electricite de France Laurent Striker said, "France chose nuclear because we have no oil,
gas or coal resources, and recent events have only reinforced the wisdom of our choice.” At the time of
the 1973 oil crisis, most of France's electricity came from foreign oil. While France was strong in
heavy engineering capabilities, it had few indigenous energy resources,so the French government
decided to invest heavily in nuclear power, and France installed 56 reactors over the next 15 years. In
mid 2010 a regular energy review of France by the International Energy Agency urged the country
increasingly to take a strategic role as provider of low-cost, low-carbon base-load power for the whole
of Europe rather than to concentrate on the energy independence which had driven policy since 1973.

Solutions
1. Prevention, Monitoring, and Action
During the entire fuel cycle, including transport of nuclear material, safety, sustainability, proliferation
resistance and long-term waste management, strict vigilance and care must be ensured, both on
national and international levels, so that nuclear material does not fall into unauthorized hands which
may use it for uncontrolled activities leading to damaging effects either on general population or the
environment.
The Radiation Safety Information System (RASIS) model in Korea provide system which could track
and monitor radio-isotopes from production to disposal via the Internet.

2. Agency France Nuclear International (AFNI) under CEA to provide a vehicle for
international assistance. Its purpose is to help to set up structures and systems to enable the
establishment of civil nuclear programs in countries wanting to develop them and will draw on
all of the country's expertise in this. Many industrialized countries with nuclear-power
capabilities were witnessing electricity demand saturation, while many developing countries
were unable to access nuclear power. If the global community wished to bridge the energy
divide to its maximum extent, there was no alternative to large-scale utilization of nuclear
energy as a prerequisite for economic development.

Topic Area B : New And Renewable Energy : Solution To Worlds Energy Problem

Renewable sources of energy are essential alternatives to fossil fuels. Their use reduces our
greenhouse gas emissions, diversifies our energy supply, against climate change and reduces our
dependence on unreliable and volatile fossil fuel markets (in particular oil and gas).

Causes
The biggest challenge facing renewable energy technologies is to advance the state-of-the-art to the
point where more renewable options can generate energy at costs that are competitive with
conventional sources.The development of new and renewable energy are relatively slow. Nations
usually not being able to capitalized their reserves of new energy sources. Lack of market incentives,
infrastructure, the ill-equipped locals, capital and technology also because accessibility issue.

Policies
France has centred its Renewable Energy Sources approach around feed-in tariffs on the one hand, and
a tendering procedure on the other. Biomass accounts for two thirds of all the renewables used in
France today and hydro power for another third. Solar and wind power still play a marginal role.Wind
and solar power are at the heart of a big new push by the French government to increase the renewable
share of the country's total energy consumption from 6.7 percent in 2004 to 20 percent by 2020 so that
20 percent would come from renewables, 25 percent from nuclear and 55 percent from fossil fuels by
2020, saving 20 million tons of oil.

Solutions
1. Project "RENAISSANCE in Lyon"
The Lyon-Confluence project involves the launch of tenders for the development of new constructions
which aim to reach specific targets for energy efficiency and use of renewable energies and adopts a
comprehensive approach which guarantees optimum integration of these two main components of
sustainable construction technology. The project should facilitate more rapid introduction of
sustainable standards into the private construction sector. By providing finance for reducing initial
overheads and operational costs, RENAISSANCE hopes to encourage developers to enter the
renewable energy sector.
2. Promote biofuels by Feed-in tariffs and A tender system for large renewable projects.
3. Energy Saving certificates. The government compels energy providers (electricity, gas, LPG, oil,
for heating and cooling systems) like EDF and Gaz de France to reduce energy consumption over a
given period and to make energy savings via their customers. Providers are free to decide what type of
action to implement in pursuit of this objective : informing customers on how they can reduce their
energy consumption, running promotions in association with equipment retailers or the like. If the set
targets are met in time, providers will receive certificates as an attestation of the total savings achieved.
On the other hand, providers will be fined by the treasury if they fail to meet their targets.
4. Espaces Info’Energie : giving the general public specific information on existing technologies to
rally public support on the issue of saving energy.
