Sub.: Request to take cognizance in the best interest of a two week old girl infant.

Sir/ Madam,

I am given to understand that the geographical area of the under mentioned case lies
within the jurisdiction of Mayur Vihar Child Welfare Committee and so this request is
addressed to you.

This in regard to a story that appeared in “Mail Today” of today i.e. 14th Feb. 2011 that
I happen to read in the evening of today. The story appears on page 19 titled “Live-in
parents put up their baby for sale” by Neetu Chandra.

As the story reads, the baby girl was born on 29th Jan, 2011, two weeks premature and
had a caesarean birth in B.L. Kapoor Memorial Hospital, which to my inquiry, is located
on Pusa Road and nearer Rajendra Place, New Delhi. The infant girl is in the neonatal
intensive care unit of the said hospital. The biological mother Olive (name changed in
the news paper) is still in the same hospital. The biological father Mr. Sagar Dhiman and
Olive, reportedly resident of Vasant Kunj, are in this live -in relationship for last four
years. Olive had an abortion in April, 2010 soon after which she again conceived. The
story highlights that both the biological parents have put up the baby for sale, the
cost of which is the money incurred on the caesarean procedure and Olive’s
hospital stay.

The reporter quotes Dr. Mradul Kaushik, Head of Medical Services and Dr.Rajesh
Pande, Director of Critical Care Unit of B. L. Kapoor Memorial Hospital.

My concerns are:

1. The safety, security and protection issues of the infant who is in critical health.
2. The infant girl’s health needs attended by the Hospital needs to continue
irrespective of any considerations.
3. The emotional warmth and love that the girl is deprived of fuelled by utter
rejection by the biological parents.

4. Last but not the least, irresponsible and criminal behavior of two adults in
pursuits of their pleasures, not only giving birth to a child but committing crime of
intending to sell her off and “getting rid of her as a problem”

My submissions:

1. That the infant girl receives care and protection under the Juvenile Justice
(Care and Protection of Children) Act, 2000 as amended in 2006.
2. The irresponsible biological parents learn a lesson so as not to repeat
such behavior of doing injustice to a child.

It is my humble request that the Child Welfare Committee takes suo motto
cognizance and acts in earnest without losing time.

For want of having the facility of scanner, I am not able to attach the clip of the news
paper Mail Today.

Anticipating positive response in the best interest of the child.
