 INTRODUCTION

A seven days workshop on health management was held on 10th to 16th January, 2011.The
workshop was organised by Dr. Surya Bali of Swaroop Rani Medical College and coordinated
jointly by Dr. K.N. Bhatt, G. B. Pant Social Science Institute and Dr. Bali. The workshop
consisted of various issues of health care, health management, hygiene and disease, malnutrition,
reproductive health and capacity building and skill training. The resource persons came from
reputed organisations like WHO, UNICEF, School of Public Health (PGI, Chandigarh), SGPGI,
Lucknow, B-TAST, Patna and UHI of Bill and Melinda Gates Foundation. The Week long
workshop witnessed deliberation on main issue of health management in both urban and rural
areas of India.

Goals:

 To aware students about the role and functions of health manager.

 To boost up placement in college.

Objectives:

 To orient the students for exploring the opportunities in health sector.

 To orient the budding development professionals, their role in the development of health
management sector.
Scope:

The healthcare industry is changing and growing rapidly than ever before. To manage and handle
there changes well, this industry needs new and deliberate professionals like MBA-RD students
both in rural and urban areas. This workshop would provide a new opportunity to intervene in
this sector as health is a rising Sun always and nobody would ever compromise for health…so its
green always.

Day one
In the first day, the workshop held three sessions of discussions by three resource persons

The day’s activities started at 10:30 am. Welcoming by Dr. K.N Bhatt, marked the beginning of
workshop.Dr. Surya Bali gave an overview of the workshop on Health Management and
explained the objectives and purpose of workshop. He told that workshop is organised to create
human resource to manage activities in health sector by enhancing competencies. He addressed
that what could be the scope of future managers in this sector. He explored the relationship
between health sector, management and rural communities. The students were curious about
various issues and aspects of health sector and asked many questions related to it. Thereafter he
said that health sector development is an integral part of rural development and addressed that
for establishing as a good health manager there is need to develop skills and abilities pertaining
to this sector and for this they should have basic competencies related to stakeholder issues and
management issues to them those who are interested in health sector and want to make career in
this direction. He ensured that this sector is emerging and there is very big and wide scope to get
opportunity.

After this, Dr. Bali introduced Dr. Kanchan Dwivedi as the first resource person. Her
presentation was on Managerial Issues in Health Care and Total Quality Management
(TQM).She led to participants (students) to define management and emphasised TQM is needed
by good managers. TQM is doing right things at right for the first time. She discussed about need
creation and health insurance in rural sector. Health Management Information System (HMIS) is
one of the most important choices for those who are especially from computer background. She
told material management issues and gave a task to participants to improve quality of health
services at any one level of health delivery system. Participants responded with innovative and
fabulous ideas as a manager. This was a brain storming exercise and she shared her experiences
and motivated towards new opportunities like HR, IT, Strategic Management, Material
Management, Finance etc. in health sector.

The next presentation was delivered by Dr. Hem Chandra, Head of Department, PGI
Lucknow. He addressed participants understanding the role of health mangers’ skills and
attributes. First of all he led them to discuss effective and efficient managers and capabilities of

them. He titled, “Health is an Industry”. Hospital is, therefore, provision of labour laws and
applicable in it. He explored various concepts of medical care industry to participants by
querying and answering. He told all aspects of health care delivery system and various processes
involved in it. One interesting point he raised debit and credit side relationship regarding to
services on both sides. Then after at last he emphasised the role of managers in the whole system
and said that everyone is doing his/her own job, it is the manager who arranges and integrates all.
By wishing students to their good future he ended his presentation.

The day’s activities came to be ended at 5:00 pm.

Day Two
Second day’s activities started at 10:00 am. The theme of the session centered on National Rural
Health Mission: Role of health managers and Health Care delivery System of India.

The resource person Dr. Saba Kaleem, Health Consultant, started her presentation on National
Rural Health Mission and Role of Health Managers. She initiated by addressing participants
health planning and various issues related to it and discussed about various key activities at
different levels of planning to make successful intervention in both urban and rural areas. Health
care is human right that people have fundamental right and duty to participate in decision
making. She emphasised linkages between inter state and inter district strategies towards
planning of health intervention and its variations. After that she focused on five issues of NRHM
i.e. community, flexible planning, monitoring progress and improved management through
capacity building and innovation in human resource management. By giving examples of her
experiences she expected the requirement of proper management of resources in development
plan. The plans’ goals and objectives should be SMART(Specific, Measurable, Appropriate,
Realistic and Time bound) in each level of planning so that strategies could be made after

analysing all the aspects and issues that are related to plan and to consider various types of
activities from start to end.

After delivering the lecture the consultant led participants to discuss principles and
benefits of health planning, steps of planning and appraisal of options. Participants were
introduced to a format for developing a work plan and they were given a practical task to form
plan on anyone of given health situation of Allahabad. The aim of task was to enhance their
competencies towards planning and strategies involved in it so that they could think and make
strategies in future. This group work made them more participative by thinking their own ideas
as well as learning from others. She emphasised on planning for adequate staffing required for
each program and making it effective use of available resources. The consultant followed up by
leading the discussions on application of basic tools.

The Day’s Activities came to be ended at 5:00 pm.

Day Three
For the third day, the theme of the session centered on community participation, leadership,
Malnutrition: concept, problem, management issues and its consequences in context of rural
setting, and Health, Hygiene and concept of health & Disease.

The activities started at 10 am. Dr. Bali emphasised on the need of health management for
making accessible, available and affordable services to people. He described Indian health
system in three parts public, charitable and private and discussed each part. He focused on
preventive care rather than curative care as prevention is better than cure.

The next presentation was followed by Prof. Shraddha Dwivedi, MLN Medical College,
Allahabad, on Malnutrition: Concept, Problem, Management Issues and its Consequences in
Context of Rural Setting. She said that nutrition is an essential input as well as a key indicator for
National Development. Malnutrition affects children adversely and there are various causes at
different levels of living. The participants also came to know social factors which are responsible
for malnutrition. Especially she focused on Millennium Development Goals and harmful effect
of malnutrition on each goal and emphasised on strategies towards reducing malnutrition.

Next presentation was on leadership and led by Dr. Bali to enhance the qualities of
leadership in participants and to influence the managerial skills in them. He described leadership
& management relationship. Last resource person of the day was Prof. Amarjeet Singh, PGI, and
Chandigarh. He took interactive session with participants and made understood the concept of
health. According to World Health Organisation (WHO) “Health is a state of complete physical,
mental and social being not merely absence of any disease and infirmity”. He told about health
& hygiene and introduced innovative and emotive ideas in field of research in health sector. For
this, example of Sulabh Complex was taken for interaction. The relation of management and
health is important and for this Peter Ducker described things in two ways “Doing Right Things”
and “Doing Things Right”. The participants must learn to differentiate, classify things and
diagrammatic representation of ideas.

The day’s activities came to be ended at 5:30 pm.

Day Four
For the forth day, the theme of the session centered on Capacity Building and skill up gradation:
Managerial issues in health sectors, Role of Managers, and Reproductive Health: Gender issues in
planning of reproductive health at rural level.

The day’s activities started at 10:00 am. The session was taken by Prof. Amarjeet Singh. He led
participants to discuss health field theory. According to him health is affected by four things:-

He explained and said that life style means the way of living, it effects the health. Environment is
of three type:-Physical environment like air, water, infrastructure; Social environment like
culture, values, norms of societies, behaviour and Economic environment like income wealth
status. He introduced key term called “medicalisation” to participants which means everything is
in control of doctor and quoted, “There is pill for every ill”.

The next presentation was on capacity development issues, this was led by Dr. Sonu Goel,
School of Public Health PGIMER, Chandigarh. He explained the capacity with the help of glass
of water. Capacity development means to increase the personnel capabilities, emphasised on
different capacity development issues. These are:-

 Need assessment
 Number of employees to be recruited trained
 Skill/knowledge/capabilities enhancement
 Succession planning / career planning
 Job rotation
 Retention
 Policy related issues
 Organisational structure

He divided the students into groups and allotted them a task for presentation. The task was to
select one issue from given and plan how it increases the capacity of an organisation. Thereafter
two resource persons from an organisation named UHI (Urban Health Initiative) took part in
workshop and told about the goals, objectives and strategies of the organisation which is working
in the field of family planning in urban slums.

The next presentation was on gender issues. This was delivered by Dr. Varid Mala, Allahabad.
She led participant to discuss equality, equity and gender mainstreaming. The last session for the
day was carried by Prof. Amarjeet Singh. Through role play he described importance of local
language for participation of communities. He divided the health sector into three parts:-

 Primary health sector

 Specific protection
 Health promotion

 Secondary health sector

 Early diagnoses and treatment
 Disability limitation

 Tertiary health sector

 Rehabilitation

Day Five
On the fifth day, the workshop consisted three sessions by three resource persons:

1. Dr. Bhupendra Tripathi- SRTL, NPSP, WHO office Luck now

2. Dr. G.D Yadav- ICDS,District Program Officer, Allahabad

3. Ms. Neena Sharma- Nutrition Expert, B-TAST(DFID) Sector Wide Approach to Strengthen
Health in Bihar.

The day’s activities started at 10 am. The first presentation was hold by Dr. Bhupendra Tripathi.
He said that polio is a curse for any nation, it is not related with only physically disabled person
but also has effect on the whole life of a person. To eradicate polio he described four strategies
which are

 Routine immunisation
 Immunisation days
 Surveillance
 Mops-ups

He explained about APP (Acute Flaccid Paralysis). Acute means short time, flaccid means loose
and paralysis means weakness in the body. There are 3 types of polio virus P1, P2, P3 out of
which type P2 has completely eradicated. Many renounced people like President Obama,Ban ki
Moon, Bill Gates and Dr. Manmohan Singh are very focused to eliminate this disease. He gave
evidences of polio cases remained to three countries India, Pakistan and Nigeria. To address the
problem of policy he laid to give great stress on planning and operation on block level. For
planning three basic principles: He told for better planning it is necessary to establish the contact
with the government officials.

The next interaction was taken by Mr. G.D Yadav; he delivered lecture on Integrated Child
Development Services (ICDS).He emphasised that there is requirement of managers in all levels
of Governance and health managers are able to cope with difficulties in intervention of schemes.
He shared his experiences related with implementation of ICDS project in Allahabad.

The next presentation was delivered by Ms Neena Sharma, Public Health Consultant. She
described the life cycle of poverty, its relation with poor health and impact on human life. She
titled, “Food security is not just of the availability of it but also of the managerial issue”. She
interacted with the participants about various courses available in health management sector.

The day’s activities ended at 5:00 pm.

Day Six
For the sixth day, the theme of the session centered on Community participation and
Reproductive Health.

The workshop started at 10 am with Dr. Bali’s presentation on Role of Community Participation:
A Success Story on Malaria, to make participants aware of real situation at community level. He
highlighted the importance of getting community involved in determining their own health needs
and health interventions. He focused to think as a manager that everyone has need and described
the role of health managers and he discussed Maslow’s theory of hierarchy of needs in the given
way:

He aimed to sensitisese and educate them about how interventions take place successfully in rural
areas. He told participants to make their goals in life and learn how to achieve them by becoming
versatile.

The next presentation was delivered by Dr. Neena Gupta on Reproductive Health. This lecture
gave an opportunity to participants to know about the reproductive system and clearing many
myths. Participants came to know about the function of reproductive syst

safe from infection. She also focused on the methods of contraceptive.. There are 3 types of
contraceptive methods

1. Natural Method
2. Permanent method
3. Temporary method

At last a movie named “Summer 2007” were showed to participants with Mr.
Mr.P.N

watching movie some discussion related to movie were done.

The day’s activities ended at 5:30 pm.

Day Seven
For the seventh day, the theme of the session centered on Health Insurance and Report Writing.

The day’s activities started at 10:15 am. Md. Imran Jaffery, Ex. Senior Relationship Manager
stated the importance of health insurance in today’s era. He present a model about health care
industries.TPA(Third Party Administration) is basically a third party administrator which
provides service on behalf of the insurance company. He told that health care should more in the
lines of CQI (Continuous Quality Improvement), TQM (Total Quality Management),
PFC(Patient Focused Care), personalised care i.e. cure + care. He told this sector is challenging
and requires good troubleshooting skills.

The last presentation of the workshop was delivered again by Dr. Surya Bali on report writing
He explored various types of reports, classification of reports and required report writing skills.
He said that it is one of the most important skills of a good manager and explained five steps of
good report writing-Define the problem, Gather the necessary information, Analyse the
information, Organise the information and Write the report.

The workshop came to a close at 3:30 pm on Sunday after participants had written their
assessment of the workshop by filling feedback form. Dr. Surya Bali sang a Gazal for their
audience. The vote of thanks was proposed by Ms. Rewa Singh, Placement Officer.

 Conclusion
The workshop successfully addressed the most important aspects of health management. It
focused on the basic concept and definition of the health, its management and role of health
managers. The workshop specifically designed for MBA (RD) students, it laid emphasis on new
managerial skill in health sector and necessitates innovative intervention for tectonic shift to
envelop maximum people under health protection. Social medication requires social engineering
and both can be clubbed only through effective and efficient management of resources that are
less but not scarce.
