The regular meeting of the Hughesville Borough Council was called to order on the above date by
President Newhart at 7:00 p.m.

Residents and Visitors

Frank Welsh discussed the NIMS training and the Emergency Management Plan update needed.

Solicitor’s Report

Langdon reported that he will not be attending the May council meeting as his son is graduating
from college on that date. Motion was made by Carichner and seconded by Eddy for Ordinance #2-2006
amending the Incorporation of Authority. Roll call vote: Carichner-yes, Eddy-yes, Shaner-yes, Rhodes-
yes, Berger-yes, and Newhart-yes. Carried 6-0. Motion was made by Rhodes and seconded by Berger to
amend Ordinance #3-2006 Outdoor Furnace. Roll call vote: Rhodes-yes, Berger-yes, Shaner-yes, Eddy-
yes, Carichner-yes, and Newhart-yes. Carried 6-0. Solicitor discussed the South Broad Street property and
the meeting listing all the court corrections. Langdon prepared Easements for Water Main Pipeline for
Council’s review and explained these are “standard agreements”. Motion was made by Carichner and
seconded by Berger to approve the three easements as presented. Carried 6-0. Cahn requested to be
appointed the Hughesville Water Authority to replace the resignation of Kenneth Thomas. Langdon
reported that an employee of the Borough may be represented on the Authority. Motion was made by Eddy
to appoint Cahn and seconded by Berger. Carried 6-0.

Eddinger presented the police report for March. Discussion was held regarding the purchase or
lease of a new police cruiser. Motion was made by Carichner to purchase a 2006 Crown Vic outright and
seconded by Eddy. Carried 6-0. Discussion was also held regarding the grant writing for $2,100. towards
bulletproof vests. Cahn reported that there will be no microsurfacing completed this year, alleys to be bid
for paving include Walnut Street to Race and a portion of Maple Alley to Cemetery. A company demo will
be completed on Oak Alley from Broadway to Academy. Brush clean up dates for 2006 will be May 9th
and 10th. Cahn also reported on the SWIP testing in progress on the new well site.

Motion was made by Shaner and seconded by Carichner for the treasurer’s report and bills of the
month ordered paid General Fund check #4993 through check #5025 totaling $40,757.56. Carried 6-0.
Motion was made by Berger and seconded by Shaner to pay Water Fund Check #101 through #108 totaling
$9,247.25.

Motion was made by Caricher and seconded by Rhodes to approve the Secretary’s minutes as presented.

The Tree Commission was discussed and the need for 5 people for the committee. David Tilburg
will be interested and one other person is needed. Motion was made by Carichner and seconded by Eddy to
authorize the expense of lumber for the replacement of the frames at the bocce ball courts at Bodine Park.
Carried 6-0.

Mayors Report

Mayor discussed the financial condition of the Borough at the present time. Mayor announced the
date of the Muncy Valley Hospital Lawn Party as June 17, 2006. Mayor will be performing some marriage
ceremonies.

Public Safety committee set a date for discussion of the police contract. The post hole digger was
discussed for the new equipment to be installed at Bodine Park.

Motion was made at 8:55 p.m. by Eddy and seconded by Shaner to go into executive session for
legal matters. Carried 6-0. Motion to reopen the meeting at 9:30 p.m. was made by Carichner and
seconded by Rhodes. Motion was made by Carichner and seconded by Berger to amend the Agreement
with Trinity Estates Development. Carried 6-0. There being no other business to be brought before the
council, motion to adjourn was made by Eddy and seconded by Rhodes.
