April 29, 2003 meeting at the corporate head office of the University of Alberta Hospital attended by Dr. Gardener and seven of the thirteen psychiatrists then employed the by the Forensics Department At this meeting, the following was drawn to your attention and discussed: a. Concerns arising appointment; respect to your appointment or approval of a certain b. Concerns respecting intimidation in the workplace; ©. Concerns respecting exclusionary practices; 4, concerns respecting selective hiring practices. It is confirmed that you appeared to acknowledge the nature and extent of the concerns, in that you arranged for a second meeting at Forensic Assessment and Community Services with the entire Forensic Medical Staff. 2. May 27, 2003 meeting attended by Dr. Gardener , Dr. Dempsy [Acting Medical Director — AHE], Ms, Eleanor Grant (Senior Operating Officer], the Acting Clinical Director of Forensic Psychiatry, Dr. Brooks, and thirteen psychiatrists employed by the Forensic Dept. At this meeting, the concerns, which were drawn to your attention, were again discussed. You had referenced the need for an independent assessment. It is confirmed that you appeared to acknowledge the nature and extent of the concerns, in that it is our recollection that shortly before the meeting concluded, you stated, “Sitting here, I can see we have a serious problem.” 3. June 3, 2003 meeting at the office of Dr. Gardener attended by Dr. Gardener and Dr. Chohan, Again the concerns in the workplace were reviewed and discussed. Furthermore, we had discussed the concern that as a result of related workplace practices; it appeared that Canadian Graduates might well have been discouraged from placing applications for positions. In this respect, your were provided with two letters from colleagues who provided testimonials to the workplace practices which had the effect of discouragement. As well, mention was made of the concern that federal immigration laws and regulations were not being properly followed. It has now been a period of nearly four months since the referenced concerns were drawn to your attention in good faith. It is our understanding according to the governing rules and regulations, the concerns that have drawn to you require full independent investigation. Indeed, as mentioned, you appeared to have endorsed the need for a full independent investigation at the first and second meeting In light of the time that has passed without any apparent action or steps having been taken, and in light of the seriousness of the concerns, we respectfully request your comment and advice as to any actions or steps taken, or intended to be taken to deal with the circumstances We look forward to hearing from you at your very earliest convenience.
