Dear Ms. Weatherill:
Thank you for your letter dated March 2, 2004, postage stamped from your office on
March 9, 2004, which I received on March 11, 2004
T am surprised that you would refer me back to Dr. Gardener and encourage me to
continue working with him when I have clearly outlined that I have felt my concerns
have been disregarded by his office, I am also surprised, and quite frankly disturbed. that
you show no apparent concern that your directive has not been followed; as I felt that if
anyone would (should) care, it would be you. (Copy of my Feb. 17, 2004 letter attached).

Thave received a letter from Dr. Gardener dated February 26, 2004, a copy of which was
sent to you. Dr. Gardener is keen to confine my issues to “forensic psychiatry” as he
mentions this several times is his letter. As you can well understand, these issues extend
well beyond forensic psychiatry to your administration,
T have come to understand that the best form of intimidation is for individuals entrusted
with authority to not acknowledge legitimate concerns, and to ignore appeals for
assistance. Could there be any greater form of oppression?
The issues that have been discussed, but no concrete actions have been taken to address,
over the last 10 months now are the following:
intimidation and harassment in the workplace.
the appointment or approval of a certain appointment by your administration,
exclusionary workplace practices.
the concern that federal immigration laws and regulations might not have been
properly followed.
5. when the above issues were brought to the attention of your administration, in
{g00d faith, it had the effect of a senior member of your administration and several
individuals of significant authority affiliated in some way to the organization of
which you are the head, questioning my mental health and labeling me paranoid

‘The fact that when legitimate concerns are brought to attention of the appropriate
authorities, in good faith, has the effect of one’s mental state being questioned is truly
disturbing. I shudder to think that in some other country I may well have been confined to
a mental institution. I can now appreciate, more than ever before, that I live in Canada. A
country governed by laws, and a society with rules and regulations that protect its citizens
from such atrocities. I can also appreciate the responsibility that each member of this
society has in ensuring that these laws are upheld, for otherwise, the entire fabric of this
society will weaken.
Ms. Weatherill, what steps must I take to have all of the above issues (now drawn to you
for the second time) addressed in a clear and straight forward manner, and ensure that the
laws of this society are upheld.
