I assume that it was a reply to my letter dated August 25, 2003 (attached for your reference). In that letter I wished to confirm the issues that were drawn to your attention and discussed, Specifically, concerns arising with respect to your appointment or approval of a certain appointment, b. concerns respecting intimidation in the workplace; concerns respecting exclusionary practices: EARoyal Alexandra Page 2, d. concerns respecting selective hiring practices. As well, mention was made of the concern that federal immigration laws and regulations were not being properly followed. You made the following response 1 “The issues that you identify in your letter have been raised publicly and are on the table rather than under it”, > It has now been a period in excess of 8 months since these issues have been drawn to you in good faith without any apparent action or steps having been taken to specifically address these issues. 2. “The avenue of recourse for any physician who feels he or she has been dealt with unfairly has been identified; that is to approach the Site Medical Director at AHE” > Recently I felt that the reimbursement policy for physicians was unfair. This was brought to the attention of the Site Medical Director at AHE. I did not receive a satisfactory response and was told there is no appeal mechanism available. (See attached letter to Dr. Dempsey dated January 14, 2004), As well, the issues outlined above, which have been drawn to you repeatedly and which you confirmed are on the table, have not been addressed by Dr. Dempsey despite her being aware of them. “ We are working to contract with Dr. Larry Ohthauser to assist us by planning for the delivery of mental health services in the region” > Dr. Ohlhauser has been devoting a great deal of his valuable time to work with the department and provide future direction, We all appreciate his efforts to develop an internationally recognized program. However, unless the serious workplace issues that have been repeatedly drawn to you are dealt with, T feel that Dr. Ohihauser’s goals may not come to fruition and his valuable time will be wasted. “We are working with the AMHB to confirm the Clinical Director for Forensic, Services will also be the provincial lead. Once confirmed we will be initiating a Search and Select process.” Page 3 > Initially the time frame for the Clinical Director to be in place was Oct. 1, 2003 when Dr. Brooks stepped down, Now I understand that there is no set date as to when a Clinical Director is to be appointed. After my last meeting with you on June 3, 2003 at your office, several individuals of significant authority have approached my colleagues and have questioned my mental health and labeled me “paranoid”. I find this to be an unwarranted, malicious, vicious assault on my personal and professional integrity. These are powerful men and I fear that my career will be ruined. 1 feel that intimidation in the workplace has continued, if not escalated. Since I met with you, several of my colleagues have been victims, but they are afraid to come forward as they fear their personal and professional integrity will be attacked, as mine has been. Dr. Gardener, I appeal to you, 1 plead with you, and with Capital Health, to take my concerns seriously and become directly invoived to immediately deal with these very serious issues in a clear and straight forward manner before my career, and personal and professional integrity is assaulted further. look forward to hearing from you at your very earliest convenience Sincerely, Cone I.
