SAMARITAN FOUNDATION ANNOUNCES NEW EXECUTIVE DIRECTOR


Watertown, New York ----- Thomas H. Carman, President and CEO of Samaritan Medical Center, and Lisa
A. Weber, Chair of the Board of Trustees of the Samaritan Foundation of Northern New York, are
pleased to announce the appointment of Elizabeth (Beth) C. Fipps as Executive Director of the
Samaritan Foundation. She will begin her new role in mid to late May, replacing David W. Mance, who
has served as the Interim Executive Director while a national search was conducted.

Mrs. Fipps is currently Senior Vice President and Market Manager of the North Country Mohawk Valley
Market with HSBC Bank USA, where she has held numerous leadership positions during her 23-year
tenure. She has volunteered her time in numerous community leadership roles, including the Fort Drum
Regional Liaison Organization, Association of the United States Army (AUSA), Operation Yellow Ribbon,
Drum 2020, United Way of Northern New York, and Development Authority of the North Country.

Mrs. Fipps has served as a Trustee for the Boards of Samaritan Medical Center and Samaritan Keep
Nursing Home for numerous years. She has volunteered her time on various Board committees,
including Finance, Corporate Compliance, Performance Improvement Council, Compensation and
Governance.

“Samaritan is extremely fortunate that Beth has agreed to join our team,” states Mr. Carman. “As a
North Country native, she is clearly vested in the local community, believes in our mission and has the
talent and skills to take the Samaritan Foundation to a new level. Additionally, the knowledge and
background from her many years of service as a Samaritan Board member will be invaluable to her
success in this position.”

As its new Executive Director, Mrs. Fipps will be responsible for planning and execution of the Samaritan
Foundation’s development activities and goals to support the mission of Samaritan Medical Center and
Samaritan Keep Nursing Home, including the creation of a $30 million endowment to ensure that
Samaritan can continue to meet the community’s healthcare needs for generations to come.

Foundation and enhancing its impact on healthcare in our community,” explains Mrs. Weber. “Beth’s
professionalism, proven leadership, enthusiasm and long-standing commitment to Samaritan makes her

Mrs. Fipps is the recipient of numerous leadership and community service awards, including the Israel A.
Shapiro Award (2004), Athena Award (1997), Secretary of the Army Public Service Award (2003),
Secretary of Defense Public Service Award, 10th Mountain Division Commander’s Award for Public
Service (1996 and 2005), and Rotary International Paul Harris Fellowship Award. She is a Watertown
native and resides in the City with her husband Randy, who is Interim Director of Behavioral Health at
SMC and Practice Manager for the Fort Drum/Samaritan Behavioral Health Clinic. They have a five year-
old daughter Maggie.
