ICAO launches global interoperability programme
ICAO estimates USD120billion will be spent on aviation transformation in the next ten years. While NextGen
and SESAR modernisation programmes in the US and Europe account for a large share of this, there are
parallel investment initiatives in Latin America, Russia, Japan and elsewhere. Speaking at ATC Global in
Amsterdam in early March, ICAO Director of the Air Navigation Bureau Nancy Graham said: “We must
package global elements into manageable chunks, so wherever implemented the benefits are the same
worldwide. Aviation safety demands this level of interoperability.” To achieve this, ICAO has launched a
framework programme based around so-called ‘block ugrades’. Graham said: “Defining the future this way not
only provides global interoperability but also provides certainty in implementation and benefits. This allows us
to plan our collective resources efficiently and effectively.” ICAO has put together a framework of aviation
system block upgrades which will be defined in a series of regional workshops beginning in April 2011. These
will culminate in the Global Air Navigation Industry Symposium September 20-23 2011 when the block
upgrades will be agreed along with communications, navigation and surveillance roadmaps leading up the 12th
Air Navigation Conference which takes place in 2012.
ICAO has started with a baseline block upgrade called Block 0 which includes procedures that do not require
investment in infrastructure or avionics. For example: performance based navigation (PBN), flexible tracks,
continuous descent arrivals and flexible use of airspace. ICAO is starting to package blocks 1 and 2 which will
require upgrade activity. These blocks include procedures such traffic sequencing using required time of
arrival, approach and departures management, air/ground data links, enhanced surface situational awareness
and reduced wake vortex separation. “The enablers, equipment, procedures and regulatory approval plan are
all included in the business case, however, are independent of whether a state or region wants to implement
them,” Graham explained. Each block has to contain five essential elements:
• A clearly defined measurable operational improvement
• Accompanying airborne and ground procedures necessary to make it happen
• Equipment and systems needed onboard the aircraft and on the ground
• An operational approval or certification plan
• A positive business case for a clearly defined period of time.
The programme represents a new approach by ICAO, and applies lessons learnt from ICAO’s global PBN
initiative. Here, six different ICAO working groups worked over a period of five years to introduce a concept that
requires no operational changes to bring about more efficient flight paths. “This is a new ICAO,” Graham told
delegates at ATC Global 2011. “We are working hard to be more efficient, strategic and effective in order to
support continuous improvement in the aviation system.”
