SB 81 Liquor Code - omnibus amendments

Tier 1 Against Liberty A “yes” vote subtracts 1 point 1


from grade and a “no” vote adds 1 point to grade. The Governor
will have 1 point added to his grade

This bill restricts Liberty in so many ways and perpetuates an


expensive bureaucracy which reduces competition, consumer
choice, raises prices without any evidence that it achieves the
purpose intended, which is reducing abuse of alcoholic beverages.
The Liquor Control system does not seem to accomplish any
intended purpose other than protecting a Bureaucracy.

Governor Vetoed this bill and the VETO WAS OVERRIDDEN! The
only time in 8 Years that Gov. Rendell’s veto was overridden.

Tier 3 For Liberty A “yea” vote adds 50 points to grade and


“nay” vote subtracts 50 points from grade. VETO OVERRIDE

parents in evaluating the efficacy of the government schools for

SB 1280 Medical Care Availability and Reduction of Error (Mcare)
Act - medical professional liability insurance, Medical Care
Availability and Reduction of Error Fund, actuarial data and
conflict

Tier 1 Against Liberty A “yea” vote subtracts 1 point from


grade and “nay” adds 1 point to grade. The Governor will have 1
point added to his grade for vetoing this bill.

This bill continues the government’s interference with Free


Market Medical Malpractice Insurance.

HB 1231 Workers' Compensation Act - cancer in the occupation of
firefighter
Tier 1 Against Liberty A “yea” vote subtracts 1 point from
grade and “nay” adds 1 point to grade. The Governor will have 1
point added to his grade for vetoing this bill.

This is a hard one because of the sympathy factor but I can’t help
think this was a benefit more to Trial Lawyers than Firemen
themselves. Surprisingly, the Governor went against the Trial
Lawyers on this one. The expense would have been overwhelming
to cities and municipalities.

HB 1926 Crimes Code (18 Pa.C.S.) and Judicial Code (42 Pa.C.S.) -
use of force in protection of self or others, grading of theft
offenses, licenses to carry firearms, civil immunity for use of
force, registration of sex offenders and failure to comply

Tier 1 For Liberty A “nay” vote adds 1 point to grade and


“yea” subtracts 1 point from grade. The Governor will have 1
point subtracted from his grade for vetoing this bill.

This is the Castle Doctrine Extended. It seems to me that an


individual need not retreat on his own property whether inside a
house or outside.

HB 2477 County Code - omnibus amendments

Tier 1 Against Liberty A “yea” vote subtracts 1 point from


grade and “nay” adds 1 point to grade. The Governor will have 1
point added to his grade for vetoing this bill.

Omnibus Bills are difficult to evaluate because good is mixed with


bad. The creation of the Erie County Convention Authority is,
probably, not a good thing Gov.. Rendell vetoed this bill because
it would exempt autopsies from the Open Records law; I would
agree with the Governor that autopsy reports should be open, and
we want greater transparency. It would also have allowed
counties to get eliminate jury commissioners, which is a good
reform.

A number of disparate changes to code are included in one bill


which makes it difficult to grade. It seems to me that this
‘omnibus’ bill violates the Single Subject Rule of Penna.
