11-05-07 Request for UCLA Prof Richard Steinberg’s opinion on response, or lack thereof, by
ADL National Director Abraham Foxman on alleged corruption, racketeering in the
courts by key figures of the Los Angeles Jewish-Legal community.
I write to request your personal opinion on a question of legal ethics. You are uniquely qualified to
address the question, given that you are a law professor, interested in criminal justice and Human
Rights, and a US citizen and a resident of Los Angeles County, California, I believe.
Recently, I have filed a request with Mr Abraham Foxman, National Director of the Anti Defamation
League (ADL), for ADL's opinion regarding alleged public corruption and racketeering in the courts by
leading figures of the Los Angeles Jewish-Legal community (see May 5, 2011 press release, below).
Would it be ethically reasonable for Mr Foxman not to respond at all, given the stated mission of ADL
"to stop the defamation of the Jewish people and to secure justice and fair
treatment to all?

The UCLA Law Forum just launched its third debate addressing a constitutional issue
on finding the proper balance between the independence of the International Criminal
Court and the oversight role of the Assembly of States Parties.
The question is: What is the proper balance between the independence of the
International Criminal Court and the oversight role of the Assembly of States Parties
regarding the Courts administration under Article 112 of the Rome Statute?
The allegations, pertaining to Executives of Bet Tzedek, the House of Justice, could
lead people to conclude that the Los Angeles Jewish community holds in high
esteem, or even as its leaders, individuals, who represent the worst in any civil
society - individuals who betray their public office through criminality.
Los Angeles, May 5 in a letter addressed to Abraham Foxman, Director of the Anti
Defamation League (ADL), Joseph Zernik, PhD, of Human Rights Alert (NGO), asked that
ADL provide an opinion regarding his allegations of public corruption and racketeering in the
courts by current and former executives of BET TZEDEK - the Los Angeles "HOUSE OF
JUSTICE". [i,ii]
The allegations were supported by opinions of fraud experts of the highest reputation, and
were part of conduct that was opined in the 2010 Human Rights Council of the United Nations
as corruption of the courts and the legal profession in California. [iii]
Over the past several years, Dr Zernik has often written, published online, and distributed by
email to a large recipient list materials, which may be deemed by some as defamatory of key
Jewish organizations in Los Angeles, California:
