Terms of Reference for Research Consultant EC HR

Project
(Base line study to Document the Existing Human Rights Situation in
the Project Areas)

Introduction:
Promoting Human Rights and Fundamental Freedoms in Pakistan project is a
EC funded project designed to secure civil and political rights through
strengthening the capacity of the local government, civil society
organizations and citizens that assist in establishing good governance,
respect to rule of law and freedom of speech and information. The Three
main components are to improve the general human rights situation in 10
remote and conservative districts of Pakistan with particular focus on (1)
increased awareness on fundamental human rights, (2) freedom of
expression and (3) access to information.
Rationale:
The following terms of reference outlines the activities and outputs for the
expert to assist EU funded Promoting Human Rights and Fundamental
Freedoms in Pakistan (EC-HR) project to conduct a base line study to record
and document the existing human rights situation in the project areas,
understanding of target communities/groups of fundamental human rights
with special reference to Freedom of Information and Local Government
Ordinances, their perception of human rights violation, denial of access to
information, responsiveness of local government departments and
underlying causes etc. The findings of the baseline study will guide the
project to design corresponding strategies for effective and result oriented
project implementation. The following ten remote districts in four Provinces
of Pakistan are part of this study:
(1) Sindh Province: Shahdadkot, Ghotki and Dadu districts
(2) Punjab Province: Rahim Yar Khan, Muzaffar Garh and Rajanpur districts
(3) NWFP Province: Mansehra and Abbottabad districts
(4) Balochistan Province: Naseerabad and Jafferabad districts

Consultancy Goal:
The goal of this research consultancy is to conduct a base line study to
record and document the existing human rights situation in the project
areas.

Methodology:
The following outlines some of the specific tasks to be accomplished under
this research/study. The methodology proposed in this TOR is that for

Step 1: Conduct a review of the existing human rights situation in the


project areas and develop understanding of target
communities/groups of fundamental human rights with special
reference to Freedom of Information and Local Government
Ordinances,
Step 2: Document their perceptions of human rights violation, denial of
access to information, responsiveness of local government
departments and underlying causes etc,

Step 3: Undertake an analysis of the key underlying human rights issues


– the challenges and opportunities that exist in establishing such
mechanisms to create awareness, support and services to
people,

Step 4: The findings of the baseline study will guide the project to design
corresponding strategies for effective and result oriented project
implementation.

NOTE: Consultant is strongly urged to include district line departments


like: police, judiciary, government institutions (health, education, social
services departments etc), and civil society, media, and human rights
organizations.

Deliverables:
The consultant will submit a detailed outline, a draft report, and a final report
addressing the Documentation of methodology and time plan for this base
line study,

• Complete profile of the target districts with relevant data, information,


• Highlight the findings (issues/gaps) with human rights concerns at
district level,
• Identification of key collaborations, including their roles and
responsibilities,
• Policy recommendations/future directions to work for promoting
fundamental human rights and civil liberties in Pakistan,

Level of Effort:
This consultancy will be undertaken by an individual consultant, total level of
effort of 60 days. In performing these tasks, the selected consultant will work
closely under close direction the EC-HR project team.

Personnel and Qualifications:


The consultant selected for this assignment must have:

• A master’s degree or equivalent in years of experience in Political


Science, Law, Sociology, Business administration or relevant field.
• 5 years of professional writing experience in socio-political, legal, and
economic issues.
• Experience in social, legal, and economic research, with preference
for a background in Law, human rights, development and gender
studies,
• Knowledge of the local context in Pakistan,
• Excellent analytical, research and English writing skills.
Remuneration:
Consultancy cost should be mentioned separately and other associated
cost should also be given separately with break-down detail.
