Case Management: Cask recognizes that FMS case management is more of an art than science and that it follows the same
tenets of other DoD and USG acquisitions programs, where requirements and documentation drive the process, which highlights
the core of Cask’s past performance and expertise..
Complexity: As your partner, Cask can ensure compliance with OSD policies and procedures and establish local policies and
procedures as necessary to support strategic objectives. We have the understanding and experience necessary to assist in the
continuous cycle of effective planning; planning which will ensure the FMF and FMS operates under the legislatively mandated “no-
loss” concept and an administratively mandated “no-gain” policy. We understand and can effectively support the numerous
administrative hurdles to effectively implement and execute a foreign military sales effort.
Lifecycle Support: Throughout the life cycle of the FMF and FMS programs, we will provide research and analysis needed for a
holistic view of the customer’s total program, taking into account current and projected requirements and all anticipated resource
streams. This includes, but is not limited to, customer assistance in monitoring payment schedules and verifying the complete and
accurate application of costs. Cask can ensure the government has the visibility and information necessary to manage FMS and its
associated FMF or cash purchases across the lifecycle.
Oversight and Monitoring: As needed, Cask can monitor activities and transfers to and from the FMS trust fund. From building
phasing plans for projected funds to providing recurring reports and analysis on the obligation and expenditure of current dollars,
we understand the importance of strategic financial management. As a trusted consultant, Cask will listen, advise, mentor, and
take action to allow you to continue your mission of supporting the warfighter and our allies.
