We called Greyhound Bus and talked to Steve Gorman's assistant at 972-789-7300to ask why they had
not volunteeredldonated buses to help with the evacuation of New Orleans. We were told that FEMA
would not allow Greyhound to donate the use of Greyhound buses without FEMA's permission. FEMA
needs to ask the bus lines to donate buses to evacuate the victims of Katrina in New Orleans. My vision
is that the buses come in a similar fashion to the taxis at the airport. The bus companies can find the
available buses in the immediate area to send to New Orleans. It would take about 1 or 2 days to
complete this task Mkith the steady flow of available buses. People like to help. Alow them to donate
their resources in the form of a Good Samaritan Act. We are Americans. We take care of our
own. Why d on't you call the CEO of Greyhound, Steve Gorman, at (972) 789-7000?

Many of you have been evacuated from the flooded and destroyed
areas and now find yourselves far from home - - without proper
identification or even a change of clothes. So today I'm announcing
two important steps that we are taking to provide you the help you
need, steps that will cut through the red tape so that we get that
help into your hands as quickly and easily as possible.

number will be increasing dramatically. More than 400,000 families ;
have already been registered. We still have tens of thousands more
people who need to be processed, so I ask for your patience if you
experience problems in trying to contact FEMA.
I want to thank the governors and the leaders of the states that
have taken in so many of our fellow citizens. I want to thank you
for your compassion. And we understand that this-is going to strain
your budget, so the federal government, as I just said, will operate
under this principle: You should not be penalized for showing
compassion. State enrollment teams are already set up in many
shelters, and many have 1-800 numbers that people can call. Any
evacuee can contact the nearest state or local benefits office to get
the information about enrolling.

As of this morning, four MH-53 Sea Stallion and two HH-60 Seahawk helicopters from USS Bataan
were flying medical-evacuation and search-and-rescue missions in Louisiana, and Bataan's hospital was
preparing for possible use for medical support. Bataan, based out of Naval Station Ingfeside, Texas, is in
the waters off the Louisiana coast. High Speed Vessel Swift, also based at Inglesi&, sailed to the waters -
off Louisiana to pr~videsupport, as well.
Three helicopters from the Army's 3rd Corps, in Fort Hood, Texas, are in ato onRouge, La. ,and two
more in Mississippi to help with searches and rescues and damage assessments, NORTHCOM officials
reported. In addition, five Air Force helicopters from the 920th Rescue Wing, from Patrick Air Force
Base, Fla. ,and 347th Rescue Wing from Moody Air Force Base, Ga. ,are in Mississippi for search-and-
rescue missions, officials said. These aircraft are capable of nighttime searches and rescues and also will
transport FEMA assessment teams over the area to gather critical information for state and federal
emergency managers. Meanwhile, eight U. S. Transportation Command swift-water rescue teams, each
with 14 members, were headed from California to Lafayette, La. ,today to rescue stranded civilians

longitude 49.1 west or about 925 miles (1490 km) east of Bermuda and about 1340 miles (2155 krn)
west-southwest of the Azores.
The depression is moving toward the north-northeast near 10 mph (17 km/hr) and this motion is
expected to continue during the next 24 hours with a gradual decrease in forward speed.
Maximum sustained winds are near 35 mph (55 km/hr) with higher gusts. Little change in strength is

South: Katrina's hardest hit areas across the Gulf Coast should have somewhat quiet weather for
recovery and clean up efforts into Labor Day weekend. Skies should be mostly sunny with the slight
chance of an afternoon thunderstorm each day. The bad weather news is that temperatures should easily
climb into the 90s and combined with the moderate to high humidity it should produce heat index values
of 100 to 105 degrees. Most of the South should see mostly sunny skies and very warm temperatures
into the upcoming holiday weekend. The main exception will be Florida where scattered thunderstorms
will erupt each afternoon with locally heavy rain and lightning through the weekend.
Midwest: A cold front will push through the Midwest with very little fanfare today. Thanks to a very
dry air mass ahead of the front no widespread shower or thunderstorm activity is expected. Some clouds
and a shift in the wind direction horn the southwest to the northwest will be the only indication that the
front has moved through. Once the front clears the area high pressure will take over and be in control of
the weather into the holiday weekend. Skies should be mostly sunny with pleasant temperatures.

West: Upslope winds behind a southward moving cold front will increase the threat of thunderstorms ..
across the southern Rockies into the weekend. The activity should be fairly isolated with about 20 to 30
percent coverage each afternoon and early evening. An onshore flow along the Canadian border should
keep skies mostly cloudy with a few showers over western Washington into the early part of the
weekend. The remainder of the western part of the country should enjoy sunny skies with mild

CURRENT SITUATION: Initial attack activity was light nationally with 101 fires reported. Seven
new large fclres were reported, three in the Rocky Mountain Area, two in the Northern Rockies Area, and
one each in the Western Great Basin and Northern California Areas. Nine large fires were contained,
four in the Northern Rockies Area, two in the Northern California Area, and one each in the Northwest,
Eastern Great Basin, and Rocky Mountain AreasiVery high to extreme fire indiceswere reported in
Arizona, CaliforniqIdaho, Montana, Nebraska, Nevada, Oregon, South Dakota, Utah, Washington and

Montana
Seepay #2 (Flathead Agency, Bureau of Indian Affairs): 3,200 acres at zero percent
contained The fire is two miles southwest of Perma. A microwave communications site,
structures, and cultural sites are threatened. Road closures are in effect Torching with short
crown runs and spotting were observed.
Selway-Salmon Complex (Bitterroot National Forest): 12,121 acres. This lightning-caused
Wildland Fire Use (WFU) complex, comprised of the El Capitan, Wapiti, Beaverjack,
Reynolds Lake and numerous other fires, is 26 miles southwest of Hamilton. This complex,
burning on both the Salmon-Challis and Bitterroot National Forests, is being managed to
accomplish resource objectives. A ranch, campground, work center, historic ranger station,
cabin and two lookouts are potentially threatened. Structure protection remains in place.
Magruder Corridor Road is closed to through traffic. Trail closures remain in effect in active
fire areas. Creeping and smoldering was reported.
Hazard Lake (Lewis and Clark National Forest): 747 acres. This lightning-caused Wildland
Fire Use (WFU) fire is 33 miles near Choteau. This fire is being managed to accomplish
resource objectives. Private land is potentially threatened. Structure protection is being
planned. Creeping and smoldering was reported.
Nevada
Grass Springs (Humboldt-Toiyabe National Forest): 547 acres at 5hercent contained. The
fire is burning eight miles southeast of Austin. No further information was received.
Chance (Northern Region, Nevada Division of Forestry): 23,709 acres at 75 percent
contained. The fire is six miles northeast of Elko. Creeping and smoldering was reported.
Firefighters made significant progress building containment lines.
NEWNorth Road (Winnimucca Fieldoffice, Bureau of Land ~ a n a ~ & e n t )10,000 : acres
at 70 peisent contained. The frre is five miles southeast of McDermiitt. A sage grouse habitat
and cultural resources are threatened. Creeping and smoldering was observed.
Oregon
Granite Complex (Wallows-Whitman National Forest): 29,750 acres. This lightning-caused
Wildland Fire Use (WFU) incident is 30 miles east of Enterprise. This complex is being
managed to accomplish resource objectives. Structure protection remains in place for historic
cabins in the area. Overall fire behavior was low. Burn out operations were completed.

HH: You just broke a pretty big story. I was watching up on tpgcorner television in my
studio, and it's headlined that the Red Cross was blocked fr~rn~delivering
supplies to the
Superdome, Major Garrett. Tell us what you found out.

MG: Well, the Red Cross, Hugh, had pre-positioned a literal van,cpard of trucks with water,
food, blankets and hygiene items. They're not really big into medical response items, .but
those are the t h ~ e ebiggies that we saw people at the New Orleans Superdome, and the
convention center, needing most accutely. And all of us in America, I think, reasonably
asked ourselves, geez. You know, I watch hurricanes all the time. And I see correspondents
standing among rubble and refugees and evacuaees. But I always either see that Red Cross
or Salvation Army truck nearby. Why don't I see that?
HH: Now Major Garrett, on what day did they block the delivery? Do you know specifically?
MG: I am told by the Red Cross, immediately after the storm passed.
HH: Okay, so that would be on Monday afternoon.
MG: That would have been Monday or Tuesday. The exact time, the hour, I don't have. But
clearly, they had an evacuee situation at the Superdome, and of course, people gravitated
to the convention center on an ad hoc basis. They sort of invented that as another place
to go, because they couldn't stand the conditions at the Superdome.
HH: Any doubt in the Red Cross' mind that they were ready to go, but they were blocked?
MG: No. Absolutely none. They are absolutely unequivocal on that point.

HH: And are they eager to get this story out there, because~theyare chagrined by the
coverage that's been emanating from New Orleans?
MG: I think they are. I,mean,and look. Every agency that is in the private sector,
Salvation ?Lrniy, Red Cross, Feed The Children, all the ones we typically see are aggrieved
by all the crap that's being thrown around about the response to this hurricane, because
they work hand and glove with the Federal Emergency Management Agency. When FEMA is tarred
and feathered, the Red Cross and the Salvation Army are tarred and feathered, because they
work on a cooperative basis. They feel they are being sullied by thts reaction. -
HH: Of course they are. Now Major Garrett, what about the Louisiana governor's office of
Homeland Security. Have they responded to this charge by the Red Cross, which is a
blockbuster charge?
MG: I have not been able to reach them yet. But, what they have said consistently is, and -
what they told the Red Cross, we don't wan~-qou to come in there, bec'ause we have evacuees
that we want to get-out. And if you come in, they're more likely to stay. So I want your
listeners to follow*me here. At the very moment that Ray Nagin, -theMayor of New Orleans
was screamimg where's the food, where's the water, it was over-theoverpass, and state
officials were saying you can't come in.
HH: How long would it have taken to deliver those supplies, Major Garrett, into the
Superdome and possibly the convention center?
MG: That is a more difficult question to answer than you might think. There were areas,
obviously, as you approached the Superdome, that were difficult to get to, because of the
flood waters. And as the Red Cross explained it to me, look. We don't have amphibious

Army. We are a private organziation. We work in cooperation with both FEMA and the state
officials. But the state told us A) it's not safe, because the water is dangerous. And
we're now learning how toxic the water is. B) there's a security situation, because they

didn't have a handle on the violence on the ground. And C) and 1-think this is Gost
importantly. they wanted to evacuate out. They didn't want people to stay. --.-
HH: Now off the record, will the Red Cross tell you what they think of Governor Blanco and
Mayor Nagin?
MG: NO.
HH: Will they tell you what they think about FEMA director Brown?
MG: No.
HH: Will they tell you any ...will they give any advice of how to make sure this doesn't
happen again?
MG: Well, there is something, Hugh, that I think we have to be honest with ourselyes
about. New Orleans is a situation, because of its geography, utterly unique in America. We
don't build cities in bowls, except there. This complicated the Red Cross efforts, and the
FEMA efforts, from the start. In the mid-go's, the Red Cross opened a shelter in South
Carolina that was eventually flooded. And there was a big controversy about that. After
that, the Red Cross made a policy decision that it would never shelter, or seek to
shelter, any evacuee from any hurricane, anywhere where flooding was likely to occur. High
ground is where they were going to be, andwhere they were going to go. Well, that

HH: Sure. Does the ged Cross, though, assist in evacuation, Major Garrett?

on the O'Reilly Factor last night. And this is the first time Marty Evans said it. She
said it on the O'Reilly Factor last night in a very sort of brief intro to her longer,'
comments about dealing with the housing and other needs of the evacuees now. She said
look. We were ready. We couldn't go in. They wouldn't let us in, and the interview

cultufal resources, and a watershed are threatened. Steep terrain and limited access are
hampering containment efforts. Extreme fire behavior was reported.
Idaho
Frank Church (Payette National Forest): 26,948 acres. This lightning-caused Wildland Fire Use
(WFU) incident, comprised of the Bear Creek, Root Creek, West ForkDoe, Missouri Ridge and
several other fires is 50 miles northeast of McCall. The fire is being managed to accomplish
resource objectives. Commercial property, residences and historical structures are threatened;
structure protection is in place. Smoldering and creeping was observed.
Montana
Signal Rock (Beaverheadmeerlodge National Forest): 7,650 acres at 10 percent contained. The
fire is 17 miles southwest of Philipsburg and is burning on both the Bitterroot and
BeaverheadIDeerlodge National Forests. Structures remain threatened and a protection plan is
being developed. Torching and spotting was reported.
Seepay #2 (Flathead Agency, Bureau of Indian Affairs): 6,000 acres at 40 percent contained.
The fire is two miles southwest of Perma. A microwave communications site, structures, and
cultural sites are threatened. Road closures are in effect. Torching with short crown runs and
spotting were observed.
Selway-Salmon Complex (Bitterroot National Forest): 14,839 acres. This lightning-caused
Wildland Fire Use (WFU) complex, comprised of the El Capitan, wapiti Beaverjack, Reyholds
Lake and numerous other fires, is 26 miles southwest of Hamilton. This complex, burning on
both the Salmon-Challis and Bitterroot National Forests, is being managed to accomplish
resource objectives. A campground, historic ranger station, and a lookout are threatened.
Structure protection remains in place. Magruder Corridor Road will reopen -today. Creeping and
some active surface fire was reported. .--- .
Hazard La&e (Lewis and Clark National Forest): 750 acres. This lightning-caused Wildland Fire
Use (WFU) fire is 33 miles near Choteau. This fire is being managed to accomplish resource
objectives. Private land and a cabin are potentially threatened. Structure protection is in place.
Creeping and smoldering was reported. This will be the last report unless significant activity
occurs.

Granite Complex (Wallowa-Whitman National Forest): 32,556 acres. This lightning-caused
Wildland Fire Use (WFU) incident is 30 miles east of Enterprise. This complex is being
managed to accomplish resource objectives. Structure protection is currently being reassessed. ,

Wildfire Update
National Preparedness Level 3
CURRENT SITUATION: Initial attack activity was light nationally with 136 fires reported. Eight
new large fues were reported, five in the Eastern Basin and one each in the Western Great Basin,
Southern and Southwest Areas. Six large fires were contained. very high to extreme fire indices were
reported in Arizona, California, Colorado, Idaho, Montana, Nebraska, Nevada, Oregon, South Dakota,
Washington and Wyoming. An Area Command Team (Rounsaville) has been tasked by the Natioeal
Multi-Agency Coordinating Group to evaluate radio communications on inciderits with consideration to
training and education, maintenance and replacement of equipment, narrow banding, communication
and coordination with cooperators, and usability.
OUTLOOK: Fire Weather Watches: For southeast Wyoming and northern Colorado for winds, very
dry relative humidity and fuels. For northeast Ukh-for strong winds and low relatiqe humidity.
Flan Warnings: Fodow humidity and gusty winds for Mono and eastern Alpine Counties in California.
In southern Idaho &d western Utah for strong winds and low relative humidity. Red Flag Warning valid
until 0600 Tuesday morning. Along and east of the entire Cascade-Sierra crest from Oregon to Lake
Tahoe for strong gusty winds and low relative humidity. For the foothills surrounding the Sacramento
Valley and in the north end of the valley tonight until Wednesday afternoon for strong gusty winds, low
relative humidity, and poor overnight humidity recovery. Weather Discussion: A surface cold front will
move across the Rockies today with much cooler temperatures in the Northwest and Great Basin. Strong
gusty winds will spread fiom the western portion of the Rockies into the Eastern Great Basin today.
Also, dry and windy conditions will develop in the northern Sacramento Valley. Mainly wet
thunderstorms will accompany the front in the Rockies. Showers will continue in Alaska with greatest 1-
precipitation across the southern portion of the state. Remnants of Humcane Katrina will move across
western Kentucky, near Cincinnati, and into northwestern Ohio today with very heavy rainfall and

Frank Church (Payette National Forest): 18,758 acres. This lightning-caused Wildland Fire
Use ( W F incident,
~ comprised of the Bear Creek, Root Creek, West Forkfloe, Missouri
Ridge and several other fires is 50 miles northeast of McCall. The fire is being managed to
accomplish resource objectives. Commercial property, residences and historical structures
are threatened. Fire growth was observed on six of the fues. The West ForklJoe fire
experienced a six mile run.
Montana
Signal Rock (Beaverheameerlodge National Forest): 4,000 acres at five percent contained.
The fire is 17 miles southwest of Philipsburg and is burning on both the Bitterroot and
BeaverheadlDeerlodge National Forests. Highway 38 was closed as a safety b re caution-
q l t i p l e crown runs and long range spotting were observed.
Cottonwood Creek (Southern Land Office, Montana Department of Natural Resources):
31485 acres at 80 percent contained. The fire is eight miles east of Columbus. Residences,
rhgeland and cropland are threatened. Smoldering in heavy fuels was observed.

~ o e k i n(Bitterroot National Forest): 4,500 acres at 60 percent contained. The fire is 10 miles
northwest of Darby. Narrow canyons, steep and rocky terriin continue to hamper
containment efforts. Higher temperatures, lower humidity and windy conditions increased
fire activity. Smoke and high winds prevented helicopter recon of the fire. Suppression
.operations were temporarily suspended until afier passage of a cold front.
Seepay #2 (Flathead Agency, Bureau of Indian Affairs): 3,200 acres at zero percent
contained. The fire is two miles southwest of Perma. A microwave communications site,
structures and cultural sites are threatened. Area road closures are in effect. Winds andiow
k~ativehumidity enabled the fire to make major runs.
~Selway-~almon Complex (Bitterroot National Forest): 11,546 acres. This lightning-caused
Wildland Fire Use (WFU) complex, comprised of the El Capitan, Wapiti, Beaverjack,
Reynolds Lake and numerous other fires, is 26 miles southwest of Hamilton. This complex,
burning on both the Salmon-Challis ag4 Bitterroot National Forests, is being managed to
Lccomplish resource objectives. A ranch, campground, work center, historic ranger station,
Labin arid two lookouts remain potentially threatened, and structure protection remains in
place. Magruder Corridor Road remains closed to through - traffic. Trail closures remain in

Nevada

We are requesting your assistance to make available DHS employees willing to deploy as
soon as possible for a two-week minimum field assignment to serve in a variety of
positions. We anticipate needing at least 1000 additional DHS employees within 48 hours
and 2000 within 7 days. Attached is a list of requirements that employees will have to

meet before deploying.

It is beneficial to use DHS employees as it allows us to be more efficient responding to
the needs of this disaster and it reinforces the Department's All-Hazard's Capabilities.

still intact.) He understands, through the experience with hurricane Andrew, that FEMA
will likely be looking for a place to headquarter. The hotel has 250+rooms is dry, is in
a dry block, and'has only a few broken windows. It is boarded up and there is not staff
there at this'time. They do have a manager and a few staff that they could get in there
to change beds etc.

The email be2ow was sent from a professor at EARTH University regarding the
use of EM (E£fective Microorganisms) in the disaster area in the Gulf. The
founder of Whole Foods is willing to purchase the EM and send it to New *
countries around the world and has been in use for over 25 years. The final -
-
hurdle of getting EM applied to the disaster site in Louisiana is crucial.
Whole Foods has been very generous in offering to purchase and transport the
EM to New Orleans. The flooded area will take at least six more weeks to
pump and drain. However, in about a week, the stagnant wate'rs combined with
sewage, poisbns, and other contamination sources in New Orleans will begin
breeding pathogen bacteria that will begin spreading diseases throughout the
region. The CDC (Center for Disease Control) in Atlanta is aware of this,
but is not publicizing it to the media. The government is currently planning
on spraying bleach to control the spread of pathogens, but bleach will only
add to the long-term deleterious damage of the disaster.

The patients are a mixture of relocated evacuees from Houston, evacuees from LA and
evacuees that have been able to get to Colorado by their own means---Wehave nnt received
any NDMS patiknts (it is my undeerstanding that NDMS has been on standby and that there

We just received conflicting info from F E m about reimbursement to our hospitals for care
of our evacuees. The care at the hospitals is acute care for medical conditions that are a
direct result of their exposure in the hurricane (NOT chronic care which we are treating
in a clinic situation at the re-location site). These patients have been transported by
EMS for reasons such as chest pain and shortness of breath. Some have
self- referred (if they self-evacuated from LA or MS and arrived here by their own means).
We were now $old that the hospitals would not be reimbursed for treating these patients
because this 'wouldnot be considered part of the hurricane response.

This is a HUGE issue for us. The hospitals have been enormously helpful in treating and
tracking of these patients. This will really compromise mass casualty disaster
all hospitals if this is the case.

Today, president Bush Ordered The Department Of Defense To Deploy Additional Active Duty
Forces To he Region. Over the next 24 to 72 hours, more than 7 , 0 0 2 additional aetive
duty troops will arrive in the affected areas.
Right now there are more than 21,000 National Guard troops operacing in affected areas,
with more on the way. In addition to these National Guard forces, the Department of
Defense has already deployed more than 4,000 active duty forces to assist in search and
recovery, and provide logistical and medical support. The priority is to restore and
maintain law 'andorder, and assist in recovery and evacuation efforts. The enormity of
the task requires more resources and more kroops.

To exascerbate situation, w e have been unable to equip all key personnel with sat phones
to coordinate overall efforts.
Everyone here working hard to address the requirements but they exceed resources.

Hunicane Katrina in Gulf Coast states, according to Michael D. Brown, Under Secretary of Homeland
Security for Emergency Preparedness and Response. But, volunteers should not report directly to the
affected areas unless directed by a voluntary agency.
"Cash donations are especially helpful to victims," Brown said "They allow volunteer agencies to issue
cash vouchers to victims so they can meet their needs. Cash donations also allow agencies to avoid the
labor-intensive need to store, sort, pack and distribute donated goods. Donated money prevents, too, the
prohibitive cost of air or sea transportation that donated goods require."

Hurricane Katrina has proved to be one of the most dangerous storms in U.S. history. Although the eye
of the hurricane has passed, hazards &om weakened and damaged trees, downed power lines, high
water, and other dangers remain. We urge citizens to be mindful of instructions from state and local
officials who have asked that individuals remain in shelters, homes or safe places until given further
notice.
Working with federal, state and local agencies through the Federal Emergen-Management Agency
(FEMA), DHS continues to coordinate disaster relief and life-saving efforts. bdividuals in declared
counties can register online for disaster assistance at www.fernagov or call FEMA's toll free
registration line at 1-800-FEMA (3362) - TTY 800-462-7585.
FEMA
FEMA deployed 23 Disaster Medical Assistance Teams fiom all across the U.S. to staging areas in
Alabama, Tennessee, Texas, and Louisiana and is now moving them into impacted areas.
Seven Urban Search and Rescue task forces and two Incident Support Teams have been deployed and
prepositioned in Shreveport, La., and Jackson, Miss., including teams from Florida, Indiana, Ohio,
Maryland, Missouri, Tennessee, Texas, and Virginia. Three more Urban Search and Rescue teams are
in the process of deployment.

FEMA is moving supplies and equipment into the hardest hit areas as quickly as possible, especially
water, ice, meals, medical supplies, generators, tents, and tarps. . .
Department of Transportation
The U.S. Department of Transportation (DOT) dispatched more than 390 trucks that are beginning to
deliver millions of meals ready to eat, millions of liters ofwater, tarps, millions of pounds of ice, mobile
homes, generators, containers of disaster supplies, and forklifts to flood damaged areas. DOT has
helicopters and a plane assisting delivery of essential supplies.

National Guard -
The National Guard of the four most heavily impacted states are providing support to civil authorities as
well as generator, medical and shelter with approximately 7,500 troops on StaEe Active Duty. The
National Guard is augmenting civilian law enforcement capacity; not acting in lieu of it.
Department of ~griculture
The U.S. Department of Agriculture (USDA) State Emergency Boards are coordinating agricultural-
related responses at the county, state, and national levels in Louisiana, Mississippi, Alabama, and
elsewhere. USDA is also coordinating damage assessments to area crops, livestock, and other
agriculture-related operations. Farmers are encouraged to contact their local USDA Service Center for
additional information on assistance available.
Department of Defense
The United State Northern Command (NORTHCOM) continues to assist FEMA after disaster
declarations were issued for Alabama, Florida, Louisiana, and Mississippi fd16wing the devastation

Department of Labor
Occupational Safety and Health Administration (OSHA) is contacting major power companies to the
areas affected toprovide safety briefings to employees at power restoration staging areas in affected
communities. OSHA is also releasing public service announcements to inform workers about hazards
related to restoration and cleanup.

The Red Cross relies on generous donations of the American people to do its work. The best way to
help is by making an online contribution to the Disaster Relief Fund at yww.redcross.org. Citizens can

to this particular problem.
This is unlike what we have seen before. Robert Latham and I spent a good portion of our
day on trying to get body bags and a refer truck for bodies in Hancock County. This was
not easy as we had one cell phone between us and Congressman Taylor. Finally, I personally
found some body bags with our friends from Dixie County, FL. I personnally authorized
Hancock County to buy refer truck that had been carrying ice becasue the cororer was going
to have to start putting bodies out in the parking lot as his cooler was getting so full.

1. I own the building located at 625 Jackson Avenue known as the New Orleans General Hospital.
2. The building is 120,000 square feet with a hctioning diesel-powered generator and a new cooling
system. The building is capable of accomodating 400-500 people. I am a partner in Naylor Construction
Company of Oklahoma City, Oklahoma, that has a workforce of 500 men immediately available along
with heavy equipment.
I 3. From the information we have received, it appears our building has sustained minimal damage and no
flooding.
4. The location would be a great on-site staging area for FEMA operat ions. We would work with
FEMA for office space while utilizing the hospital rooms to house our work crews.

Through our Reeves EMS disbibutor. Aramsco, we have had requests from parts of FEMA for our equipment on
an immediate basis. There is an awful lot of equipment -shelters with trailers providing powerlheating and
moling within the Army that h s! not yet been shipped or just shipped out; for example. Ill Corps at ft. Hood with
about $1,200,000 ready to sh~,p.The equipment is built to serve as Brigade and Division Command-Centersbut it

The issue is access to this eqbipment. The decision is under discussion at a high level since it is either owned or
under contract to the Army. The Army is being asked to agree to have it purchased by FEMA . The current Ill

manufacture new Ill Corps and ship to them in 30 days or so. ..

products and systems that ca aid in future natural or man-made disasters. Please advise regarding the meeting

the largest pump company in the world, according to Chuck, based in Dallas. They are the people that sold and
installed over 50% of the pumping capacity in New Orleans. They have a field officelservice center in Baton
Rouge with over 200 people ready to go in and repair the pumps in NO once the levees have been repaired.
They have many pumps and spare part on hang to help with other jobs. He wants to help but needs direction.

Here is the plan for using fixed-wing aircraft for moving evacuees to Texas:
1. Buses out of the New Orleans will continue to flow out of the area and travel to Houston.
2. Upon arrival of the aircraft to the New Orleans airpod--around 0800 tomorrow morning-DOD will divert

sufficient busses to THE NEW ORLEANS AIRPORT TO fill the plane.
3. When the aircraft depart New orleans, DOD will notify Texas of the ETA of the-aircraft.
4. All planes will initially flow into Lackland AFB in San Antonio.
5. At that point responsibility for the care and feeding becomes responsibility of Texas.
6. San Antonio can handle up to 25,000 evacuees. Texas has offered up Dallas to handle another 25,000. Dallas
will be ready to receive evacuees this Saturday.
7. Buses will continue to flow to Houston concurrently with the airlift. As the fixed wing aircraft arrive New Orldans
DOD will divert as necessaary to fill the aircraft.
FYI, the Houston Ast~odornehas about 6,000 evacuees today and can accept 23,000.

' The President's action authorizes the Department of Homeland Security, Federal Emergency
Management Agency (FEMA), to coordinate all disaster relief efforts which have the purpose
of alleviating the hardship and suffering caused by the emergency on the 3~091population,
and to provide appropriate assistance for requlred emergency measures, authorazed under
Title Y of the Stafford Act, to save lives, protect property and public,heaath and.safety,
or to lessen or avert the threat of- a catastrophe in the parishes of Allen,.iAvoyelles, '

tarps for emergency roof repairs in next 24 hours. Immediate purchase

- Large portions of the impacted areas of both MS and LA remain without
power, alt'fiough situation continues to improve daily. Many areas of Metro NO now have
power.
- COE continues to report major shortages of large generators (over 150Kw).
Recommended that DCO investigate DoD capability. Shortage impacts ability to bring water
, treatment and pumping stations on line. Ultimately, may impact ability to remove water
from NO as more pumping stations come on line.

4. Miscellaneous.
a. FEMA working to ensure offers of assistance are properly assessed and given due
consideration. Issue driven by reports in media that offers are being turned down without
adequate review.

permitted .
d. Issue exists with communications at local government level in outlying Parishes.
Not sure why previous deliveries of NEXTEL and other systems did not resolye this issue.
ESF 2 is working. Problem is particularly prevalent in Plaquemines Parish.
