Part I: Standard Information for Mobile Substations

1.0 General

1.1 These specifications describe a mobile substation. The equipment outlined in these
specifications consists of a breaker in the high tension side, a power transformer
followed by a circuit breaker in the low tension side, control and protection panel. In
addition, any other equipment or accessories not specifically mentioned but necessary
for the reliable operation of the mobile substation. Everything shall be mounted on a
trailer.

1.2 The equipment shall conform to the latest applicable standards of ANSI, IEEE,
NEMA, NEC, NESC AND AASHTO.

2.0 High Tension Side

2.1 The high tension side shall consist of a circuit breaker, as described in Part VI.
Surge arresters of the appropriate characteristics shall be provided, as described in
Part V.

3.0 Power Transformer

3.1 The power transformer shall comply with Parts II, III and IV of these specifications.

4.0 Low Tension Side

4.1 The low tension side shall consist of a circuit breaker, as per Parts VI and VII of
these specifications. Surge arresters of the appropriate characteristics shall be
provided, as described in Part V.

5.0 Information Required with Proposals

5.1 The Bidder shall submit with his proposal sufficient information to show the
general design of the equipment offered. He shall provide the following specific
information:

5.1.1 Drawings showing outline dimensions and arrangements, if different from


those shown on the attached drawings.
5.1.2 Descriptive catalog information.

5.1.3 List of exceptions, if any, to the specifications.
5.1.4 Catalog or descriptions of standard equipment the Bidder proposes to use (to
facilitate the bid comparison).

5.1.5 Names of manufacturers of component parts not manufactured by the


Bidder.

5.2 The Bidder shall also submit the following data:

5.2.1 Net shipping dimensions and weights

5.3 Experience

The manufacturer shall have a minimum ten years experience manufacturing similar
substations. The factory shall have a minimum of five years experience
assembling similar mobile substations. To this purpose, the manufacturer must
submit a list of users with comparable equipment with equivalent operational and
design characteristics that are in service. The Puerto Rico Electric Power Authority
(PREPA) reserves the right to declare non responsive the bidder that does not
comply with this requirement.

6.0 Information Required After Receipt of Order

6.1 Within ten weeks after receipt of order and prior to any drawing approval, a meeting
will be held between the Manufacturer and the PREPA to review the equipment
design. The Vendor must submit the design and engineering information prior to this
meeting. The meeting will be held at PREPA's facilities.

6.2 Within 16 weeks after receipt of order, the Vendor shall send PREPA the design and
engineering information as required, including the following:

a) Two sets of drawings "For Approval". After approval by PREPA, five final sets
plus one cloth or Mylar transparency certified as "Correct for Constructions" shall
be included.

b) Four sets of bills of materials.


c) Information necessary to permit the design of foundations.

6.3 Before shipment, the Manufacturer shall provide PREPA with the following data:

6.3.2 Four complete sets of instructions for the installation, operation, care, and

maintenance of, and directions for ordering spare parts. These instructions
shall show the cross section of the equipment furnished, with parts labeled or
numbered so as to facilitate the ordering of renewal or replacement parts.

7.0 Spare Parts

The bidder shall submit with his proposal an itemized list of spare parts with prices for every
item, bearing in mind that the equipment is to be used outside of the continental U.S. It is the
intention of PREPA to include part or all of these spare parts with the purchasing order of
the equipment. Bids not complying with the requirements of this paragraph may be subject
to rejection.

8.0 Service Engineer

8.1 This quote must include the service of a technical advisor to demonstrate proper
practices on operation and use of the equipment.

9.0 Testing

9.1 PREPA reserves the right to witness tests. The Manufacturer shall notify PREPA
with one month of anticipation the schedule of tests. PREPA may waive the
witnessing of tests and, in substitution, request certified tests reports.

9.2 In addition to all the in-factory testing, the manufacturer shall perform a road test on
the assembled mobile substation prior to shipment.

10.0 Shipping

The mobile substation shall be delivered fully assembled.

Part II: Standard Information for All Transformers

1.0 General

1.1 These specifications describe the minimum requirement of a three phase power
transformer of copper windings, forced-air cooling system, equipped with no-load
tap changer and under load-tap changer, as required for in Part III of this
specification. The only proposals that will be accepted are the ones where the
design, manufacturing, assembly and final tests are executed at a single
manufacturing site. No separation of these activities shall be allowed in order to
maintain PREPA’s interest of a single and evaluated Quality Control. PREPA
reserves the right to inspect, at any time during the order, the manufacturer’s
facilities in order to verify the fulfillment of this request.

1.2 Unless otherwise noted in these specifications, the transformer shall conform to
the latest standards of the Institute of Electrical and Electronic Engineers (IEEE),
the National Electric Manufacturers Association (NEMA), and the American
National Standards Institute (ANSI), American Safety for Testing Materials
(ASTM).

Specifically, the transformer should conform to the following standards:

• ANSI General Requirements for Distribution, Power and Regulating


Transformers and Shunt Reactors, C57.12.00.

• ANSI Terminology for Distribution Power and Regulating Transformers and


Reactors other than Current Limiting Reactors, C57.12.80.

• ANSI Test Code for Distribution, Power and Regulating Transformers and
Shunt Reactors, C57.12.90.

2.0 Information Required with Proposal

2.1 Experience and Transformer Data

For evaluation purposes, the Manufacturer shall submit a list of users, in which their
equipment with equivalent or higher operational and design characteristics is in service.
This list shall include the following:

• Name and number of the user


• Location of the equipment
• Description of the equipment (voltage, capacity, connection)

• How long has this equipment been in service
The manufacturer shall have a minimum of ten years experience manufacturing
similar transformers. The list of users submitted must be from the same site that the
manufacturer is using for the transformers being quoted. The proposal shall clearly
state the origin and manufacturing plant being used.

PREPA reserves the right to declare non responsive the bidder that does not comply
with this requirement.

2.2 The bidders shall submit PREPA the Specification Transformer Data Sheet
included in Part IV of this specification and a list of exceptions, if any, to these
specifications. PREPA reserves the right to declare non responsive the bidder that
does not comply with this requirement.

2.3 The following information shall be submitted with the proposals:

2.3.1 Outline drawings showing principal dimensions and locations of components,


plan and elevation views for the shipped assemblies.

2.3.2 Outline drawings showing principal dimensions, location of center of gravity of


assembled transformer, and locations of components in plan and elevation views
for the installed transformer.

2.3.3 Information on all components and accessories, including type of oil preservation
system.

2.3.4 Location of nearest factory from which replacement parts for all major equipment
supplied will be available.

2.3.5 Location of the Manufacturer’s nearest service headquarters to the job site.

2.3.6 Transformer Data Sheet included in Part IV of this specification, filled with
proposed transformer data.

2.3.7 Copy of a short circuit test report on a similar or larger unit to those being
quoted, or a calculation of short circuit design for each type of the units being
quoted.

3.0 Design Criteria and Drawings

3.1 Within ten weeks after receipt of order and prior to any drawing approval, a
meeting will be held between the Manufacturer and PREPA to review the
equipment design. The Manufacturer must submit the design and engineering
information prior to this meeting, including but not limited to:

• Calculation of thermo dynamical stress due to short circuit.


• Method for determining the calculation of losses and impedance.
• Method for determining the calculation, and the calculation itself, of stray
flux and eddy current heating of the tank, core or core clamping structure in
contact and not in contact with the insulation.

• Method for determining the calculation, and the calculation itself, for hot
spots.

• Description of the core and coils clamping.


• Description of insulating materials and their manufacturers.
• Details of the no load and under load tap changers to be used.
• Details of the design and construction of the core and coils.
• Quality control manual.

3.2 The Manufacturer shall provide all drawings that relate to the specifications,
including the following special requirements:

• Winding construction, including size and type of conductor.


• Core construction, installation and assembly.
• All drawings necessary for the maintenance of the transformers.
• Load vs. temperature curve at rated voltage and ambient temperature.
• Value of the winding temperature compensating resistor.

3.3 Cooling System

The Manufacturer shall provide all the information necessary to assure proper
maintenance of the cooling system, including:

• All data concerning heat transfer calculations for the cooling system.
• Capacity of the pump in G.P.M.

• Heat dissipated in the cooling system in B.T.U.
• Total oil flow (Q-GPM).
• Cross-section areas of each cooling tube.
• System flow resistance curve.
• Head flow curve.

3.4 Quality Control

The Manufacturer shall submit copies of all the "Quality Control Audit" inspections
performed on the manufacturing process of the transformer. The Manufacturer shall
provide office facilities for PREPA's representatives to perform the necessary quality
control audit, if desired.

4.0 Repair Facilities

PREPA will only consider proposals submitted from Manufacturers which have repair
shops in Puerto Rico or North, Central or South America, or which have agreements for
transformer repair with Manufacturers in any of these places, in which case, it must be so
stated in their proposals. The repair shop shall have a minimum of five years experience
repairing similar transformers.

5.0 Type and Cooling Class

5.1 The transformer shall be oil immersed, three phase, 60 hertz and constructed for
outdoor installation in a tropical humid climate.

5.2 The transformer shall have a forced oil air rating, as per Part III, for a temperature
rise of 65°C above, 40°C maximum ambient temperature and 30°C being the
maximum 24 hours average ambient temperature (as per ANSI/IEEE C57.12.90-
1987 Par. 4.1.2.1) with either a one-step (ONAN/ONAF) or a two-step
(ONAN/ONAF/ONAF) cooling system. The one-step cooling system shall
provide continuous operation at 125 percent of the self-cooled rating without
exceeding the rated temperature. The two-step cooling system shall provide
continuous operation at 133.3 and 166.6 percent of the self-cooled rating without
exceeding the rated temperature.

5.3 The transformer shall be provided with insulation permitting an average


temperature rise of 65°C maximum without increase in the rate of loss of life.
The 65°C rise rating shall be 112 percent of the cooling system steps. Hottest spot
temperature rise shall not exceed 75°C.

6.0 Impedance

The transformer impedance shall be as called for in Part III of this specification or requisition
documents.

7.0 Core Construction, Windings and Bushing Insulation

7.1 The core shall be built of special steel grain oriented silicon sheets. The core shall
be grounded and connected to its fixation structure through removable
connections located in the tank cover, in an accessible position so that PREPA
technicians can disconnect it to perform insulation test when needed.

7.2 All windings shall be provided with the insulation specified in Part III. No internal
surge arresters are acceptable for winding over voltage protection.

7.3 All bushings shall be condenser type, made of porcelain, rated as specified, in
accordance with the applicable ANSI Standard C37.101-1999 for medium
pollution level.

7.4 Bushings shall comply with ANSI C57.19.01-1991 and C57.19.01-2000


Performance Characteristics and Dimensions for Outdoor Apparatus Bushings.

7.5 All bushings shall be provided nameplates with C1 and C2 test values.

7.6 All bushings shall comply with the minimum creepage distance given in the
following table:

8.0 Bushing Current Transformers

8.1 Five tap multi ratio current transformers of the type and ratio specified in Part III
shall be provided on each voltage and neutral bushings.

8.2 The secondary leads for all taps of the current transformers shall be provided
wired to individual shorting type terminal blocks Marathon Series 1500 in the
control compartment of the power transformer. Also, the CT taps and ratios shall
be clearly described on its nameplate.

8.3 CT’s leads shall be brought out from the tank to an oil tight box. The leads shall
be constructed in such a way that oil will not get between conductor and
insulation, or that any leak will result at the end of the conductor.

8.4 CT’s Neutral leads shall be independently wired to a secondary ground bus.

9.0 Terminal Data

High voltage, low voltage and neutral shall have a terminal connector for standard copper
pipe rated for the current of the bushings, except as noted on drawings.

10.0 Transformer Tank

10.1 The transformer tank shall be designed for full vacuum filling in the field.

10.2 The supplier shall specify the type of tank construction (rectangular, bell type, or
any other) for evaluation purposes by PREPA.

10.3 The tank cover shall be provided with bolted manholes to facilitate inspection of
internal clamping system and internal connections. It shall be designed to avoid
the accumulation of water at any point of the transformer top.

10.4 A pressure-relief device, similar to Qualitrol Series 208, with Qualitrol directional
shroud, and alarm contacts wired to a terminal block in the control compartment,
shall be provided in the transformer cover. The Manufacturer shall provide oil
deflectors to be installed on top of the pressure relief device of the
transformer main tank and LTC tank, in accordance with the following sketch:

10.5 The tank grounding provisions shall consist of two copper-faced steel pads, or two
stainless steel pads without copper facing, each drilled and tapped for grounding
terminal connectors.

10.6 Bolts, nuts, studs, and screws shall have threads conforming to Unified Standards
or ANSI Standards, and shall be furnished in accordance with the latest approved
practice for the particular duties involved. Only hexagonal nuts shall be used. Pal
nuts shall be used where necessary to prevent loosening of nuts by vibration.

10.7 All gaskets shall be made of nitrile synthetic rubber, 80 DURO minimum.

10.8 The equipment and accessories shall be designed to withstand hurricane forces
equal to 30 PSF on cylindrical surfaces and 48 PSF on flat surfaces and shall be
suitable for installation in seismic zone 3 locations.

11.0 Oil Preservation

11.1 The oil preservation method shall consist of either the inert gas-pressure system,
or the conservator with diaphragm (air cell) system. If a conservator is used, the
air cell or diaphragm shall be made of nitrile of adequate thickness.

11.2 The inert gas-pressure system shall include the nitrogen gas cylinder (2,000
pounds per square inch at 70°F), regulator, and pressure relief valve, and high-
pressure gauge, low-pressure gauge with alarm contacts, slump, and operating
valves.

11.3 Transformer oil shall comply with Doble Transformer Oil Purchase Specification
latest version (TOPS). Transformer shall be shipped with the necessary oil for
initial filling. PREPA will notify if the transformer is required to be shipped oil
filled or in a separate container. No steel drums are accepted for the oil shipping.

12.0 No-Load and Under-Load Tap Changer

12.1 The load tap changer shall be located on either side, primary or secondary.

12.2 The no-load tap changer shall have a regulating range in percent of rated voltage,
at rated kVA (full capacity taps) and in the steps specified in Part III.

12.3 The no-load tap changer handle shall be operable from ground level, shall have
provisions for pad locking (½″ shackle) in any tap and rated voltage position, and
shall provide visible indication of tap position without unlocking.

12.4 The load tap changer shall have a regulating range in percent of the rated voltage
at rated kVA (full capacity taps), and in the steps specified in Part III.

12.5 The tap changing switch mechanism shall be installed in separate oil filled
compartment mounted on the transformer tank. A removable bolted cover shall
be provided to access the switch mechanism compartment without opening the
main tank or lowering the liquid in the main tank. Covers weighting more than 25
pounds shall be hinged and removable.

12.6 The driving motor for the load-tap changer shall be operated from the source
specified in Part III. The load-tap changer mechanism shall be spring-loaded type.

12.7 A weatherproof compartment containing the driving motor for the mechanism, a
removable hand crank for manual tap changing, tap position indicator, limit
switches, and operation counter shall be provided. Provisions shall be made so
that the taps can be changed using the hand crank without de-energizing the load
tap changer. Tap changer shall include normally open contacts to indicate
maximum tap position on raise and minimum tap position on lower.

12.8 These controls shall be accessible to an operator at ground level. Draining of this
compartment shall not be required to access the drive motor and control circuits.

12.9 A voltage regulating relay shall be provided mounted on a hinged steel panel. The
relay shall be microprocessor based, programmable, with an adjustable setting
from 110 to 130 volts, adjustable bandwidth, reactance compensation reversing
switch, line drop compensation and time delay equal, or approved equal, to
Beckwith type 2001 latest version. It will provide DNP 3.0 communication
protocol.

12.10 Test switch for:

• Compensating current
• Voltage regulator

12.11 Transformer shall include:

• Automatic-manual and raise-lower switches to lower or raise the tap changer


from transformer control cabinet
• Automatic-manual and raise-lower switches to lower or raise the tap changer
from remote control panel in control room
• Automatic-manual and raise-lower control from SCADA.

12.12 The tap changer automatic control equipment shall have Class 1 accuracy as
covered by the American Standards for voltage regulators. The purchaser will
supply a potential source with 0.3 accuracy class.

12.13 LTC compartment shall be capable of withstanding full vacuum in the main tank
without damage to itself or components, otherwise, maximum vacuum withstand
and any special precautions shall be stated.

12.14 The load-tap changer mechanism’s main carrying contacts shall be capable of at
least 250,000 electrical and mechanical operations before replacement.

12.15 The regulating winding shall be electrically independent or placed on a separate


winding tube aside from high and low voltage windings. The regulating winding
shall be fully distributed.

12.16 If auxiliary transformers are used, they shall be constructed to Class 2


transformers standards and using copper conductors.

12.17 LTC must be located in the neutral winding and not in the external ends.

12.18 The following information about the LTC is required:

a. Manufacturer
b. Model number
c. Year of manufacture
d. Maximum rated through current at maximum nameplate rating
e. Type of transition impedance
f. Method of arc interruption
g. Type of drive mechanism
h. Amount of oil in compartment
i. Mechanical and electrical drawings
j. Weight information

This information shall be provided in a separate nameplate.

13.0 Cooling Equipment

13.1 All motors for fans and other cooling equipment shall be operated from the source
specified in Part III.

13.2 The equipment for automatic control of the cooling system shall consist of a
thermal operated control device responsive to winding temperature and which
shall be provided with an independent contact for tripping a circuit breaker. The
latter mentioned contact shall be constructed for the operating voltage specified in
bidding requirements, 5 amperes control circuits, and shall be wired to a suitable
terminal block located at the control compartment. A manually operable switch
shall also be provided for the cooling equipment.

13.3 All motors and other cooling equipment shall be individually protected by circuit
breakers.

13.4 Detachable radiators shall be made of hot-dipped galvanized steel 18GA


minimum in accordance with ASTM A-153 or stainless steel in accordance with
ASTM 304. Radiators shall be provided with top and bottom radiator valves
capable of being locked in the open position. Hand operated shut off valves shall
be provided at the inlet and output connections to enable any individual radiator to
be drained and removed without lowering the oil level in the tank.

13.5 Fans and cooling equipment shall be started through a magnetic contact or
suitable auxiliary device in order to avoid contact burning of winding temperature
relay.

13.6 The radiators shall be provided with means to avoid internal contamination from
the surrounding environment while in storage prior to installation. A pressurized
dry gas method shall be employed unless a more efficient method can substitute
the gas for this purpose.

13.7 Auxiliary relay is required to provide remote indication (SCADA) for cooling fans
and pumps during power loss. It cannot be performed using the mechanical
contacts of the AC circuit breakers or contactors.

13.8 The cooling system (ONAF) shall consist of a heat interchange system and shall
include a redundant configuration of pumps for the circulation of the oil, with cut
off valves located in the circuit between the pump and the heat interchange
system. The transformer shall only operate when the cooling system is operating,
if there is any failure in one of the pumps, the transformer shall be able to provide
at least 60% of its nominal power output with just one pump. If there is no
operation of the cooling system, the transformer shall be able to carry its own
losses.

13.9 The windings shall be made of copper. For the insulation of the windings there
shall be used either conventional or hybrid insulation, in order to achieve the nominal
power output specified, within the restrictions for weight and dimensions previously
established. There shall not be allowed the use of internal surge arresters or any other
discharge devices, in the power transformer.

13.10 Nomex\cellulose winding insulation will be considered for evaluation.

14.0 Noise Level

The transformer will be designed so that the average noise level will be the latest value given
in NEMA Publications, TR1-80.

15.0 Tests

15.1 ANSI Standard tests C57.12.00 shall be performed on each transformer, including
power factor test on all bushing transformers.

15.2 The following tests shall be included in the bid price and be performed in the
sequence here listed, but will not be limited to the following: ANSI Standard

15.3 All the above tests must be performed on the fully assembled transformer at its
manufacturing location. Manufacturer shall submit PREPA the test reports on the
above items.

15.4 Testing

PREPA reserves the right to witness the tests. The Manufacturer shall notify PREPA
with one month of anticipation to the schedule of tests. PREPA may waive the
witnessing of tests and, instead, request certified test reports. Test reports shall be
submitted to PREPA for revision and approval. The transformer shall not be released
for shipping without this approval. In addition to these specifications, the supplier
must meet the requirements called for in Part VII.

16.0 Short Circuit Requirements

16.1 The transformers covered by these specifications shall be designed to meet the
Short- Circuit Qualification Requirements given by the IEEE Guide for Short-
Circuit Testing of Distribution and Power Transformers C57.133 or latest edition.

16.2 PREPA reserves the right to require the short circuit capability test.

17.0 Painting

17.1 Exterior metal surfaces shall have a minimum 3 mils dry film thickness of
urethane paint ANSI No. 70 gray color. The Manufacturer's paint system shall
meet the requirements of ANSI/IEEE C57.12.28-1999.

17.2 The tank shall be primed inside with a white primer providing a dry film thickness
of 2 mils minimum.

18.0 Other Accessories

18.1 The Manufacturer shall furnish all standard accessories, including the following
special requirements:

18.1.1 Winding temperature indicator, dial type, with adjustable ungrounded alarm
contacts, mounted on transformer. The winding temperature gauge, heater coil
and calibrating resistor shall be mounted close to the tank top and shall allow
replacement of these components while the transformer is energized. Independent
loss of power indication for each circuit provided. Thermal operated control
device responsive to winding temperature, provided with adjustable independent
contacts suitable for controlling the cooling system or systems, alarm at 95°C,
and tripping a circuit breaker at 110°C. The contacts shall be constructed for
operation on 125 VDC control circuit, and shall be wired to a suitable terminal
block located at the control compartment, in accordance to IEEE/ANSI 57-12.10.
The 95°C contact shall be connected to an auxiliary relay to provide the winding
temperature alarm for SCADA.

18.1.2 Dial type oil thermometer, mounted on transformer. The oil temperature gauge
shall be mounted close to the tank top and shall allow replacement while the
transformer is energized.

18.1.3 Liquid level gauges, magnetic type with alarm contacts on both, main and LTC
tanks.

18.1.4 Short runs of liquid tight, rigid flexible steel conduit shall be up to six feet from
fans, gauges, and pressure monitoring devices to nearby terminal box, rigid
galvanized steel fitting or control cabinets.

18.1.5 Sampling valve to obtain oil samples from ground level.

18.1.6 Bonding, or other approved method, between the bushing flange and the
transformer, to avoid flashover currents traveling through bolts.

18.1.7 Lifting, moving, and jacking facilities.

18.1.8 Pressure type relay, which shall operate on rate of pressure changes. This relay
shall not be affected by gradual pressure changes occurring during normal
transformer operation. In addition, it shall not be sensitive to mechanical shock or
electrical disturbances, which cause no internal damage to the transformer. The
relay contacts shall be constructed for operation in a 125 VDC, 5 amperes control
circuit, and shall be wired to a suitable terminal block located at the control panel.

18.1.9 A ground bus for the individual connection of the neutral secondary wires from
the CT’s shall be supplied on a convenient and accessible location, at the bottom
of the control cabinet with provision to be connected to the substation-grounding
mat.

18.1.10The stainless steel ASTM 304 gauge 14 control cabinet shall be equipped with a
weather proof, separately fused, 15 A, 125 V, 2 poles, 3 wires, polarized,
grounded, duplex GFCI outlet, connected to the 115 VAC power supply. The
outlet shall be mounted on a convenient location on the control cabinet housing,
and shall be accessible from the outside without opening the cabinet. A lighting
fixture suitable for the connection of an incandescent lamp of not less than 60W,
connected to the 115 VAC power supply, shall be provided inside the control
cabinet.

18.1.11Additional alarms as required (oil, temperature, voltage regulator,


Buchholz, etc).

18.2 Transformers with diaphragm conservator oil preservation system shall be


provided with a combustible gas detector relay. The relay shall have alarm
contacts suitably wired to a terminal block at the control panel.

18.3 One externally accessible test bushing to perform the core insulation test at the top
of the range shall be furnished.

18.4 PREPA will not accept the use of Programmable Logic Controllers (PLC) to
control any of the mechanical gauges, alarms and trips.

19.0 Spare Parts

19.1 One spare bushing for each voltage and neutral shall be supplied for each type
transformer. This quote must include the price of these bushings.

19.2 The Manufacturer may recommend and quote separately additional spare parts for
the unit he intends to furnish, over those herein described.

20.0 Shipping

20.1 The transformer shall be shipped nitrogen filled with a temporary pressure gauge
for inspection in transit and during storage prior to installation. Transformer tank
and its auxiliary equipment such as gauges, etc., shall be adequately protected
against damage during transportation.

20.2 A suitable crate shall be erected around the load tap changer to protect it from
damage during shipment.

21.0 Impact Register

21.1 The transformer shall be provided with a recorder acceptable to PREPA, during
transit from factory to port of disembarkation. The recorder chart, from factory to
port of disembarkation, shall be sent to PREPA by the transformer Manufacturer.

21.2 The nitrogen-filled or conservator transformer tank with core and coil assembly
shall be provided with a suitable self-contained, three-directional shock and
vibration recorder during transit from port of embarkation to Puerto Rico.

21.3 PREPA will remove the impact recorder from the transformer (credit for returning
the instrument within a year may be suggested).

22.0 Surge Arresters

High and low voltage surge arresters, mounting station type, following the included
specifications in Part V, shall be supplied by the transformer manufacturer. The arresters
will be installed near the bushings.

23.0 Evaluation of Losses during Bid

23.1 Bidders shall include a table listing guaranteed no-load core loss at 100% rated
voltage, load (copper) losses at self-cooled rating, and auxiliary losses at
maximum 65°C rating for the transformer specified. These will be evaluated as
follows:

No-Load Core Losses: $4,000/kW

Load (Copper) Losses: $3,000/kW

Auxiliary Losses: $1,000/kW

Bidders that not include guaranteed no-load core loss, load (copper) losses, and
auxiliary losses for this evaluation will be considered non responsive.

23.2 Evaluated losses for each transformer will be calculated by multiplying the
appropriate dollars/kW values listed in the above table by the bidder’s guaranteed

23.3 Should the actual losses of the transformer, as determined under test, be higher
than those on the bidder's guaranteed load losses characteristics table, the Vendor
shall be penalized for each excess kilowatt or fraction, thereof so determined as

PART V: STANDARD INFORMATION FOR LIGHTNING ARRESTERS

1.0 General

1.1 This specification covers the minimum requirements for the design, manufacturing
and testing of metal oxide, outdoor, station class lightning arresters. The lightning
arrester shall meet or exceed the requirements and comply with the tests established
in the latest applicable ANSI and NEMA Standards.

1.2 The equipment described in this specification requires prior qualification. PREPA
reserves the right to require a sample for evaluation purposes.

2.0 Construction

2.1 The housing shall be constructed of polymeric material (silicon rubber) with glass
reinforced epoxy collar. It shall maintain a clean and moisture free atmosphere for its
internal components.

2.2 The Manufacturer shall stamp the arrester nameplate with the factory-measured
dielectric-loss (watts loss) for each unit supplied. The plate shall be made of
aluminum or suitable for coastal environment.

2.3 The lightning arresters will have the minimum units per stack. The manufacturer
shall specify number of units per stack, mounting dimensions, size, weight and
electrical characteristics.

2.4 Each arrester shall be provided with terminals for connecting line and ground
conductors.

2.5 Arresters shall be designed for 60 HZ and an average daily temperature of 40ºC.

2.6 The arrester shall be designed to withstand forces developed by wind velocities of
150 mph (30 lb./sq. ft.).

PART VI: STANDARD INFORMATION FOR POWER CIRCUIT BREAKER

1.0 General

1.1 This specification describes the minimum requirements of an outdoor, dead tank, low
pressure, SF6 power circuit breaker, including type, voltage rating, rated continuous
current and interrupting capacity. Hereafter, the SF6 power circuit breaker will be
called “the circuit breaker”.

1.2 The circuit breaker, including its operating mechanism, interrupters, insulation
systems, current transformers and accessories, shall be designed, rated, manufactured
and tested in accordance with the latest applicable (prevalent) IEEE, NEMA, ANSI,
ASTM and NEC Standards1. The Bidder that does not demonstrate its compliance
with these standards may be rejected. Also, the Bidder shall provide the circuit
breaker’s layout and schematic diagrams. The Bidder that does not supply these
diagrams may be rejected. The Vendor shall submit manufacturer certified reports of
production tests as soon as the tests are completed satisfactorily.

1.3 Each circuit breaker shall be assembled and tested for satisfactory alignment,
mechanical operation and dielectric strength, and tested following ANSI production
tests.

1.4 The Vendor shall submit factory performed time travel test and graphic records for
individual breakers. The manufacturer shall also provide the expected values,
maximum and minimum limits, acceptable for the following tests:

1.5 Prior to shipment of the equipment, the Vendor must submit the equipment’s outline,
complete schematic and point-to-point wiring diagrams for approval. The Vendor
shall provide operation and maintenance manuals and videos, including diagrams in
AutoCAD .dwg format file and parts list, as required in Section 10.8. All product
literature shall be in English.

1.6 The breaker manufacturer will provide the purchaser with a list of recommended
spare parts, tools, and service equipment. The Bidder will provide a separate
quotation for the spare parts.

1.7 Shipping:

1.7.1 The circuit breaker shall be shipped with a shortened framework to comply
with standard shipping height practices and to keep shipping forces at
tolerable level.

1.7.2 The circuit breaker shall be shipped fully assembled, except for the mounting
legs. The accessories shall be shipped in crates or cartons.

1.7.3 Each breaker pole shall have at least 5 psig of SF6 gas during shipment.

2.0 Design and Construction

2.1 The circuit breaker shall be a three-pole, single throw, three-pole tripping and
60 Hz device.

2.2 The circuit breaker and its control cabinet shall be designed and constructed for the
corrosive environment of an outdoor substation in a tropical zone exposed to a
humid, salted atmosphere. Also, it shall withstand hurricane sustained wind
velocities of 125 mph, and shall be suitable for installation in a seismic zone three
location. PREPA requires stainless steel ASTM 316 gauge 14 for the breaker
control cabinet.

2.3 The circuit breaker shall be mounted on hot dipped galvanized steel channels.

2.4 Two copper plates for grounding shall be provided at opposite corners of the circuit
breaker frame.

2.5 All exposed bolts, washers and nuts shall be stainless steel or must be coated with
MAGNI 565-2XB06J 1XB18 system from Magni Industries, Inc.

2.6 A ground bus for the individual connection of the neutral secondary wires from the
CT’s shall be supplied on a convenient and accessible location at the bottom of the
control cabinet with provision to be connected to the substation-grounding mat.

2.7 The control cabinet shall be equipped with a weather proof, separately fused, 15 A,
125 V, 2 poles, 3 wires, polarized, grounded, duplex GFCI outlet, connected to the
115 VAC power supply. The outlet shall be mounted on a convenient location on the
control cabinet housing, and shall be accessible from the outside without opening the
cabinet. A lighting fixture suitable for the connection of an incandescent lamp of not
less than 60W, connected to the 115 VAC power supply, shall be provided inside the
control cabinet.

2.8 The circuit breaker control cabinet shall have a removable steel plate for eight two-
inch o.d. conduits, through which the power and control cables will enter by separate
conduits.

2.9 The circuit breaker control cabinet shall be furnished with a keyless lock suitable for a
½ inch o.d. padlock shackle.

2.10 Any access to the inside of the control cabinet shall be by means of hinged doors.

2.11 Exterior metal surfaces, except stainless steel surfaces, shall be painted with a
suitable priming coat, and finished with a high-grade durable urethane gray paint.

3.0 Operating Mechanism

3.1 The circuit breaker operating mechanism shall be mechanically and electrically trip
free. It can be one of the following types:

3.1.1 Spring drive type

The spring drive mechanism shall be capable of storing enough energy to


complete an open-close-open cycle when the AC power is lost. The
mechanism shall have provisions to be manually charged with a hand crank.
The mechanism shall have the necessary dry contacts for a spring charge
alarm. This alarm shall have a time delay to allow the mechanism to charge
the spring.

3.1.2 Pneumatic drive type

The pneumatic operating mechanism shall be provided with its own storage
reservoir, motor, pressure relay, gauge, and safety valve to prevent excessive
pressures. The air reservoir shall hold enough amount of air for at least five
closing operations, even if the AC control power to the motor is lost. The
mechanism shall have the necessary dry contacts for an air pressure alarm.

3.2 The circuit breaker operating mechanism shall be operated by means of a universal
motor, with an AC/DC nominal voltage, as required in Section 10.6.

3.3 The circuit breaker operating mechanism shall provide for blocking TRIP and
CLOSE operations when the SF6 gas pressure is too low to perform a proper
operation. A low-pressure contact alarm shall be provided prior to this blocking
function.

3.4 The circuit breaker operating mechanism shall have provisions for the connection of
a motion transducer for timing test equipment, compatible either with Hathaway or
Doble equipment.

4.0 Interrupters

4.1 The interrupters shall be single break and single pressure units. The interrupter
contacts’ shall be made of a material highly resistant to burning, pitting, and
blistering caused by electric arcs. The motion and travel of these contacts shall be
adjustable. The contacts shall be easily replaceable.

4.2 The interrupters shall be provided with two magnetic coils in the trip circuit. Each
tripping coil shall be capable of tripping the circuit breaker when energized. These
coils shall be arranged so that they may operate singly or jointly, and shall be isolated
magnetically to prevent cancellation of flux. The rated voltage of all the tripping and
the closing coils shall be the same.

5.0 SF6 Gas

5.1 The SF6 gas used in the circuit breaker shall comply with the ASTM standard
D2472-92.

5.2 The Vendor shall submit the Material Safety Data Sheet of the gas.

5.3 One bottle of gas per circuit breaker shall be provided to fill the unit for a proper
operation.

5.4 The quantity of sets of fittings and hoses for the gas system shall be specified in Part
VII. Each set of fittings and hoses provided by the Vendor shall comply with the
Dilo DN-8.

5.5 The fittings shall be welded (except the gauges), with stainless steel tubing.

5.6 The maximum allowed gas leakage rate shall be 0.1% per year, guaranteed for ten
years.

6.0 Bushings and Current Transformers

6.1 The bushing housing shall be made of porcelain, which shall be homogeneous, free
from laminations, cavities or other flaws affecting its mechanical strength or
dielectric quality. Each bushing shall be designed to withstand all the mechanical
and electrical stresses resulting from the circuit breaker operation. All bushings shall
be weather tight and constructed to safely withstand mechanical shocks during
shipping and handling. The bushing’s design shall provide for easy replacement in
the field. All bushings shall be in accordance with the applicable ANSI Standards
C37.010-1999 for medium pollution level.

6.2 The circuit breaker shall be delivered with the bushing terminals protected with
conducting grease. An additional sun resistant plastic cover to protect these terminals
during prolonged outdoor storage in a tropical salty spray environment shall be
provided.

6.3 The preferred connection from bushing to bus or cable is a NEMA four hole pad with
flexible connector. If the breaker is provided with studs, a hot-tinned copper alloy
stud flexible connector for each bushing shall be included to connect the copper bus
bars to the circuit breaker bushing terminals. The stud’s diameter shall be as follows:

6.4 Five taps, multi ratio, bushing current transformers of the class and ratio specified in
the purchase order shall be provided. Ratio and accuracy classification for standard
transformers shall be in accordance with ANSI standards. The current transformers
shall have an insulation of, at least, 100 MΩ for all voltage levels.

6.5 All of the CT’s taps shall be provided wired to individual shorting type terminal
blocks Marathon Series 1500. These terminal blocks shall be supplied on a
convenient, visible and easily accessible location inside the control cabinet. Also, the
CT’s taps and ratios shall be clearly described on its nameplate.

7.0 Circuit Breaker Control System

7.1 The circuit breaker control system shall consist of all the necessary equipment to
perform its protection role adequately, including auxiliary switches, cut off switches,
latch check switch, alarm switches, operation counter, relays, current transformers,
terminal blocks, heaters, etc.

7.2 At least, ten "a" contacts and ten "b" contacts shall be supplied in addition to those
normally provided for the circuit breaker operation.

7.3 The circuit breaker control system shall include local push buttons for TRIP and
CLOSE. The trip push button shall include provisions at a terminal block for
connections to BLOCK the automatic reclosing sequence.

7.4 The circuit breaker’s trip-1, trip-2 and close control schemes shall have provisions to
be wired by the customer from separate DC circuits from the customer’s source.

7.5 The circuit breaker control system shall include an externally accessible, manually
operated emergency trip device. This device shall provide for blocking the close and
reclosing functions.

1.0 General

1.1 These specifications describe a substation protection and control system. The
equipment outlined in these specifications consists of protection and control relays,
VAC and VDC distribution panels and other auxiliary equipment.

1.2 The design, furnish, delivery, installation, testing and commissioning of the control
and protection assembly will be part of the project.

1.4 Drawings

1.4.1 The PREPA drawings included form part of the specification:

1.4.2 Vendor shall submit, with the equipment, the following drawings and data
for the control and protection panel assembly:

a) Drawings listed including BID documents with any modification approved


by PREPA.

b) AC and DC Schematic Diagrams.


c) Relay panel layout, fully dimensioned.
b) Point- to- point wiring diagrams for each panel and equipment.
c) Interconnection wiring diagrams.
d) Control cable list sheets.
e) Cable schedules indicating origin and destination of all control and
miscellaneous external wires.

f) Cable indexes indicating wire number, wire color, conduit number, and
wire use for all control and miscellaneous external (not prefabricated)
wire.

1.4.3 Diagrams consisting of written schedule pages of point-to-point wire


destination will not be acceptable as wiring drawings.

1.4.4 In order to clarify the type of wiring diagram that PREPA requires, a sample
wiring will be supplied upon request of the successful bidder.

1.4.5 Dimensions shown on drawings shall be in standard U.S. Customary units;


however, SI Metric dimensions shall be shown in parenthesis adjacent to
standard U.S. Customary units.

1.4.6 The formal approval of the drawings given to the Contractor is to be


considered in accordance with this purpose and it does not relieves the

Contractor from any liability or responsibility for proper design, fabrication


or compliance with this specification.

1.4.7 The approval of drawings by PREPA does not relieves the Contractor from
any obligations set forth in the Contract Documents.

2.0 Relays and Control

2.1 Protection and control equipment will be provided as shown in the enclosed drawings
and specifications.
2.2 All breakers (transmission and distribution) will have control and status indication at
the centralized control panel (CCP).

2.3 Relays shall be digital, multifunction, microprocessor based, standard type flush or
semi-flush mounted on the panels (preferably 19" rack mounted) and must comply
with ANSI/IEEE Standard C37.90: Relays and Relay Systems Associated with
Electric Power Apparatus. Type and settings, including test blocks and plugs, shall
be as indicated:

2.3.1 All necessary equipment for testing relays, including card extenders,
software, and communications equipment shall be provided. Must also
provide a DOBLE Test Plan for relay testing using a DOBLE relay test set
and DOBLE protection software, used by PREPA protection engineers.

2.3.2 Metering can be provided through the relays, if more than one relay per line
includes metering functions. For metering, we require for all phases at least
the following: Amps, Volts, MWatts, and MVars. These values should be
shown on the relay under normal conditions. At least one relay with metering
should be placed in the front panel and at an adequate height (about 66
inches).

2.3.3 All relays and protection systems to be used shall be approved by PREPA.
Auxiliary relays, test switches, terminal blocks and any other device used on
Schematic and Wiring Systems shall be included in the Contractors’ Design.
PREPA will revise and comment the Design and request modifications to
adjust to PREPA’s actual protection practices. This approval process is part
of the project’s scope and additional costs will not be considered for changes
required before the approval of drawings.

2.4 The control and power supply voltages of relays shall be 48 Vdc.

2.5 Contractor shall optimize the use of multifunction digital relays without
compromising the redundancy of primary and backup protection equipment.

2.6 The whole unit must be protected from internal and external faults by means of the
following devices:

a. Transformer protection: Multifunction relay equal or approved equal to SEL


387E by Schweitzer Engineering Laboratories, 2 units per transformer (primary
and back-up).

b. Line/load Protection: Multifunction relay equal or approved equal to SEL551


by Schweitzer Engineering Laboratories. 2 units per transformer.

c. One demand KW/Kvar/KW-hr meter equal or approved equal to Bitronics.

d. One ammeter (0-2,0000 amps.) with selector switch.

e. One voltmeter (0-15KV) with selector switches on low side.

f. The vendor shall provide the necessary auxiliary PT’s, CT’s and selector
switches to get correct potential for regulating relay voltage and current readings
at different voltage combinations.

g. All protection relays shall be provided with test plugs for testing purposes,
equal or approved equal to Flexi test Switch FT-1 by Asea brown Boveri.

h. All transformer protection devices shall trip through a manually reset table
lockout relay (86). Visual indication of tripping device shall be maintained
before resetting any protection device.

i. A solid state multi function meter, socket type. The meter will measure or
calculate, and be capable of displaying, per phase or three phases, delivered or
received consumption and demand quantities as: kWH, kVARH, QH, kVAH,
V2H, VH, per phase current, Power Factor, Maximum kW, Maximum kVA,
Maximum Continuous kW, Maximum Continuous kVA. The meter will be
capable of displaying the cumulative, peak, present demand, date and hour of the
maximum and minimum demands, and integrating the demand over a
programmable fixed period from 1 to 60 minutes. Shall have DNP 3.0
communication protocol and be equal to Power Measurement LTD type ION-
8500 or latest version.

j. A test switch in series with the current transformers, with provisions for wiring
four currents shall be provided on the control panel.

k. A 20 ampere rated AC spare circuit breaker shall be provided in the breakers


panel.

l. The mobile substation shall include provision for connecting to the remote
metering transformer at the substation from the main bus, using three fuses.

3.0 Wiring and Control Cabinet Design

3.1 All protection and control cabinets will be completely wired, tested, and ready for
installation. External cables to connect breakers, transformers, etc., and control
cables will enter through the bottom or top of the cabinet. The supplier will provide
the necessary cut outs and space to allow cable access, with cable glands to connect
the cable shield properly.

3.2 Wiring shall conform to NEC requirements. Current and insulation rating shall meet
the requirements of the control circuits.

3.3 Wiring shall be neatly arranged, firmly laced and secured to the panel or supported
by suitable brackets as required. Splicing of wires is not acceptable.

3.4 Internal control wiring will be installed in approved horizontal and vertical wiring
through channels with conveniently removed covers for easy accessibility to wiring.

3.5 External wiring (not prefabricated) shall be color coded according to PREPA's color
standard (K-2), as follows: black (ph-a), red (ph-b), blue (ph-c), and orange (n) for
AC, PT’s and CT’s; red (+) and black (-) for DC power cables. Control and other
cables use the ICEA standard color codes. Other color codes will be approved by
PREPA.

3.6 Additional wire of 150 feet must be included for connections of P.T.s and
transformer alarms

3.7 All field wiring, except as noted, shall terminate on terminal blocks with numbering
strips to identify each terminal or fuse block. All required jumpers shall be located
opposite to the field terminations on the terminal block. Each terminal screw shall
carry no more than two wires.

3.8 Terminal blocks shall be suitably mounted, not less than 12 inches above the bottom

panel. The terminal strips shall be mounted vertically, unless otherwise specified or
shown on the drawings. Terminal blocks shall be arranged in a series of rows. Panel
wiring and field wiring shall be segregated from one another by the rows of terminal
blocks. No devices, or other material, shall obstruct access to the terminal blocks for
terminal connections or for installation of control cables. Terminal blocks shall be
mounted on standoff supports so the top of the block is flush with the top of the
plastic wiring ducts. All interface terminal blocks (to connect to other cabinets and
equipment or to DCS, etc.) shall be numbered in sequence without interrupting the
sequence by terminal block name.

3.9 Completely separated and isolated circuits must be used for switchgear control,
tripping, alarms, and auxiliary devices.

3.10 Each control circuit shall be protected by a two-pole circuit breaker (CB) with
auxiliary N/C contacts. The auxiliary contacts of all CB’s of the same circuit type
shall be wired in series to a group alarm terminal.

3.11 Insulated terminals with brazed barrels shall terminate wiring. Crimping shall be
done with a ratchet-type crimping tool. Wiring shall be marked at both ends (i.e. at
the device and at the terminal block or other device).

3.12 Indicating instruments shall be included for the functions listed on the data sheets
and single line diagram. Measuring instruments shall be flush mounted, rectangular
switchboard type, with at least 96 mm width and an accuracy class of 1.5% or better,
and with 90 ° scales. This is not necessary if metering is provided through relays.

3.13 Meters shall be of the electronic type, flush mounted in LV compartment door, or
surface mounted. Approved model is Bitronics # MTWIEIA-S93 or latest.

3.14 A duplex convenience outlet rated 120 V AC, 15 A, with ground fault interrupter
shall be provided inside the breaker control cabinets.

3.15 A connection point providing 120 V AC, three phase, shall be provided in one of the
control cabinets for the use of maintenance and testing personnel.

3.16 Cable schedules indicating origin and destination of all control and miscellaneous
external (not prefabricated) wires shall be provided.

3.17 Cable indexes indicating wire number, wire color, conduit number, and wire use for
all control and miscellaneous external (not prefabricated) wires shall be provided.

3.18 All wiring shall meet the following minimum requirements: 90OC, 600 volt
switchboard wire, type SIS, 41 strand, tinned copper with PVC wire markers machine
stamped sleeves or stamped wires on both ends. Each wire end to be stamped with
wire destination. Minimum sizes for AC and DC power and control cables shall be
as follows:

3.19 Wiring of relays in the same panel shall be made by direct interconnection. Wiring
between different panels shall be made via terminal blocks in each panel.

3.20 All panel-mounted devices shall be sufficiently supported to prevent distortion and
warping of the equipment bearing panel or sub-panels. All the items for the
equipment called for in these specifications shall be installed in the cabinets.

3.21 Equipment mounted within a cabinet shall be mounted on sub-panels or equipment


standoff, and be easily accessible. No bolts shall protrude through the sides of the
cabinet for mounting devices inside the cabinet.

3.22 Shielded control cables shall be one point grounded.

3.23 A flat copper bar ground bus shall be installed. The bus shall be drilled for a NEMA
2 hole lug to connect the station ground cable. The bus shall provide pre-drilled
holes with screws, to connect any equipment to ground. Copper conductors via
compression type lugs shall connect all instruments and devices requiring grounding
to the ground bus.

4.0 Information Required with Proposals

4.1 The Bidder shall submit with his proposal sufficient information to show the general
design of the equipment being offered to allow engineering comparisons with
equipments offered by other Bidders. In addition, the bidders shall submit any
information required on other sections of these specification.

5.0 Information Required after Receipt of Order

5.1 Within four weeks A.R.O., the Contractor shall produce three sets of the control and
protection schematics, and three sets of the layout drawings marked “For Revision
and Comments”.

5.2 Within two weeks after receiving the drawings, a meeting will be held with the
manufacturer’s designer to discuss the schematic drawings in detail.

5.3 Within two weeks after the drawings’ approval, the Contractor shall send PREPA the
design and engineering information as required, including the following:

a) Three final sets of drawings certified as "For Approval". After the final approval,
the Contractor shall supply a set certified as “For Construction”.

b) One drawing set of all CAD files (AUTOCAD R2002) must be provided in CD-
ROM. The others could be in paper or plastic.

c) Two detailed sets of bills of materials cross-referenced to items on drawings by


using item numbering.

d) Provide three sets of instruction books for all apparatus furnished hereunder.

6.0 Spare Parts

The bidder shall submit with his proposal an itemized list of spare parts with prices for every
item, bearing in mind that the equipment is to be used outside of the continental U.S. It is the
intention of PREPA to include part or all of these spare parts with the purchase order of the
equipment.

Part IX: Specification for 46 kV Outdoor Potential Transformer

1.0 General

46 kV outdoor potential transformer (PT), oil insulated (PCB free), of two bushing type
(full insulation for line to line connection). The PT shall be built in accordance with
ANSI Standard C57.13-1993 and all applicable NEMA Standards. Manufacturer shall
include with proposal mounting layout. The potential transformer shall be supplied with
primary terminal connectors suitable for 4/0 stranded conductor. Shall provide two
secondary windings (X,Y). The insulator shall include an oil sight glass to see the oil
level.

Part X: Trailers Specific Requirements

1.0 The highway trailers shall be of the semi-trailer type and shall conform to HS20 class of
loading as per A.A.S.H.D. The trailers loads’ shall not exceed 32,000 pounds on each back
axle, no more than 32,000 pounds on each front axle and no more than 8,000 pounds on
drivers axle. Load distribution and maximum load per axle shall comply with US DOT
regulations and PR Highway DOT regulations.

2.0 The trailers shall include the following:

a. Air Brakes with emergency breakaway features on all wheels.


b. Means of holding the trailers stationary while it is disconnected from the tractor.
c. Heavy duty screw jacks for leveling and removing the load from the tires. The trailer is
to be equipped with four independently operated hydraulic jacks to level the mobile once
it is disconnected from the tractor. Each jack should be equipped with a “stiff” leg
attached to prevent it from extending during highway travel or retracting under load.
Each set of jacks is to be controlled by a 2-spool directional control valve mounted near
each set of legs on the same side of the trailer. Each spool controls the traveling of the
nearest jack and the jack directly across from it on the opposite side of the trailer.

d. Fifth wheel plate and kingpin suitable for 90 degree turning.


e. Front vertical supports (2-speed) for semi-trailer.
f. Towing eyes at rear of the trailers.
g. Flexible cable with separable plugs to connect the light circuits of the trailers to the
tractors.

h. Axle shall have the capability to steer the wheels when needed, via a hydraulic
controlled steering. A double ball race turntable mounted between the bogies and trailer
frame, to augment the steering function, should have sufficient capacity to ensure
maximum reliability for both, axial and radical, forces encountered. The turntable should
be free to rotate 22 ½ degrees clockwise or counterclockwise about the longitudinal axis
of the trailer. There should be stops installed to restrict the rotation of the turntable, as
well as, to prevent shearing of the upper and lower mounting bolts securing the turntables
to the trailer frame and to the bogies.

i. Hydraulic Power Pack Specifications

The hydraulic fluid pressure is to be supplied from a gasoline engine/hydraulic pump


mounted inside a lockable cabinet. This cabinet shall be equipped with slides to permit
the components of the hydraulic system to be pulled out for accessibility when topping
up fluids for maintenance purposes. The power pack shall be designed to operate the
hydraulic jacks or the steering function, but only one mode at a time. A handheld
pendant connected to a solenoid valve in the power pack cabinet shall control the steering
function. The handheld pendant shall be equipped with a spring-loaded toggle switch
that, when pushed to one side or the other, causes the steering bogies to rotate clockwise
or counterclockwise. When the switch is upright, it shall be on the neutral position. The
gasoline engine shall have an electric start, charging system and oil alert. A flow divider
valve shall be included in the hydraulic circuit to switch between the steering mode and
the hydraulic jacks mode.

3.0 The minimum clearance between the assembly and ground will be eighteen inches

4.0 The maximum height and width for the trailers and mobile substation shall not exceed 13' 6"
and 8' 0" respectively. Each unit’s length shall not exceed 48' 0".

5.0 This trailer shall include the license plate and registration; tag, brake lights, safety
reflectors, certificate of ownership and any requirement needed according to
Department of Public Works and Transportation of Puerto Rico.

DATE MATERIALS NEEDED AND EVALUATION

Delivery time preferred by PREPA for this equipment is within 300 calendar days after the supplier
receives the order. Nevertheless, PREPA will consider quotations with delivery offers up to a
maximum of 330 calendars days after receipt of order.

Quotations with delivery times within the preferred delivery date will be considered on an equal
basis. Quotations exceeding the maximum delivery, as stated above, will be rejected. Quotations
with delivery times between the preferred delivery time and the maximum allowed delivery time will
be evaluated using the following formula and will be compared on that basis for bid award:

STANDARD WARRANTY

The contractor warrants the Authority that the equipment provided hereunder will be free from
defects in workmanship for a period of twenty four ( 24 ) months from the date when the
substation under this agreement is energized and/or thirty six ( 36 ) months after substation is
received by the Authority, whichever comes first. This warranty is issued provided the Authority
has operated the equipment in accordance with generally approved industry practices and any
written instructions provided by the contractor, and further provided that the Authority notify the
contractor in writing as soon as the defect occurs.

PENALTY CLAUSE

If the contractor fails to comply with the delivery (s) established in the Contracts, the contractor shall
pay PREPA a penalty of $1,500.00 dollars for each calendar day of delay in making the delivery up
to a maximum of 5% of the contract price. The contractor and his sureties shall be liable for the
amount thereof; PROVIDED, the contractor shall not be liable to such amount when the delay in
delivery is due to unforeseeable causes beyond the control, and without the fault or negligence of the
contractor. In case of delay, the Head of the Materials Management Division shall ascertain the facts
and extent of the delay, and extend the time for delivery when, in his judgment, the findings of facts
justify such an extension.

PREPA shall received the payment of penalty or will withhold the amount of the penalty for delay in
delivery. Contractor agrees that such penalty should not be subject to reduction, moderation, or
modification, since this penalty is a pecuniary punishment for the delay, and not a liquidation of
damages.

Bidders should clearly state in his proposal the acceptance of this clause; however, bidder's silence
on this regard shall be understood to mean full acceptance of the clause and all of its terms.
Rejection or no acceptance of this clause will be cause for rejection of bidder's proposal.

The contractor must send PREPA a written acknowledgment of the order.

In case the contractor fails to send the acknowledgment, this clause will be activated commencing
two weeks from the date of PREPA's written request or order.

United States Post Office postmark dates on mail, or any other means of acknowledgment approved
by PREPA, will be used in the determination of the periods of time stated in this clause.

OUTDOOR DISTRIBUTION VACUUM CIRCUIT BREAKER

1.0 General

1.1 This specification describes the minimum requirements of an outdoor vacuum circuit
breaker to be installed in PREPA distribution systems, which are grounded wye and
rated 13.2/7.62kV, 8.32/4.8kV, 7.2/4.16kV and 4.16/2.4kV.

1.2 The breaker, the mechanism, the controller and its accessories shall be manufactured and
tested in accordance with the applicable prevalent NEMA, IEEE, NEC and ANSI
Standards. The manufacturer will demonstrate its compliance with these standards and
shall include design or production test reports when possible.

1.3 Prior to equipment manufacturing, the Vendor must submit equipment outline,
complete schematic and point-to-point wiring diagrams for approval. The breaker
manufacturer will provide the purchaser with a list of recommended spare parts, tools,
and service equipment. The Vendor shall provide operation and maintenance manuals
and videos, including diagrams in AutoCAD.dwg format, and parts list as required in
Section 1.4.6.

1.4 The following bidding requirements are to be specified by PREPA in the purchase
requisition and should be included by the Bidder in the proposal. Appendix A shall be
use for this purpose.

1.4.1 Rated Continuous Current (rms amperes).

2.0 Circuit Breaker and Mechanism

2.1 The circuit breaker shall be a three pole, single throw and 60 Hz device.

2.2 The circuit breaker will have a stored-energy operating mechanism, which shall use a
motor to charge a main closing spring and shall have an operations counter. Energy is
stored in the tripping spring during the closing sequence to ensure adequate tripping
energy whenever it is required. This mechanism shall be operated from a universal
motor, with an AC/DC nominal voltage as required in Section 1.4. The operating
mechanism shall be electrically and mechanically trip free. Also, an outside visible
open and close mechanical indicator and an operations counter shall be provided with
the mechanism.

2.3 PREPA requires stainless steel ASTM 304 gauge 14 for the breaker housing and
control cabinet. The circuit breaker shall be furnished mounted in standard substation
type, stainless steel or structural aluminum 6061 frame. Arrangements shall be made to
avoid development of any bimetallic reaction between any material employed. Housing
and frame must be painted. Paint must be ASA-70 Sky-blending Grey.

2.4 The minimum structural requirements for the complete unit shall be as follows:

2.4.1 Seismic Zone : 3.

2.4.2 Wind Loading : 125 mph sustained wind speed.

2.5 Heaters to prevent moisture condensation inside the mechanism compartment shall be
supplied.

2.5.1 An additional heater shall be provided if a separate interrupting compartment is


used.

2.6 Bushings should be of the porcelain type or other material approved by PREPA. Six (6)
high cooper alloy four holes studs to flat bar connectors shall be provided with each
circuit breaker.

2.7 A ground bus for the individual connection of the neutral secondary wires from the CTs
shall be supplied in a convenient and accessible location in the bottom of the control
cabinet, with provision to be connected to the substation-grounding mat.

2.8 A special tool for circuit breaker mechanism manual operation shall be provided.

2.9 Control cabinet shall be furnished with a keyless lock and suitable for a padlock with a
3/8 inches o.d. shackle.

3.0 Control and Protection

3.1 The circuit breaker shall have a control and protective relay package (the controller), which
includes protection and reclosing relays. The breaker shall also include a control switch
with red and green indicating lights, the test switches described in Section 3.7 and the
SCADA functions specified in Section 3.8. The controller shall be installed on a hinged
relay panel inside a weatherproof enclosure (NEMA 3R Standard) mounted in the
breaker frame.

3.2 The protection relays will be used for phase and ground fault sensing, and the reclosing
relay will have the following operating characteristics:

3.2.1 At least four (4) operations to lockout, adjustable for any combination of fast
and or retarded openings.

3.2.2 Adjustable resetting and closing time. A programmable function device for
blocking instantaneous trip during the reclosing sequence shall be furnished.

3.2.3 The controller must provide selectable ANSI time current characteristic curves
for the overcurrent functions.

3.2.4 The controller shall at least perform the following protective functions:

3.2.4.1 Phase and ground time overcurrent protection.

3.2.4.2 Phase and ground instantaneous overcurrent protection.

3.2.4.3 Multishot reclosing (with at least four shots).

3.2.4.4 Underfrequency with time delay options up to 60 seconds.

3.2.4.5 Undervoltage protection control with time delay up to 15 seconds.

Note: The protective settings programmed to do these functions shall be stored


in nonvolatile memory.

3.3 The controller shall be microprocessor based and comply with the following requirements:

3.3.1 The controller shall be designed for the corrosive environment of an outdoor
substation and conform to the following specifications:

3.3.1.1 Temperature range : 0 to at least 55 °C.

3.3.1.2 Humidity : 95% Non condensing.

3.3.1.3 Transient : C.37.90.1.1989.

3.3.2 The controller shall have adequate protection against voltage surges arising
from events such as lightning strikes, system ground faults and switching
operations. (IEEE C62.1-1991).

3.3.3 The controller must provide a fault and operation summary per event including
at least the fault number, date and time, tripping element, and the phase and
neutral currents. The controller shall be capable of recording, at least, 128
events and 32 fault records.

3.3.4 The controller shall monitor at least six (6) inputs available from PT’s (120
VAC) and CT’s (5A) secondary, i.e., at least three voltages and three currents.
The metering functions shall be rated at 60 Hz and +/-1% accuracy scale
marked from zero to the breaker continuous current capacity.

3.3.5 The controller shall report at least the following values:

3.3.5.1 RMS Voltage and angle (per phase).

3.3.5.2 RMS Current and angle (per phase and neutral).

3.3.5.3 Power Factor.

3.3.5.4 Watts (total).

3.3.5.5 Vars (total).

3.3.5.6 Apparent Power (VA, total).

3.3.5.7 Watt-hours (total).

3.3.5.8 Var-Hours (total).

3.3.6 The controller shall provide load profile data of at least phase voltages, phase
currents, three phase Watts, three phase Vars and three phase VA. The load
profile data sampling must be made in at least one time interval of 15 minutes.
This data shall be stored in a format easily imported to word processing or
spreadsheet programs.

3.3.7 For on-site protective settings programming and data download or upload, the
controller shall have an integrated keypad and an RS-232 port for connection of
a portable computer.

3.3.8 The controller shall have an additional RS-232 or RS-485 port to program
protective settings and download or upload data via remote communications
links using a modem, fiber optic technology, or other communication media.

3.4 The circuit breaker shall have an additional microprocessor based protective relaying
system with at least the following functions:

3.4.1 Phase and ground time overcurrent protection with selectable ANSI time
current characteristic curves.

3.4.2 Phase and ground instantaneous overcurrent protection.

3.4.3 Multishot reclosing relay with at least four shots.

3.4.4 Event and fault recorder capability for at least 128 events and 32 fault records.

3.4.5 Protective relay redundancy is considered for the operation of the breaker under
fault conditions if any of the protective relaying systems fails to operate or has
been removed out of service.

3.5 The Vendor shall include in his quotation any software and / or special tools necessary
to properly set and operate the controller. Software license shall be proprietary for
PREPA.

3.6 The apparatus protective units shall operate from the station battery control voltage.
Only capacitor trip breakers will be permitted as an exception and only those that do
not require an accessory internal battery shall be allowed. Mechanisms that use primary
bus potential to operate will not be accepted.

3.7 Both protective and control systems must include provisions for testing and disconnect
by means of test switches, which connections shall be previously PREPA approved.
Control voltages (AC/DC), currents and potentials shall be provided thru these
disconnect switches.

3.8 The following SCADA functions shall be provided for PREPA RTU connection:

3.8.1 Remote trip and close (capacitor trip device type mechanism requires auxiliary
interposing relays at breaker control cabinet).

3.8.2 Reclosing relay on-off control and status indication.

3.8.3 Ground relay on-off control and status indication.

3.8.4 A DC current signal from Phase A of +/- 1.0 mA.

3.8.5 Breaker status indication.

3.8.7 Separated failure alarms for both protective and control systems.

3.9 Schematic and wiring of the breaker must provide for the following:

3.9.1 Customer provided 86T contacts to trip the breaker.

3.9.2 Customer provided 81X contacts to trip the breaker.

3.9.3 Customer provided 86T and 81X contacts for blocking the closing function.

3.10 PREPA requires one (1) set of three (3) MRBCT, C200 accuracy, on the source side for
feeder protection. One (1) additional set of three (3) MRBCT, C200 accuracy, on the
load side for transformer differential protection is required. The entire CT taps shall be
provided wired to individual shorting type terminal blocks. Also, the CT taps and ratios
shall be clearly described on its nameplate.

3.11 The reclosing relay function shall be left inoperative automatically when a local or
remote trip order is given. However, the mechanism shall reset automatically whenever
a remote or local close order is given, even following a manual trip order. The auxiliary
relay for these features shall be provided wired to the control circuit.

3.12 Any interconnection signal shall be easily accessed at a numbered terminal block.

3.13 The control cabinet shall be furnished with manual rotary selector switches to locally
enable / disable the following functions. These switches shall apply for both
protection and control systems.

3.13.1 Reclosing relay (79) on-off.

3.13.2 Ground relay (50N / 51N) on-off.

3.14 Both protection and control systems shall be immune to radiophone frequency band of
