NATIONAL EMPLOYMENT FUND Douala Bali

September 25, 2019
FONDS NATIONAL DE L’EMPLOI Douala Bali

1. Context The African Water Association was established in 1980 as a

professional institution and was called the Union of African Water Suppliers
(UADE) for the first time.In 2004, in order to take into account the
consolidation services, as well as the holding companies resulting from the
institutional reforms undertaken in the 1990s in many African countries and
the strong will of these new entities to join the Institution, the African Union
of Water Distributors changed its name to the African Water Association.
The African Water Association covers the entire African continent and is the
unique African Water and Sanitation Organization, bringing together
operators in the fields of water and sanitation, as well as various
stakeholders in the sector. Its vision is to be recognized as the leader in
building the capacity of water and sanitation stakeholders to support the
African Water Vision by 2025.
It currently has about 115 active members from 45 African countries. Active
Members are responsible for providing water and sanitation services to
populations, while affiliated members provide goods (equipment) and services
that are part of production, including academic institutions. There are also
individual members who are individuals with a strong interest in the sector.
According to our 2018 statistics, the impact of AfWA on the supply of drinking
water to the African population was 350 million people, of whom 285 million were
in urban areas, and 65 million in rural areas, while for sanitation services, 110
million people living on the African continent are affected.
AfWA has been holding its bienal congresses on an ongoing basis for more than
thirty years. During each congress, an international exhibition is organized that
brings together about 100 exhibitors of hydraulic equipment, most of whom are
Affiliated Members, in addition to the scientific component that focuses on
sessions and technical communications. During the exhibition, which connects
buyers (Active Members) and sellers (affiliated Members, Exhibitors), the latest
technologies of the hydraulics industry are exhibited and explained.
AfWA is for many groups of industrialists and intellectuals in the water and
sanitation sector; a real gateway to the African continent. Some of these are
involved in funding pilot projects to test and/or promote various solutions for the
benefit of active members. Through the combination of all these actions and
efforts, AfWA -the only one sector organization on the African continent-, has been

39
recognized in 2014 as an advisory member of the Economic and Social Council of
the United Nations.
In order to achieve its primary objective of promoting sustainable access to safe
drinking water and basic sanitation services and changes in hygiene behaviour,
AfWA has made some changes in its governance and management to better serve
its members and require the trust of its financial and technical partners.
It is in this path that at the managerial level, a Technical and Professional
Development Direction or Direction of Programs and Professional Development
and a Finance and Strategies Direction have been created within the Executive
Direction. which was born from the ashes of the secretariat general. At the
governance level, several subcommittees have been established at the Executive

NATIONAL EMPLOYMENT FUND Douala Bali

Board level: (i) the Programs Committee, (ii) the Finance Committee and (iii) the
FONDS NATIONAL DE L’EMPLOI Douala Bali

Governance Committee. The composition of the Executive Board has been revised,
automatically awarding two membership seats per sub-region of Africa (North,
West, Central, East and South) and giving a vice-president per sub-region; the rest
of the seats allocated on a pro-rata basis based on AfWA penetration rate in the
region.
With the development of more and more regional-focused and regionally focused
programs across the continent, it is becoming increasingly relevant to rethink the
organization to better target members and identify and identify specific problems.
provide appropriate responses. Also, a new AfWA’s version, aims to be a centre of
resources and sharing of reference knowledge in the sector of Potable Water,
Hygiene and Sanitation.
However, in view of the sector’s challenges of having one of the most critical is the
commitment of countries to the SDGs and in particular the objective 6 for universal
access to water and sanitation services on the one hand, and in the face of a
demand for support from members of more In addition to demanding, AfWA faces
new institutional, technical, financial and management challenges and challenges
that it will have to meet in order to better pursue its mission. The recovery of these
challenges and the improvement of AfWA’s performance depend on the quality of
its human resources and its ability to mobilize the resources of various sources
(financial and technical) through various means and approaches to propose
solutions raised by its members and the sector in general.
The potential financial resources mobilized with these partners require adequate
management that is only possible by strengthening/developing good governance
standards in the management of these programs and extensive expertise in
AfWA’s staff.
Indeed, this orientation of the strategy has a clear impact on the quality of human
resources in terms of the competence and status of the staff responsible for
carrying out the activities, and the administrative, financial, accounting and
operational operations in force to date. This requires a rehabilitation of the
mechanisms and ways of managing human and financial resources (skills and status
of staff, and even the treatment of staff). It is also necessary, in the interests of
sustainability and closer proximity of headquarters to members, to think about
regional offices and to define the appropriate operating mechanisms and finally, to
promote networking. Thus, in order for AfWA to adapt to this new vision, an

40
organizational/human resources audit and program and expertise management is
needed.
