• Desk needs to confirm Ambassador Thomas' report: that the Dalai Lama
announced Tibet will make or has made a $100,000 donation. for relief efforts.

letters.

• CA updated its "Hurricane Katrina Fact Sheet: Foreign Consular Access to New
Orleans" to note several items, including a Diplomatic Security escorted visit by
the Consuls General of Dominican Republic, Ecuador, Honduras, Japan, Panama,
Spain, and Venezuela to their respective offices in New Orleans September 15.
• Updated guidance from FEMA says to decline all offers of generators as FEMA
has been able to source all generators locally.
• Tentative HHS acceptance offers from Argentina (mental health experts), Canada
(medical supplies), Mexico (mental health experts), and WHO (health officers and
health logisticians.) HHS will conference tomorrow to make final decisions.
• FEMA has agreed to let OFDA accept Sweden's offer of telecommunications
equipment. . .

RECOMMENDATIONS FOR REMAINING SIDFTS

In order to increase coordination between task force shifts and to minimize (if not
prevent) "dropping" ofpending actions, the following steps are recommended:

• See above items on bureau reports and outgoing cable tracking


• Notebook for coordinators and bureau reps should be passed to next shifts
• Bureau reps and coordinators should fully brief replacements on all pending action
items and other pressing issues before departing task force room.
• Bureau reps should pass media play reports to Deputy Coordinator &
Coordinator. They should flag intervening anecdotes about foreign donors for
them as well.
• Bureau reps who draft acceptance cables should know that they may use previous
cables to their region as templates. The EUR bureau rep should make sure to
include the boilerplate language for NATO and Partnership for Peace states about
the EADRCC (Euro-Atlantic Disaster Response Coordinator Center).

OPL would like our recommendation on Ambassadors to invite for the Hispanic Heritage Month event.
They have a list of Latin American countries that offered relief assistance following the hurricanes. Daniel's
email says 4-5 Ambassadors but I have warned him we might feel that more Ambassadors should be
invited. That being said, please look at the list below and let me know what you think is most appropriate.
Also note that Daniel mentions factoring in support for Iraq into our decision, I leave that up to you if you
think that is a relevant deciding factor.

On acknowledgement of Venezuela. I trust NSC will decide.

I've been promised the latest on which offers we've accepted, but I don't want to hold you up. I will send it
as soon as I get my hands on it.

GOE was not offering, nor had been officially approached, per USAID Ecuador. USAID Ecuador was
investigating a possible donation, but was reportedly informed by USAID and/or OFDA in Washington late last
week that plywood was not required (see details, below).

Can we start over on this? Does FEMA need plywood? Would an offer from Ecuador be welcomed, assuming
the three basic questions below are addressed successfully?

First, there was never any offer of a donation of plywood from the Ecuadorians .. .last week, we were merely
checking whether it might be needed and if we got the green light from DC. we could pursue the possibility of a
donatlon.

But we got a red light last week from an OFDA contact, so we did not pursue it further.

Here is what transpired ....

We knew that Ecuador produced plywood. After watching on CNN one night a Calif construction firm talk about
diverting their supplies to New Orleans, we thought that plywood might also be neededlin demand ..

We checked with FCS how much Ecuador plywood was shipped to the US (57% of their market) and on
installed/excess capacity (so that in the event the plywood producers might be interested in shipping some to
N ew Orleans, it would not have an adverse price impact here in Ecuador) and FCS confirmed that there was
excess production capacity.

But when we informally with OFDAIAID last week, we were told to stand down and given a thanks, but no
thanks. message because a) there is an ample supply of plywood available in the US and b)
plywood imports might present (unspecified) trade issues.

The Government of Ecuador has offered to send a boatload of bananas to New Orleans to help
feed disaster victims. The offer came from the Minister of Agriculture Pablo Rizzo to
Guayaquil Consul General Kevin Herbert. CG Herbert thanked Rizzo for his government's
generous offer of assistance, accepted it on behalf of the USG in principle, but requested
that implementation of the offer be delayed until Washington disaster management experts
assess it in light of our possible needs.

Action Request: Please advise if this offer should be accepted or declined.

We will-repeat this request by front channel cable shortly.

The Ambassador on 9/7 thanked Foreign Minister Antonio Parra for the GOE offer of disaster
assistance and requested GOEpatience as USG disaster management experts prioritize offers
of assistance.

Subject: Ecuador offer of bananas

Embassy Quito PolOff Erik Hall called to correct Ecuador's offer of bananas. The GOE can offer 80,000-100,000 boxes of
bananas that are currently stored in warehouses in New York and Los Angeles. The GOE has no means to transport them.
They are in varying stages of ripeness. According to Hall, since they are perishable, the timespan for the banana offer is
about a week or so.

The following are some highlights of Task Force Activity since Sunday afternoon (9/11)

GENERAL DEVELOPMENTS

• The Task Force Coordinator, OFDAIUSAID and FEMA will hold a conference call later this morning to discuss the
status of offers and resolve outstanding questions.

WHA SPECIFIC ISSUES

• HHS accepted the Argentine mental health experts. The acceptance cable is awaiting HHS clearance.

• FEMA is interested in Ecuador's latest offer of plywood. The Task Force is waiting for further details from Quito
regarding the offer before acting.

• Offers of perishables, like bananas from Ecuador and Panama, are being declined.

• Peru augmented its offer of bandages from 1600 to 2760.
