This concept paper is an outcome of the employment opportunities I have received as a consultant
from the Pakistan Mountain Areas Conservancy Project (MACP), IUCN; the Northern Areas
Strategy for Sustainable Development (NASSD), IUCN; and the Enterprise Development
Program (EDP), AKRSP. Serving for these NGOs was a rich experience, which inspired and
enabled me to write this concept paper as required by my job.
The subject Concept Paper complements and contributes towards the accomplishment of
conservation, enhancement & sustainable use of biological diversity, and sustainable
development, which are the objectives of the above listed Non-Governmental Organizations
(NGO’s).
Hence, contributing towards the accomplishment of ‘Output-5’ and ‘the principle thrusts’ of
MACP, SEEDS proposes ‘Sustainable Development Interventions’ through the establishment of
Small Village-based Enterprises (SVEs) designed to increase the relative values of wild resources
and, consequently, provide an incentive for their conservation and sustainable use.
The concept behind an SVE is an ecologically, socially, and economically viable business entity
owned and operated by a local community member at the watershed level and designed to ensure

conservation, enhance bio-diversity5, and generate profit through the sustainable use of wild
resources.
Initially, five central business ideas would be materialized through the SVEs: (1) Cultivation of
Organic Honey from Wild Flora; (2-4) Cultivation and Harvesting of: (2) Thyme Tea (Thymus
serpyllum), (3) Sea Buckthorn (Hyppophae rehmnoides), (4) Mushrooms (Morchella coniferus)
and (5) Breeding of Markhor (Capra falconeri cashmirensis)/Musk Deer for Musk and Venison.
The role of SEE-DO shall be to facilitate and impart technical knowledge to aspiring male and
female community members of MACP’s Village Conservation Committees (VCC’s) and
AKRSP’s Village/Women Organizations (VOs/Wos), to own and operate the proposed SVEs and
sustainably cultivate, harvest, process, and market the five potential wild resources (Organic
honey, Thyme tea, Seabuckthorn, Mushrooms, and Musk/Venison) for profit. SEE-DO shall
purchase the five wild resources from the SVEs and process, develop value-added products from,
package, and market them under the brand name of Himalayan Health Foods6.
Thus, the proposed SVEs would provide ‘Conservation Incentives’ or ‘opportunities for capturing
monetary values from wild resources’, to the local communities, in order to ‘devolve
responsibilities for conservation at the community level’ and achieve sustainable ecosystem
management, conservation of biological diversity, sustainable use of wild resources, and
sustainable development.
In regards to financing of SEEDS, MACP’s allocated budget for the “Subcontract: Sustainable
Use Demonstrations-Economic/Medicinal Plants”7 shall justify to carry out the proposed
Sustainable Use Demonstration Activities. The financing required by the SVE owners would be
fulfilled by AKRSP’s FirstMicroFinance Bank, which provides micro-credit of up to RS 50,000
for small enterprises, and Pakistan Poverty Alleviation Fund (PPAF), which provides small loans
to establish a permanent income-base and micro-enterprise.
The monies granted to establish and operate SEE-DO would be a direct capital investment in
SEE-DO, which shall be open to public/private investment and consist of a Board of Directors
comprising of the major shareholders of its stock. The investments in SEE-DO shall be through
the sale of SEE-DO’s stock and the profits earned shall be deposited in a revolving fund for
reinvestment in the project and its replication.
A Management Information System (MIS) and a Monitoring and Evaluation (M&E) system shall
be developed to manage the overall operations of SEEDS program and SEE-DO under the
auspices of MACP, IUCN-P.
The SEEDS program shall be executed with the approval and under the overall direction of the
Country Representative, IUCN Pakistan. For all program and management related matters, the
General Manager of SEE-DO shall work in collaboration, consultation, and agreement with the

The development objective of MACP is “to protect and ensure the sustainable use of biodiversity
in Pakistan’s Karakoram, Hindu Kush, and Himalayan mountain ranges through application of a
community-based conservation paradigm”9.
Hence, SEEDS, contributing towards the accomplishment of ‘Output 5 of MACP’ and congruent
with the major focus of the ‘GEF Alternative Strategy’ viz., “to increase the relative values of
wild resources as an incentive for their conservation”13, proposes sustainable development
interventions and conceptualizes procedures for the establishment of Small Village-based
Enterprises (SVEs) designed to provide an incentive for the conservation of wild resources by
increasing their relative values.
More significantly, SEEDS contributes towards two of the three principle thrusts of MACP viz.,
(1) “To empower, organize, and boost the capacity of local communities to conserve biodiversity
at an ecological landscape level” and (2) “To enhance the relative values of wild resources (as a
conservation incentive) by promoting their sustainable use”14. Moreover, SEEDS addresses
UNDP’s corporate goal of environmentally sustainable development to reduce human poverty.

•Over-harvesting of biologically diverse economic & medicinal plants by the local farming
communities to earn money is causing biodiversity loss.
•Degradation of rangelands by domestic livestock is causing loss of habitat for wild flora and
fauna.
•Wild ungulates are becoming extinct as they are hunted for food, medicine, and pelts.
•Forests are depleting due to unsustainable harvest of trees for fuel wood, construction, and
fodder for livestock by an ever-increasing local population, which is in need of conservation
incentives to take responsibility for conservation.
•Abject poverty coupled with lack of incentives for conservation (such as opportunities for
capturing monetary values from the sustainable use of wild resources) is leading the local farming
communities to exhibit indifference and disregard for conservation initiatives.
•There are no appropriate models for effecting sustainable use measures suited to local
agronomic, ecological, and socioeconomic conditions, causing unsustainable use of wild
resources.
•Widespread poverty and lack of income generation opportunities amongst the local farming
communities is forcing them to rely ever more on the depleting wild resources and cause
environmental degradation and bio-diversity loss.
•Despite agriculture accounting for 60% of household incomes, agriculture based livelihood
opportunities are scarce due to lack of skills, market opportunities, access to credit, and
sustainable micro-enterprise development opportunities.
•Despite the fact that local poor women play a major role in managing livestock, agricultural
activities, and fuel-wood collection, they do not have access to vocational training, income
generation opportunities, and other sustainable livelihood opportunities. .
The successful accomplishment of this objective will have a significant impact on the sustainable
use of biodiversity. And the participant male and female community members will be able to
generate income through ecologically sustainable use of wild resources and thereby overcome
poverty, initiate social/community development activities, better their lives, and enhance their
ecology. Further, their knowledge regarding sustainable use of biodiversity will be enhanced
leading to sustainable use of biodiversity and sustainable development.
In effect, SEEDS provides a business plan and a marketing strategy to increase the relative values
of the wild resources and ensure their sustainable use through the establishment of the proposed
SVEs. The scheme, thus, provides a feasible plan of action to achieve:
Sustainable Environment & Enterprise Development Scheme (SEEDS) is based on the rationale
that:
(a) For sustainable use of biodiversity, sustainable ecosystem management, and successful
conservation interventions, sustainable enterprise development and active involvement of
the local communities is crucial
(b) That opportunities for capturing monetary values from wild resources must be provided to
the local communities to devolve responsibilities for conservation at the community level
(c) That to ensure environmentally sustainable development, and sustainable livelihoods
reduction in human poverty must be addressed.
.
This rationale is congruent with and relates to:
(a) The MACP/GEF/SGP mandate viz., “To ensure conservation and enhance
sustainable use of biodiversity” and
(b) The major focus of the ‘GEF Alternative Strategy’ viz., “To increase the
relative values of wild resources as an incentive for their conservation”15.
(c) The UNDP’s corporate goal viz., “To achieve environmentally sustainable
development to reduce human poverty”.
The proposed ‘GEF Alternative Strategy’ is based on research, conducted during the
MACP’s Pre-Investment Facility (PRIF) stage, which shows that the traditional conservation
model has failed in the region because:
• Conservation is administered from the top down with a focus on the enforcement of
legislation and regulations by the State without accommodating the needs of local
communities
• It is expensive to police rugged landscape in the high mountains and the huge costs of
administration are well beyond feasible budgets to ensure conservation.
• Cost-effective solutions to managing wild resources are not provided.
• Incentives for conservation are not sufficient and effective.
• Opportunities for capturing monetary values from the wild resources are limited.

In this background, SEEDS present an ecologically and socio-economically feasible business idea
to achieve sustainable ecosystem management, conservation of biological diversity, and
sustainable use of wild resources through the development of Small Village-based Enterprises
(SVEs) designed to enhance the relative values of the wild resources.
The MACP/GEF/SGP resources would, thus, be primarily utilized to enhance the relative values
of wild resources by developing a market for them through the establishment, organization, and
operations of the proponent, ‘Sustainable Environment & Enterprise Development Organization’
(SEE-DO). SEE-DO is the ‘proponent’ and the prospective National NGO and National Affiliate
of Pakistan Mountain Areas Conservancy Project (MACP, IUCN-P).
SEE-DO shall play a role similar to AKRSP’s profitable Dry Fruit Project (DFP) by mobilizing
the local communities to make sustainable use of wild resources, through the proposed SVEs and
thereby earn a livelihood. In short, SEEDS shall be implemented through SEE-DO by MACP,
IUCN-P.
Hence, SEE-DO, with the collaboration of MACP/AKRSP field offices, shall introduce the
proposed scheme to the local community members of MACP’s Village Conservation
Committees (VCCs) and AKRSP’s Village & Women Organizations (VOs/WOs). The
male/female community members aspiring to start a business shall be selected and facilitated
micro-credit and other BDS to form the proposed SVEs and receive technical training to
sustainably cultivate, harvest, and supply five target wild resources to SEE-DO for a profit.

• Secure approval of and agreement with Pakistan Mountain Areas Conservancy Project
(MACP) to implement the ‘Sustainable Development Intervention’ proposal under the
title of ‘Sustainable Environment & Enterprise Development Scheme’ (SEEDS)
• Secure MACP’s allocated budget or a GEF (SGP) grant to establish, organize, and
operate Sustainable Environment & Enterprise Development Organization (SEE-DO), a
prospective National NGO and National Affiliate of Pakistan Mountain Areas
Conservancy Project (MACP, IUCN-P).
• Facilitate and impart technical knowledge to aspiring male and female community
members of MACP’s Village Conservation Committees (VCC’s) and AKRSP’s
Village/Women Organizations VOs/WOs to sustainably cultivate, harvest, process, and
market five potential wild resources by means of operating and owning Small Village-
based Enterprises (SVE’s) and thereby generate income.
• Operationalize SEE-DO to purchase the five potential wild resources of the region from
the SVEs and process, develop value-added products from, package, and market them
under the Brand-name of Himalayan Health Foods.
• Ensure and facilitate the SVEs to become ecologically, socially, and economically
viable businesses and profit-earning suppliers of potential wild resources to SEE-DO.
• Build the local human capacity to start and manage sustainable and profitable micro-
enterprises or SVEs geared to enhance the relative values of wild resources through
their sustainable use in order to achieve ‘enhancement of knowledge base regarding
sustainable use of biodiversity components’
In order to comprehend the time frame and outcome of each immediate objective, it is necessary
to outline the process through which the objectives would be achieved. This process primarily
consists of (a) The composition of SVEs, (b) The five business ideas behind the SVEs, and (c)
Establishment of SEE-DO as explained under headings in the following pages.
• The MACP-SEEDS staff would visit the VCC sights and aspiring male and female VCC
members would be introduced to the scheme.
• The SVEs would be created, initially, around five central business ideas.
• Feasibility reports and business plans/ideas for the SVEs would be facilitated to male and
female VCC members aspiring to start their own business.
• The feasibility reports for the SVEs shall qualify them to secure micro-credit of up to RS
50,000 from AKRSP’s FirstMicroFinance Bank and Pakistan Poverty Alleviation Fund
(PPAF) if required.
• The SVEs would have the primary function to sustainably cultivate, harvest, and supply
five potential wild resources, demanded by SEE-DO for a profit.
This process would require 7-10 working days for each VCC and VO/WO sight.
The five central business ideas for the SVEs are designed to enhance the relative values of five
wild resources while accomplishing conservation and enhancement of biological diversity in the
MACP conservancies.
1. Cultivation of Organic Honey from Wild Flora: The SVEs under this business idea would
be modeled after the successful honey cultivation enterprises of AKRSP in Hunza. The Enterprise
Development Program of AKRSP shall facilitate the business plan, feasibility report, and
extension of micro-credit for these SVEs, which is responsible to extend such services17.
• The honey cultivation farms would be established up in the pastures, within the MACP
Conservancies, where biologically diverse Economic and Medicinal Plants (EMPs)
occur. A honey cultivation farm (20-30 colonies), spread over an area of approx. 2
kilometers18, would be fenced off to provide an automatic protection to the biologically
diverse flora and fauna within it from the current threats of over-grazing, unscientific
harvesting, and illegal hunting. In consequence, conservation and enhancement of
biological diversity would be possible

• The social viability of this business idea is that an entire family (approx. 10 members) 19
could be self-employed, specially the women.
• The economic viability of this sustainable development intervention lies in the research20,
which shows that organic honey has huge demand nationally and internationally.
2. Cultivation and Harvesting of Thyme Tea (Thymus lineavis/serpyllum): The SVEs under
this business idea would cultivate this indigenous EMP along with harvesting it as it grows wild
in the MACP conservancies.
• Large areas of the MACP conservancies would be brought under cultivation of Thyme
tea, protecting and enhancing biological diversity.
• Self-employment, income generation, poverty alleviation, and social development
would be initiated at the watershed level as the local community members would
generate incomes by owning and running SVEs under this business idea.
• The economic viability of this business idea lies in the premise that a private company
would guarantee to purchase this product at premium price. Research21 shows that
Thyme Tea has medicinal properties and health benefits and it has great demand in the
health food market nationally and internationally.
3. Cultivation and Harvesting of Sea Buckthorn (Hippophae rhamnoides): The SVEs under
this business idea would cultivate this indigenous EMP along with harvesting it as it grows wild
in the MACP conservancies.
• Large areas of the MACP conservancies would be brought under cultivation, protecting
and enhancing biological diversity.
• Self-employment, income generation, poverty alleviation, and social development
would be initiated
• The economic viability of this business idea lies in the premise that a private company
would guarantee to purchase this product at premium price. Research22 shows that
Seabuckthorn is a wonder plant that has attained the status of an elixir. Due to its
medicinal properties and health benefits it has established great demand in the
cosmetics/pharmaceutical industries and the health food market nationally and
internationally.
4. Cultivation and Harvesting of Mushrooms (Morchella coniferus): The SVEs under this
business idea would cultivate this indigenous EMP along with harvesting it as it grows wild in
the MACP conservancies.

• Large areas of the MACP conservancies would be brought under cultivation, protecting
and enhancing biological diversity
• Self-employment, income generation, poverty alleviation, and social development
would be initiated
• The economic viability of this business idea lies in the premise that a private company
would purchase this product at premium price. Research23 shows that Mushrooms are
sold around RS 12,000/Kg and have great demand nationally and internationally.
5. Cultivation of Markhor (Capra falconeri cashmerensis) & Musk Deer for Musk and
Venison: The SVEs under this business idea would breed the endangered species of Markhor
and Musk Deer indigenous to the MACP conservancies, to cultivate musk and venison.
The SEEDS program shall function under the overall direction and guidance of the Country
Representative, IUCN Pakistan. The General Manager (GM) of SEE-DO shall be responsible for
the overall management and operations of the project.
For all program and management related matters, the GM of SEE-DO shall work in
collaboration, consultation, and agreement with the Regional Project Manager, MACP, NA, the
National Project Manager, MACP, Islamabad, and the Manager Enterprise Development

Program, AKRSP, NA. The MACP/AKRSP staff at the regional and field office level shall assist
in the implementation of SEEDS program.
A Management Information System (MIS) and a Monitoring and Evaluation (M&E) system
shall be developed to manage the overall all operations of SEEDS program and SEE-DO in
particular.
3.2. OUTPUTS:
Contributing towards the accomplishment of Output-525 of MACP, the following outputs would
be materialized.
Output 1: Responsibilities for conservation will be devolved at the community level by
providing the local communities with opportunities to capture monetary values from the
sustainable use of wild resources.
3.3. ACTIVITIES:
SEEDS under the supervision and collaboration of MACP shall impart technical knowledge to
the poor community members of VCCs, VOs, and WOs to “sustainably” cultivate, harvest,
process, value-add, and market five target wild resources and thereby enhance biodiversity and
generate income. The initiation of activities would be in the following chronological order:

The enhancement of biological diversity, for instance, will have been achieved through the proposed
SVE’s operating as honey cultivation farms, which would be established up in the pastures, within the
MACP Conservancies, where biologically diverse Economic and Medicinal Plants (EMPs) occur. A honey
cultivation farm (20-30 colonies), spread over an area of approx. 2 kilometers, would be secured to provide
a natural protection to the biologically diverse flora and fauna within it from the current threats of over-
grazing, unscientific harvesting, and illegal hunting.
3. Development of standardized feasibility reports and business plans for the five
central business ideas behind the SVEs
4. Visit the VCCs, starting from Nanga Parbat Conservancy, to introduce the
scheme and select male and female VCC, VO, and WO members aspiring to start a
micro-enterprise or SVE
5. Facilitate micro-credit and other BDS to the prospective SVEs as per requirement

SEEDS shall be implemented & monitored by Pakistan Mountain Areas Conservancy Project
(MACP), IUCN-P, since it contributes towards two of the three principle thrusts of MACP viz.,
“to empower, organize, and boost the capacity of local communities to conserve biodiversity at
an ecological landscape level” and “to enhance the relative values of wild resources (as a
conservation incentive) by promoting their sustainable use”27.
Besides the local community members of MACP’s Village Conservation Committees (VCCs)
and AKRSP’s Village & Women Organizations (VOs/WOs), the participants would include
Sustainable Environment & Enterprise Development Organization (SEE-DO), MACP, and
AKRSP.
The key beneficiaries/stakeholders are Mountain Areas Conservancy Project (MACP); Global
Environment Facility (GEF); Species Survival Commission (SSC); Sustainable Use Initiative
(SUI); The United Nations Development Program (UNDP); The Government of Pakistan (GoP);
Northern Areas Strategy for Sustainable Development (NASSD) Project; The World
Conservation Union (IUCN); Enterprise Development Scheme of Agha Khan Rural Support
Program (EDS-AKRSP); World Wide Fund for Nature (WWF); Pakistan Poverty Alleviation
Fund (PPAF); The FirstMicroFinance Bank of AKRSP; and above all the impoverished local

INPUTS
It is proposed that MACP, IUCN-P, shall be the implementing agency for the SEEDS project. In
other words, MACP, IUCN-P shall supervise, facilitate, and monitor the activities of SEEDS as
an ‘Affiliate Organization’ and/or contractor for three significant reasons:
(a) The proposed activities contribute towards the accomplishment of two of the three
principle thrusts of MACP viz., “to empower, organize, and boost the capacity of
local communities to conserve biodiversity at an ecological landscape level” and “to
enhance the relative values of wild resources (as a conservation incentive) by
promoting their sustainable use”30.

(c) MACP, IUCN-P has an allocated budget under, “Subcontract: Sustainable Use
Demonstrations-Economic/Medicinal Plants”32, and the mandate to implement the
proposed ‘Sustainable Use Demonstration Activities’ as proposed under SEEDS.
In this backdrop, the following inputs would be needed from the below listed organizations to
carry out the proposed activities:
• MACP, IUCN-P: shall be responsible for providing all the inputs required to
carry out the proposed activities according with its allocated budget, in so far as these
activities contribute towards the achievement of MACP’s objectives and mandate.
• The operational costs to carry out the activities related to the development of
materials, reports, visits to & dialogue with the VCCs, and the monitoring and evaluation of
the scheme would be covered by MACP, IUCN-P.
• The Enterprise Development Program (EDP), AKRSP: shall collaborate with
SEE-DO to facilitate micro-enterprise development training to the entrepreneurs of the
proposed SVE where required.
• AKRSP’s FirstMicroFinance Bank: Micro-credit loans, if required by the
SVEs, shall be facilitated by the FirstMicroFinance Bank, AKRSP, Gilgit, which provides
micro-credit of up to RS 50,000 for small enterprises.
• Pakistan Poverty Alleviation Fund (PPAF): Micro-credit loans, if required by
the SVEs, shall also be facilitated by the PPAF, which provides small loans to establish a
permanent income-base and micro-enterprise.
• The Karakorum Agricultural Research Institute Northern Areas (KARINA);
Pakistan Forest Institute (PFI); National Agricultural Research Center (NARC); The Forest
Department; and World Wide Fund for Nature (WWF): shall facilitate technical expertise in
the sustainable cultivation and harvesting of the five target wild resources, to the prospective
entrepreneurs of the proposed SVEs.
• “GEF Small Grants Program (SGP): which provides small grants of up to US$ 50,000 to
NGOs and community groups working within the mountain areas, to implement micro-
projects in the GEF focal areas, aimed mainly at strengthening local-level capacities for
Biodiversity conservation and supporting broad-based advocacy efforts” 33, shall provide a
grant to establish, expand and operate SEE-DO.
• The grant monies shall be exclusively used to establish and operate SEE-DO and would
be adjusted as direct capital investment in SEE-DO, constituting the shares of SEE-DO’s
stock. The returning profits/dividends on the amount/shares of the grant monies would be
deposited in a revolving fund, which shall be used for replicating SEEDS and initiating
sustainable development.
• The total annual budget of the organization is estimated at Rs. 4,456,000 US$ 78,175
for year 2003.

organizations to assist in the implementation of the proposed ‘Sustainable Use Demonstrations’

under SEEDS:
• “There are strong programmatic linkages between AKRSP and the MACP, and AKRSP
will be key contributor towards the realization of the project’s broader objectives, focusing on
removing some of the ultimate causes of the biodiversity loss in the mountain areas. AKRSP
monies would be drawn upon to finance productive investments in physical infrastructure and
social forestry called for under Conservation Plans. The Enterprise Development Program
of AKRSP will support the wider application of sustainable use demonstration projects,
and the credit scheme will provide villagers with access to financing for conservation-
enabling development schemes.”34
• “To support enterprise development to promote sustainable use activities, MACP would
cement linkages with the Enterprise Development Program of AKRSP and other partner
agencies to facilitate technical assistance and financing of sustainable productive use and eco-
tourism development schemes, where shown to be ecologically, socially, and economically
viable. Partner agencies would take responsibility for providing business training and
marketing support, as well as extending micro credit. Prospective entrepreneurs would be
trained in negotiation skills to enhance their leverage when dealing with middle men in trade,
as part and parcel of benefit sharing measures.”35
• “Pakistan Poverty Alleviation Fund (PPAF) supported by the World Bank aims to reduce
poverty by providing poor rural communities with access to resources and services. The Fund
has a component to provide micro-credit in form of small loans to establish a permanent
income-base and micro-enterprise. The MACP will explore opportunities for securing co-
financing from the PPAF for community infrastructure and micro-credit schemes during the
process of implementation.”36
MANAGEMENT
• The SEEDS program shall function under the overall direction and guidance of the
Country Representative, IUCN Pakistan.
• The General Manager (GM) of SEE-DO shall be responsible for the overall management
and operations of the SEEDS program and is proposed to be hired by MACP, IUCN-P, as
a Consultant under MACP’s allocated budget for the “Subcontract37: Sustainable Use
Demonstrations-Economic/Medicinal Plants”.

• For all program and management related matters, the GM shall work in collaboration,
consultation, and agreement with the Regional Project Manager, MACP, NA, the
National Project Manager, MACP, Islamabad, and the Manager Enterprise Development
Program, AKRSP, Northern Areas.
• The MACP/AKRSP staff at the regional and field office level shall assist in the
implementation of SEEDS program in as much as the proposed ‘Sustainable
Development Interventions’ contribute towards the accomplishment of their objectives.
Since SEEDS contributes towards the accomplishment of MACP, IUCN-P’s objectives and shall
be implemented by MACP, IUCN-P, the existing Monitoring & Evaluation systems of MACP
shall apply on SEEDS.
Hence, MACP, IUCN-P, as the Implementing Agency, will assist, build and enhance SEE-DO’s
capacity to furnish the required narrative and financial reports. Further, Seeds is provided to
establish an MIS capable of preparing the required reports and the procedures for completing the
reports would be similar to and in accord with MACP standard procedures.
Further, SEEDS shall be monitored and evaluated by MACP, IUCN-P according with the
established M&E systems for MACP, IUCN-P. However, the following objectives and
procedures for evaluating the SEEDS project are proposed:
• Determine increase/decrease in the number & distribution of rare plants and vertebrate
species and improvement in habitat quality (increase in native species composition and
biomass) one year after the implementation of SEEDS.
• Determine increase in the relative values of indigenous wild resources.
• Determine initiation of sustainable development interventions at the watershed level.
• Determine increase in the # of gender sensitive jobs created through the development of
proposed SVEs (micro-enterprises) at the watershed level.
• Determine number of trainings provided to the local male/female community members
imparting sustainable cultivation, harvesting, & processing techniques of five target wild
resources.
• Determine micro-enterprise development vis-à-vis increase in the # of micro-credit loans
granted to the SVEs.
• Determine enhancement of ecology, economy, and social harmony vis-à-vis number of
successful SVEs established and operating within a year.
• Determine the ecological, economic, and social viability of the proposed business ideas
behind the SVEs.
