Israel - (1924) Senator Frist's office called H with a constituent complaint, claiming that Israel's contributions
were not listed on the State website. The Executive Summary, which lists Israel's contributions, will be sent to
Senator Frist's office through H.

Jordan - (1600) Mobile Hospitals from Jordan. FEMA and HHS have declined. IfJordan could send - .
through AID mission - medical supplies (no drugs) instead, such as first aid kits, USAID will attempt to place.
As of 1600, the plane bringing King Abdullah of Jordan had taken off. TFI still has not received confirmation
from the Jordanian Embassy in Washington accepting the aforementioned compromise.

Saudi Arabia - The Secretary met with the incoming Saudi Ambassador today in New York. The Saudis,
through guidance provided in State 163278, have provided $100,000,000 in assistance (Riyadh 6305) to an
Aramco subsidiary based in Houston. Aramco is to spend the money to buy relief items and provide them to
NGOs and local governments. The problem they are having now is trying to find ways to spend the money.
Saudis have commented that they are okay with press coverage of this donation.

Riyadh - (I 030)Embassy Riyadh is in possession of a check from the AGFUND (Arab Gulf Programme For
United Nations Development Organization) for $250k. The check was sent by HRH, Prince Talal Abdul Aziz
Al Saud (AGFUND President) to Amb. Oberwetter at the US Embassy. The check is made out to the Embassy
of the U.S.A. The funds are intended "for the support of emergency relief and rescue operations targeting
women and children victims of the recent hurricane in the U.S.A." Roger Anderson, Charleston Disbursing
Office is in direct contact with post on instructions to process the check through financial systems.

* Several foreign governments and private entities have offered assistance to the reliefeffort. The
Japanese government offered tents, blankets, and generators, Russia offered aircraft and boats, and
Germany offered high speed pumps. Venezuela and Honduras have also offered assistance. Private
entities in Germany offered communications equipment. A French fire brigade and two French
NGOs have offered assistance as well. According to the Federal Emergency Management Agency
(FEMA), 'there are currently no unmet needs and they are not seeking foreign assistance at this time.

INQUIRIES FROM FOREIGN MISSIONS

* State has fielded inquiries from 32 foreign missions regarding the status of their nationals in the

to provide answers. State officials, joined by DHS, FEMA and ARC, briefed 113 members of the

Gentlemen

I have just received a call from the Executive Officer to the Jordanian Chairman offering Jordanian
Assistance to the victims of Hurricane Katrina. According to the XO, the Chairman is prepared to send
two "dressing rooms" to the US to assist with the provision of medical assistance to the victims of Katrina.
The XO states that these dressing rooms are similar to the Field Hospitals that they have provided to
Afghanistan and Iraq.

I have told the XO that I will need basic data such as the contents/capabilities/cubic measurements of
their proposal, while I determine the desire of the US to accept the assistance. I have also told him that
Jordan rQPld make~a direct request to assist from their embassy in DC to the Department of State, while
I notify The XO SUbsequentlyhas informed the Vice Chairman of this requirement. The
Vice, w 0 IS personally heading this effort, has agreed to provide the contents/capabilities/cubic
measurements information. The XO has also subsequently informed the JAF Defense Attache in DC, BG
Ahmad Sirhan, of the need to inform DoS).

They believe that they can get one of the dressing rooms to the US aboard a RJAF C-130. but will need
US strategic lift to assist with getting the second one there. They believe they can have the assets ready
to move within the next 48 hours, if the airflow can be arranged by then.

As an aside to the request, they have asked the US to look into the availability of a building, a school, a
hospital, clinic, "or any other building". The reason for this request is, if availabte, the JAF would not need
to transport tenting etc., and could transport more medicine, bandages, etc., instead.

-- There is no call-forward for forensics teams, mainly due to licensure issues.
-- We understand there is a Dutch team in the region - no one present had visibility on

-- We understand that five Thai forensics specialists arrived in NYC without a call-
forward by HHS, USAID, or FEMA. However, now that they are here, HHS will try to place
them. Action: State to send contact information to Arjun.

Mental Health:
-- HHS is willing to accept and place mental health experts from Colombia, Mexico, and
Argentina - if they are bi-lingual (Spanish and English) and are trained as mental health
workers (medical professionals with some experience in mental health but no formal
training are NOT acceptable). Action: State will check credentials and language ability,
and then contact Arjun.

WHO Personnel:
HHS is willing to accept the personnel. but does not want the supplies. Action: State
to send contact information to HHS.

Mobile Hospitals from Jordan:

-- State reports pressure to accept. FEMA and HHS have declined. If Jordan could send
medical supplies (no drugs) instead. such as first aid kits, USAID will attempt to place.
Action: State to check on acceptability of this compromise.

The OFDA coordinator says as she is only a conduit, contacting her at this point would not be
productive. We first need a formal offer from the GOJ, either by cable or e-mail, stating no. of kits,
willingness to provide airlift. Then we will place the offer on our worldwide matrix of donations,
which will formally inform FEMA. Once all this is accornptished.we (OFDA) would provide logistics
information to you for the Jordanians.

1just spoke with our OFDA coordinator on the Task Force. She informs that we are
ready to accept a Jordanian offer of first aid kits, but we are not/not able to provide
airlift capacity; the Jordanians would have to make their own arrangements. We
would like to know how many first aid kits the Jordanians are offering. As soon as
you confirm kits and delivery, we will send a cable with further instructions
coordinating logistics of the shipment.

State wasn't negotiating with anyone - the GOJ made an offer of two field
hospitals; FEMA, HHS, and USAID examined the offer and decided 10 decline

to get them to the U.S.). If they're able to provide the kits. USAID has offered
to facilitate the donation (I don't know who at USAID decided this - you can
call the Hurricane Katrina task force at x76614 and ask to speak to the USAID
rep or the NEA rep for more details). '

6305) to an Ararnco subsidiary based in Houston. Ararnco is to spend the money to buy relief items and provide·
them to NGOs and local governments. The problem they are having now is trying to find ways to spend the
money. Saudis have commented that they are okay with press coverage of this donation.

These comments are relatively unedited cut-and-paste responses from desk officers.

The MRN for the thank you cable to Israel for the offer of assistance is STATE 174118

The matrix for Israel is totally screwed up. I tried to correct this once, but was told the Task Force
would not remove anything from the matrix. The GOI offers of assistance are repeated multiple times
. with slight variations, all garbles of a couple of main offers (problem partly caused by GOI calling every
agency in town to reiterate their assistance offers). In the matrix, line 240 is accurate, line 243 is
accurate, lines 245 and 244 are the same thing, line 246 is accurate, line 247 and 249 deal with the same
offer, line 250 is accurate. All other lines in the matrix concerning Israel are either inaccurate or garbled
repeats of the offers mentioned in the lines Ijust mentioned and should be deleted. All GOI offers were
eventually declined except for the relief flight mentioned in the second document.

Jordan

We conveyed to the GOJ a FEMAJDHS request for first aid kits without pharmaceuticals. The
Jordanians were studying the request and attempting to ascertain if they could fulfiUit. If these items are
no longer needed, please let me know so we can officially tell the Jordanians.

I don't think a thank-you cable is needed for Jordan b/c Secretary Rumsfeld already sent a thank-you
letter to King Abdullah. and the King received numerous thank-yous in person during his recent visit to
the U.S. Please advise.

Lebanon

No offer of help.

Libya hasn't made a specific offer of help. They would require an OFAC waiver to provide assistance;
we told them that.

Morocco

Morocco has a thank you cable in process with S/ES waiting to go out - apparently, they still have a

1. On Monday, NEA urgently wanted us to accept something from Jordan as King Abdullah was
traveling to New York for UNGA and wanted to bring something.

2. We reached an agreement in principle with OFDA to accept first aid kits in lieu of the

first aid kits remained in Jordan.

The OFDA coordinator says as she is only a conduit, contacting her at

this point would not be productive. We first need a formal offer from the GOJ, either by
cable or e-mail, stating no. of kits, willingness to provide airlift. Then we will place
the offer on our worldwide. matrix of donations,· which will formally inform FEMA. Once
all this is accomplished,. we (OFDA) would provide logistics information to you for the
Jordanians.

I just spoke with our OFDA coordinator on the Task Force. She
informs that we are ready to accept a Jordanian offer of first aid kits, but we are
capacity; ~he Jordanians would have to make their own
arrangements. We would like to know how many first aid kits the Jordanians are offering.
AS SOOn as you confirm kits and delivery, we will send a cable with further instructions
coordinating logistics of the shipment.

the U.S. would provide airlift. If in fact they're able to provide the first aid kits
we've requested, it's not clear whether they'll request that we transport the kits or not.

State wasn't negotiating with anyone - the GOJ made an offer

of two field hospitals; FEMA, HHS, and USAID examined the offer and decided to decline it,
but also decided to specifically request the Jordanians provide first aid kits if they are
able to do so; our declining the field hospitals and our request for the first aid kits
~as made by me to the Jordanian ambassador in Washington. I also passed the word to David
Hale in Amman, who mayor may not have discussed it with his interlocutors there.

The next step is for the Jordanians to tell us whether they

are able to provide the first aid kits (if so, they will presumably let us know as well
how they intend to get them to the U.S.). If they're able to provide the kits, USAID has
offered to facilitate the donation (I don't know who at USAID decided this - you can call
the Hurricane Katrina task force at x76614 and ask to speak to the USAID rep or the NEA
rep for more details) .

humanitarian assistance for Katrina's victims but no one either here or at the Mission
seems to know what the next step is. Did the GOJ offer come with freight costs?

Who was State negotiating with - either a name or an

organization would help.

Was the offer made through the GOJ or an intermediary like

the Red Crescent?

USAID/Amman is more than willing to help, but does not know

what the next step.is.

I am the acting Jordan Desk Officer.

The Jordanian Embassy in Washington has made an offer of 2 field hospitals. They have offered to transport one of them
with a C-130. I don't think they really have a way to transport the second one. The Jordanian military has made the same
offer tol 'n Amman. .

Any information you could give me would be very helpful:

Are we accepting help?
Is there a formal channel offers should be made through?
