Updated spreadsheet to include today's confirmed receipts. Based on larger task force spreadsheets,
I believe that the Australian $ 7.6 M was donated directly to the American Red Cross (State won't
see this donation in our records, and the Indonesian $ 25 K was a private donation ( I can see this in
Dept. records based on collection at post). Both of these items should be removed from the cash
spreadsheet.

1. As foreign governments, individuals and organizations continue to provide assistance


in the wake of Hurricane Katrina, we must ensure that our appreciation for their
generosity and support continues to be expressed clearly and publicly. As delivery of
assistance from specific countries is confirmed, embassies are to make public statements
.to the government, in the media and in other appropriate venu~s thanking donors for their
help at this critical time. Statements should be coordinated with host governments to
avoid possible misunderstandings or preemption of donor country announcement.

2. Posts should keep the Task Force advised of actions taken in response to this cable.
For Post's information only, please see the attached list (para. 5) of foreign government
offers that have been accepted as of this date.

3. The Hurricane' Katrina Task Force will advise posts of formal acceptance of specific
categories of assistance from individual countries as soon as approval is generated. The
Secretary's statement from Friday (Ref 163279), tailored to particular circumstances, may
serve as the basis for embassy statements.

4. In anticipation of world leader interest in the recovery efforts going on in the wake
of Hurricane Katrina, the State Department will arrange special VIP briefings during the
UN General Assembly events of next week. These briefings will provide information on
recovery progress and donor assistance.· Travel in and around the disaster area is both
difficult and hazardous. These briefings will allow world leaders who plan to attend UNGA

Steve: good news. Red Cross has agreed to schedule the ceremony 11/29 at 3 PM to accept
the Kuwait Red Crescent's Katrina donation of $2 to $2.5 million. Red Cross Chief
operating Officer Alan McCurry will preside; he's the Red Cross number two official, wnich
dovetails nicely with Dr. Hillal as the Vice Chair of the Kuwai~i Red Crescent. Nadia
told me the event ~ould consist of a brief tour of the Red Cro5~1 facilities and disaster
operations center, and then a check ceremony with photos and press availability.

The Red Cross' routing and account 'information is enclosed in tne document below. I've
also pasted it into the e-mail. We're working here with NEA press and the Kuwaiti Embassy
on drumming up media interest.

Nadia: thanks. I think it would be easier to pass the information directly

We had spoken previously about press arrangements for such a· ceremony. Does

Nadia: nice speaking with you just now. AS discussed, Dr. Hilal Musaed
AI-Sayer, Vice Chairman of the-Kuwait Red Crescent Society has requested the
State Department's assistance in arranging a meeting with American Red Cross
President and CEO Marsha Johnson Evans, Dr. Hilal, who is a well-respected
surgeon in Kuwait, would like to calIon Ms Johnson Evans on Tuesday 29
November in Washington. He has also asked for the Red Cross' accou~t number
and routing information, and has said he would be interested in traveling in
the future to visit the Katrina-affected area.

Dr. Hilal would like to present a check in the amount of $2.0-2.5 million as 'I
a donation from the Kuwait Red Crescent to the Red Cross for assistance to
Katrina victims. The money comes entirely from private donations. As I
mentioned, the Kuwaiti Red Crescent would plan to provide substantial
additional aid subsequently. Dr. Hillal will work with our Embassy in
Kuwait on developing some program-specific ideas for future donations.

I think the easiest way to proceed would be to respond to me regarding Ms.


Johnson Evans' availability on November 29. I will pass the information to
the Kuwait Red Crescent Society through our embassy.

been in contact with the Task Force or elsewhere in the
Department regarding the specifics of the $100 million cash
donation. Per the Ref C Email, Department advised that the
GOK would make its cash donation to the USG versus a donation
to a U.S. assistance organization. Please let uS know who
has been in contact on this and the details of arrangements
discussed .

AMB Salim told me today that FM Sheikh Mohammed called former Pres Bush directly and set
up an event for SheikhSabah to hand over ·the $25 million on Thursday morning 9/15 at the
Waldorf. AMB salim said he is trying to verify that. former Pres Clinton will a l ao ~ attend.
Former Pres Bush'a:staff-have been in touch with the Kuwaiti Embassy and seem to be well
along in setting this up.

We'll consult here on attendance. AMB Salim asked if we could help set up press
arrangements. We'll look into that. I'll continue to be in touch on this with both the
Kuwaitis and the former Pres' staffs. David

Powell aware that there may be movement on fulfillment of pledges from other Gulf Coast
Countries. I am attaching the latest information. Should the pledges arrive, we will work
in the interagency to best place them. I am testifying tomorrow along with others to the
Committee on Government Reform and this may co~eup.

Kuwait has pledged a total of $500 million. $50 million of this amount is awaiting a GoK
decision on recipient. Disbursement of the remaining $400 million requires parliamentary
approval, which is in process.

Saudi Arabia has disbursed/is in the process of disbursing about half of its $105 million

The Embassy of Qatar in Washington is overseeing disbursement of the GOQ's $100 million
pledge. An Embassy-organized committee of former USG officials is helping the Embassy to
select projects; the Embassy stated in April 2006 that it would begin to disburse money to
approved projects "very soon." .

Kuwaitis are planning to provide $25 mill directly to the Red Cross, so I don't think Christian organizations are a problem
per se. Kuwaitis are planning to give most the remainder in fuel, though we have asked for cash. If they agree to provide
cash, we should tell them as a courtesy how we will spend the money. No need to give assurances re proselytizing unless
they ask.

Are these organizations reputable? Do we expect that they would use the money to maintain their churches and not
directly to help Katrina victims?

Hi -- my initial reaction would be that the UAE would not object to this -- as long as the USG provided assurances that no
funds would be used for proselytizing.

However, the USG needs to ask permission from the UAE (and other donors, In my view) before proceeding down this
path. Obviously this is a sensitive subject, and we need a clear yes/no from Muslim donors who have generously given -.
huge amounts of money to assist us. Thanks.

We need a quick read from you on whether you think it would be a problem for funds contributed by UAE, Kuwait, Saudi,
and Qatar for Katrina relief to be implemented mostly by faith-based (read: Christian) charities. FEMA has proposed that
the funds go from them to a VOAD (Voluntary Organizations after Disaster) umbrella group to do case management for
victims. Many (and likey most) of the organizations in this group are church based. as would be their sub-implementors.
Apparently most of the work on the ground is being done by such groups. Would Arab donors want assurances that their-
contributions are not going toward prosletizinq, and, if so, would that be sufficient? We have to advise UlS"Fore today on

Steve, our POL National Assembly watchers report that the Budget and Closing Accounts Committee approved the aid
package in November, clearing the way for a full Assembly vote on the issue. As the Ambassador said, it has been on the
agenda ever since (It is currently item number 49 out of approximately 90). Our Assembly contacts keep assuring us that
a motion will be made to move Katrina aid to the top of the agenda, but this has yet to happen. The next National
Assembly session is scheduled to take place on January 23. As you know, we are in day 3 of a 40-day mourning period
for the deceased Arnir. The Government shut down for the first 3 days of the 40; it remains to be seen how active the
Assembly will be in the coming days, although we anticipate that all will be back to normal sooner rather than later in the

donation. Trinidad and Tobago has pledged $2 million to

Tunisia

The Tunisian Flight is en-route, stopped at Andrews for re-fuelling and scheduled to arrive in Little Rock
around 4PM EST. According to Desk Officer Bill Lawrence the two C-130's contain 7 tons of blankets and 13
tons of tents, water, detergent, diapers, and other relief items from Red Crescent. Not that many flights have
actually arrived (or been accepted) this week which makes the Tunisian and Egyptian contributions very
significant.

Israel

A relief flight from Israel arrived on the night of the 8-9th carrying 70 tons of relief supplies. Discrepancies in .
the Israeli contribution section of the donor's matrix were cleared up by Desk Officer Matt Rostock. A Hill
staffer called to find out why "we were refusing assistance from Israel," and was directed to the Israel Desk.
Ambassador Thomas personally advised us to tell the Israelis that we did not need their forensic teain at present,
but given the large number of bodies yet to be discovered we may yet.

Egypt B6

I Icalled in at 7AM to protest FEMA's rejection of additional Egyptian


relief material at this time. An American C-5 and C-130 are departing Cairo, empty, for the U.S. on Saturday
and Sunday. I Ipointed out that there was a target of opportunity to transship the remaiIiing relief
supplies (water, tents, etc). FEMA was unable to schedule the flight on Thursday "at this time, for logistical
reasons." Apparently, FEMA can only accept relief supplies with a designated recipient available who can take
the material upon arrival. Sherry Hazelhurst, OFDA rep on TSUSOI sent an e-mail top the Desk that stated
FEMA's current inability to accept additional supplies.

Kuwait

The Secretary wanted to comment on total aid received at the Under Secretary Hughes swearing-in. A debate
among S/ES staffregarding the exact nature of the Kuwaiti $100 million! $400 million offer ensued prior the
Secretary's comments and was resolved with input from the Desk. Kuwait Desk Officer David Berns up-dated
the "action" section of the donor's matrix. . '

Saudi Arabia and Oman

Cleared-up discrepancies in donors matrix including addition of $15 million in assistance from Oman.

During the previous shift the following report came in by cable from Bahrain:
"Major Arabic and English dailies carried a statement September 7 from the Ambassador expressing "profound
gratitude" for the $5 million offer of assistance from the Government of Bahrain, as well as the many gestures of
compassion, concern, and generosity shown by the Bahraini people. English dailies Bahrain Tribune and the
Gulf Daily News carried the statement on the front page. Arabic dailies AI Ayam and Akhbar Al Khalij printed
the statement in full with a photo of the Ambassador. Following a meeting with the Ambassador, Minister of
Labor Al-Alawi thanked the Ambassador for his press statement, which he said was very much appreciated by
the Bahrainis."
