As you may know, I'm currently sub'ing for Michelle, and I was reviewing the materials she left me. As I
understand it, here's about where we stand (other than EUR countries, which I've been following, and SA, which

These comments are relatively unedited cut-and-paste responses from desk officers.
The MRN for the thank you cable to Israel for the offer of assistance is STATE 174118
The matrix for Israel is totally screwed. up. I tried to correct this once. but was told the Task Force
would not remove anything from the matrix. The GOI offers of assistance are repeated multiple times
° with slight variations, all garbles of a couple of main offers (problem partly caused by GOI calling every
agency in town to reiterate their assistance offers). In the matrix, line 240 is accurate, line 243 is
accurate, lines 245 and 244 are the same thing. line 246 is accurate. line 247 and 249 deal with the same
offer, line 250 is accurate. All other lines in the matrix concerning Israel are either inaccurate or garbled
repeats of the offers mentioned in the lines I just mentioned and should be deleted. All GOI offers were
eventually declined. except for the relief flight mentioned in the second document.
Jordan
We conveyed to the GOl a FEMAlDHS request for first aid kits without pharmaceuticals. The
Jordanians were studying the request and attempting to ascertain if they could fulfillit, If these items are
no longer needed, please let me know so we can officially tell the Jordanians.
I don't think a thank-you cable is needed.for Jordan blc Secretary Rumsfeld already sent a thank-you
letter to King Abdullah, and the King received numerous thank-yous in person during his recent visit to
the u.s. Please advise.
Lebanon
No offer of help.
Libya hasn't made a specific offer ofhelp. They would require an OFAC waiver to provide assistance;
we told them that.
Morocco
Morocco has a thank you cable in process with S/ES waiting to go out - apparently, they still have a

Palestinian Authority
The Palestinian Authority made a $10,000 donation to the American red Cross. The Matrix reflects this,
but the second document you sent [the "Cables Matrix" attachment in Michelle's e-mail of 10:12 a.m.
Friday] does not, and should be changed to reflect the PA contribution. The thank you cable for the PA
was STATE 172112.
Tunisia
. The stuff arrived, the acceptance cable went out, and the thank you note is still with S staff.

The chain below is a little hard to follow, but here is what is needed on a reasonably quick basis (the
urgency is principally to close out Katrina-related business before we are inundated with Rita over the
weekend).

1. Look at the following chart of needed follow-up actions to fill in the blanks and close the thank-you
loops on gifts received from NEA countries. There actions for most, though not all, NEA desk
officers.

3. Send me an e-mail via the reply function (don't fill in boxes in the matrix) with responses to the
"actions needed" items or other things you have spotted in the matrix. "II assemble everything and
send one response to the WG.
4. If you need to draft a thank-you reply cable, the models to use are below. Generally, I don't think
they need a front office clearance (beyond a cc to the staff aides). Send them directly to Michelle
Harris for approval, cc to me, and push them out.
5. Drop dead date is allegedly 1:00 today, but under the circumstances, mid-afternoon will be more
than acceptable. I'll be out 3-5 and will send then.

For Talking Points: Use exact language as in cables above for TPs 1 and 3. Edit TP 2 to reflect offer details.
For Subject Line: Use exact wording as in cables above, substitute country name.
