The following are some highlights of Task Force Activity since Sunday afternoon (9/11)
GENERAL DEVELOPMENTS
• The Task Force Coordinator, OFDAIUSAID and FEMA will hold a conference call later this morning to discuss the
status of offers and resolve outstanding questions.
• HHS accepted the Argentine mental health experts. The acceptance cable is awaiting HHS clearance.
•
• FEMA is interested in Ecuador's latest offer of plywood. The Task Force is waiting for further details from Quito
regarding the offer before acting.
•
• Offers of perishables, like bananas from Ecuador and Panama, are being declined.
•
• Peru augmented its offer of bandages from 1600 to 2760.

Government of Argentina: offers White Helmets and medical aid. B6
Government of Brazil: President Lula has sent a letter of condolence to President Bush
expressing sympathy and a general offer of assistance for hurrican (elief.
Mexico: Mexico's Civil Protection Office (part of the Sec. of Govemment) has officially offered
four senior disaster response experts to work with NORTHCOM Officials in the U.S. We have
been informed byl NORTHCOM that they would like to accept this offer of
assistance. Claire 810ng from FE~A has been kept in the loop. Six names were sent to us along
with information on their skills/abilities but I believe NORTHCOM has accepted only four. Two of
the six don't have visas. Our military groups and agencies will be happy to assist with all
arrangements. .
SEDENA has offered 15 semi trailers of supplies, which FEMA has approved for use in Dallas,
per 2334 9/6 email from! ~NORTHCOM. At a 12009/6 coordination meeting
between AMEMB MX City ODC and EDENA to discuss further details of SEDENA assistance
offer, SEDENA informed ODC members that their offer includes not just the 15 semi trailers of
supplies but additionally two full field kitchen sets capable of feeding 7000 p~e als a day
for 20 days, and water purification units. The Secretary of National Defense, has
authorized the Mexican soldiers accompanying/operating this equipment to remain In t e US for
the duration of the 20 days of supplies they would bring. This equipment would also provide the
Mexicans self-sufficiency in lodging and feeding. ODC members informed SEOENA that only the
15 truckloads of supplies have been accepted, by FEMA at this time. NORTHCOM has requested
FEMA determination if original SEDENA offer of 15 truckloads of supplies (or the expanded
SEDENA offer if accepted) can be used in FEMAlRed Cross operations in San Antonio, TX vice
Dallas, TX to facilitate logistical coordination with Mexican forces. American Red Cross Hqtrs in
Washington DC is aware of SEDENA and political desires to work with MX as a partner in the
Strategic Partnership program etc. I IContacted
Operations Directors Sarah Gabel at Red Cross is Sarah Gabel and Deb Highland (202-303-
5526). Ms. Gabel will contacf ~o let him know if the MX donation can be worked into
the Katrina relief effort in the San Antonio I Dallas area. Once NORTHCOM receives word from
Red Cross. the offer can then be cleared with State TF. If Red Cross can't use the support,
NORTHCOM suggests the approved 15 truck.s to Dallas be used as previously planned as a
donation to the FEMA Katrina relief effort. NORTHCOM also offers the idea that the mobile
kitchen crew (though it would be without foodstuffs) could perhaps cook for a mil staging area
somewhere in the Katrina JOAwith the JTF.
Government of Peru: has offered to send 9 tons of canned tuna, and 3.5 tons of canned
sardines. They are prepared to send the aid via Peruvian Air Force. President Toledo will
making a public announcement of the offer.

OPl would like our recommendation on Ambassadors to invite for the Hispanic Heritage Month event.
They have a list of Latin American countries that offered relief assistance following the hurricanes. Daniel's
email says 4-5 Ambassadors but I have warned him we might feel that more Ambassadors should be
invited. That being said, please look at the list below and let me know what you think is most appropriate.
Also note that Daniel mentions factoring in support for Iraq into our decision, I leave that up to you if you
think that is a relevant deciding factor.

ROKG was fulfilled in the amount of 3.814. I think everyone ls clear on that one. Then there was a separate
pledge by private entities in the amount of $10 million (which is what GAO is asking about in 03). The Korea
desk advised that $1MM was presented to Bush I (on behalf of Bush-Clinton) by Chae Song Jo, and another 1MM
was presented to Embassy Seoul by Kim Jae Won (sp?). This is how we came to say that $2MM of the $10MM
pledged had been received. Now, it turns out that Embassy Seoul never received a check for $1 million by Kim
Jae Won??

Attached is your spreadsheet so we can finalize and send to GAO but since I don't know excelll wanted to run
this by you Peter. I cha~ged several things in the November 10 column but I realize they took place after 11/10.
1) Botswana. We originally had it as a Bush Clinton pledge on Exec Summary. It was to USG for 100K and we
received it 11/30/05
2) Fiji. We originally had it as a Bush Clinton pledge on Exec Summary. It was to USG for 30K which we
received 11/10
3) Country H. Correct pledge on November 10 was 10MM pledge, not 8MM. We thought that we had received
2MM. In actual fact 1MM went to Bush Clinton and the second pledge was never made concrete. So receipts
shoudl be 0 as of November 10. Also we were aware of the 3.8MM pledge. We received 3.814 on 11/30/05.
Can we make the changes to the November 10 column and perhaps add a new one as of Jan 6 with the
changes on sums received and pledges? .

WHAIAND is aware that FEMAlState/OSD decided ovemigtit to accept retooled Peruvian offer of bandages and blankets.
We have not seen a TF-generated cable to this effect. Can we inform Peru, or has that notification been relayed via
another means?

1. Polcouns, on 9/11, informed Daul Matute, the Foreign Ministry's Director of Security
and Defense Affairs (and Peru's coordinator for Hurricane Katrina assistance) of the USG's
acceptance at this time of Peru's offer to provide 1600 bandages, and of its continuing
review of Peru's other offers as part of our ongoing needs assessment (Ref A). Matute
said that he would contact the OFDA coordinator provided in Ref A, but noted that while
Peru's initial offer was for 1600 bandages (Ref C), it subsequently increased this offer
to 2760 elastic bandages. (4x5 yards) and 1850 elastic bandages ,I
(6xS yards) (Ref B). Polcouns recommended that Matute raise this issue directly with the
OFDA coordinator.
2. Matute is Peru's main point of contact for coordinating technical and logistical
details. He speaks fluent English.

• State 163366 accepted phase I of Peru's offer (the bandages) and said the rest of the offer was under consideration
• State 163428 said that the rest of the offer was under consideration \
• State 174131 was just a general response to the GOP's condolence message.
Per the notes that are in the matrix, the rest of the offer was declined on W10 by FEMA. The notes mentions that 163366
contains language declining the offer. It does not. It appears that we need to send another cable formally declining the
rest of their offer. Agree?

1. Polcouns, on'9/11, informed Daul Matute, the Foreign Ministry'S Director of Security
and Defense Affairs (and Peru's coordinator for Hurricane Katrina assistance) of the USG's
acceptance' at this time of Peru's offer to provide 1600 bandages, and of its continuing
review of Peru's other offers as part of our ongoing needs assessment (Ref A). Matute
said that he would contact the OFDA coordinator provided in Ref A, but noted that while
Peru's initial offer was for 1600 bandages (Ref C), it subsequently increased this offer
to 2760 elastic bandages (4x5 yards) and 1850 elastic bandages
(6x5 yards) (Ref B). Polcouns recommended that Matute raise this issue directly with the
OFDA coordinator. '
2. Matute is Peru's main point of contact for coordinating technical and logistical
details. He speaks fluent English.

The Foreign Ministry is asking us to make a decision on the rest of their assistance offer. The goods are piling up in
the GOP's warehouse, and if we don't want it they would like to distribute the stuff to the victims of a recent earthquake
in Moyobamba. Please advise.
The Peruvian offer has NOT/NOT been given the official green light yet. It is a useful offer, and is still being considered.
The attachment is not a final, approved document. Please do not teU the GOP its offer was accepted.

offers are included in the 22 country green light total above. .
As requested by OFDA, once we communicate acceptance of an offer we need to obtain the foreign POC and let them
know there is a long flight queue. Tonight we accepted partial offers from India and Austria.

The matrix shows Peru's donation to be health and medical services. While it is true they have offered some
medical assistance (a few doctors and bandages), the majority of the assistance offered is food, portable shelter

The only incoming movement relates to Peru bandages transhipped from Dallas (counting to be verified) .
We included in the today report the delivery of the Sweet Com from Thailand and the movement of blankets from
USAID Miami Warehouse to Dallas (see incoming and balance) J
As we are receiving many requests of clarification on the incoming and out going movement, in order to avoid
misunderstanding we added a new column in the outgoing spreadsheet. This means that we have now the
previous column indicating the quantity (column G) that has been renamed 'Waybill q.ty". This column reports the
number of pallets or carton boxes or other package units in line with the waybill accompanying the goods to the
final destination. The new added one (column I) shows the total quantity of the items/pcs dispatched.
Also note: Logistics is in the process of determining exactly what commodities are still due via NATO
consolidation flights.

assistance. He said the "1600 bandages" were the only part of Peru's offer being
accepted, and OFDA wanted to transport them. I have· him Paul Matute's -number from the

Peru is offering the updated list of the following donations for Hurricane Katrina relief:
-- 450 cases of sardines (250 cases easy open, 200 cases without easy open), approximate weight
3.35 tons;
-- 353 cases of tuna, 1/2 lb. cans (without easy open); approximate weight 3.17 tons.
