Hi Deborah-

I finished the reconciliation between the State website, the Executive Summary, the Cash Summary, and the internal
status report below.

Here's a snapshot of where we stand:

150 countries, political entities and intemational organizations made offers of assistance
108 countries, political entities and international organizations from whom USG has accepted offers and/or acknowledged
offers to NGOs (Le., Red Cross, Bush-Clinton Hurricane Relief Fund)
25 countries, political entities and international organizations USG is declining 100% of offer
18 acceptance cables, decisions, or other actions pending
?? 100% decline cables pending
Will poll KWG regional bureau reps tomorrow for status of their 100% no cables.

Also, I'm pulling together a summary of the odd cases (Le., Switzerland. Lithuania,.Oman, Algeria, others) that cause the
numbers to not add up perfecUy. Will have ready before hand off to new Spec Asst.

contribution to the American Red Cross for Hurricane Katrina relief.

Steve,

David Welch expressed thanks directly to the Algerian FM when the offer was made in New York. The S cable with the
S/ES language expressing thanks to President Bouteflika is currently with S staff. And the NSC is adding a sentence of
thanks to a recent Potus letter to Bouteflika, which Algiers will deliver as soon as it's updated.

I've asked the Algerian Embassy here to ensure the money makes its way to the Red Cross and have asked Embassy
Algiers to inform the GOA of the same. .

I'll check on the status of the S cable. Let me know if there is more thanking to be done as we'll do the necessary.

We're almost done on the paperwork on the massive outpouring of support from NEA countries in
response to Hurricane Katrina. Thanks to all for your hard work and responsiveness in keeping
this straight. Here's what remains to be done:

Algeria (Daniel): Please confirm to Michelle Harris (cc above) and me that we have
communicated adequately our thanks to the Algerians for their assistance.

Kuwait (David):
• Michelle has heard that someone from the GOK gave an additional $25m @ UNGA. Can you

confirm this, and if so, can you identify wHo made the offer, whether we have received the

Tunisia (Bill): I have forwarded your detailed description of the status of the situation w/r/t thank-
you to Deborah McCarthy on the classified system, and read it to Michelle. You can either wait
for Deborah's response, or (Michelle suggests) take the opportunity to draft a thank-you, using as
much of the boiler plate as possible and as much specific material s possible, then sending it with
an explanation of the need for the message to Deborah McCarthy on the classified system.
Again, I can get you the template language if you've deleted it.

Arab League Ambassadors (me): Draft slightly personalized response to condolence letter to
the Jordanian Amb (current chair) using the template.

And with this, we can close the book for NEA.
