• CA updated its "Hurricane Katrina Fact Sheet: Foreign Consular Access to New
Orleans" to note several items, including a Diplomatic Security escorted visit by
the Consuls General of Dominican Republic, Ecuador, Honduras, Japan, Panama,
Spain, and Venezuela to their respective offices in New Orleans September 15.
• Updated guidance from FEMA says to decline all offers of generators as FEMA
has been able to source all generators locally.
• Tentative HHS acceptance offers from Argentina (mental health experts), Canada
(medical supplies), Mexico (mental health experts), and WHO (health officers and
health logisticians.) HHS will conference tomorrow to make filial decisions.
• FEMA has agreed to let OFDA accept Sweden's offer of telecommunications
equipment.

RECOMMENDATIONS FOR REMAINING SHIFTS

In order to increase coordination between task force shifts and to minimize (if not
prevent) "dropping" of pending actions, the following steps are recommended:

• See above items on bureau reports and outgoing cable tracking


• Notebook for coordinators and bureau reps should be passed to next shifts
• Bureau reps and coordinators should fully brief replacements on all pending action
items and other pressing issues before departing. task force room.
• Bureau reps should pass media play reports to Deputy Coordinator &
Coordinator. They should flag intervening anecdotes about foreign donors for
them as well.
• Bureau reps who draft acceptance cables should know that they may use previous
cables to their region as templates. The EUR bureau rep should make sure to
include the boilerplate language for NATO and Partnership for Peace states about
the EADRCC (Euro-Atlantic Disaster Response Coordinator Center).

1. (U) The Republic of Armenia has offered to send as many as


thirty trained rescue workers to the u.s. at its own expense
to assist in search and rescue operations in New Orleans.
End Summary.

2. (SBU) President Kocharian's Chief of Staff called


Ambassador the afternoon of September 2 to make the offer on
beha l f of President Kocharian. His call was followed by one
from the head of the Armenian equivalent of FEMA,
Major-General Edu~rd Barseghyan. Barseghyan,passed the phone
to COL Sergey Nikolayevich Azaryan, who provided the
following 'details of what they have available:

-- up to thirty trained rescuers who have participated in


international competitions and in rescue operations in
Turkey, Iran and Georgia (earthquakes in the first two cases,
floods in Georgia) ;

-- the rescue personnel are fully equipped for all kinds of


operations, including diving, life-saving and removing people
from buildings. They can oper~te watercraft;

-~ five of the thirty personnel are English speakers, one


fluent, the other four passable;

-- they have a doctor of their own.

1. (SBU) In a telephone conversation with Ambassador Evans


this morning, Deputy Foreign Minister Arman Kirakossian, on
behalf of the Armenian Government, offered USD 100,000 in
cash to support Hurricane Katrina disaster relief efforts.
This follows the September 2 offer of as many as thirty
trained rescue workers to assist in search and rescue
operations in New orleans (ref A).
2. (U) AS instructed in reftels B andc, Post has conveyed
(a) the USG's gratitude for the Armenian Government's two
offers of assistance (i.e., a rescue team, and USD 100,000 in
cash) in response to Hurricane Katrina, and (b) the list of .
priority needs.
3. (u) please advise whether Post may proceed to accept the
cash donation, in accordance with ref B.

They can also make a donation directly to the Red Cross for disaster relief. If they want to make the donation
through the USG, then they have to wait for the cable with the fiscal information.

Monetary aid donations are being accepted. An ALDAC should be going out shortly providlnq posts with the
routing number and account numbers for monetary transfers. An ALDAC went out this weekend with inaccurate
information-- post should only use the information on the new cable.

• So far, twenty-three EAPC nations, Austria, Azerbaijan, Bulgaria, Canada,


Croatia, Czech Republic, Finland, Georgia, Greece, Italy, Latvia, Netherlands,
Norway, Poland, Romania, Russian Federation, Slovak Republic, Spain,
Sweden, Switzeriand, the former Yugoslav Republic of Macedonia 1, Turkey
and Ukraine have communicated their offered assistance to the EADRCC;
• Twelve EAPC nations (Belgium, Denmark, Estonia, France, Germany,
Hungary, Ireland, Lithuania, Luxembourg, Portugal, Slovenia and United
Kingdom) have informed the EADRCC about their offers of assistance
through the EU.
• The EADRCC has learnt from the U.S. authorities that the follOWing four
EAPC countries have also offered assistance: Albania, Armenia, Iceland and
Kazakhstan.
• Altogether 39 EAPC nations have offered assistance to the US; offers from 11
EAPC nations (Austria, Czech Republic, Denmark, Finland, Greece,
Luxembourg, Norway, Romania, Slovak Republic, Slovenia and Ukraine)
were accepted by US authorities, including the donation of air-lift by Ukraine;
9 of the 11 nations made use of the NATO air-bridge, 1·nation (Luxembourg)
decided to have their donation transported commercially.
• On Saturday, 10 September 05, the-US-Oelegation at NATO informed about a
decision of the US State Department to accept offers from 7 COllOtries The
items accepted include urgently needed blankets, camp beds, tents, first aid
kits aud liquid soap.
• SHAPE J4 has deployed a liaison officer to the EADRCC until 21 September
05-.--
• NATO/EADRCC - EU coordination has been established through the
EADRCC liaison officer in Washington D.C. and through the UK Delegation at
NATO on behalf of the UK EU Presidency.
• The first NATO cargo airplane has reached Little Rock, Arkansas on Monday,
12 September 2005, at 20:30 UTC with 12 tons of relief items from the Czech
Regublic.
• 6nMonday~12September-2065,-the--US Defegation to f,fAfCfinformedthe-
EADRCC about acceptance of offers from Austria and Finland.
• On Saturday, 17 September 2005, the"US authorities informed the EADRCC
about acceptance of parts of the offers from Greece. Also the offer from
Ukraine of an AN-124 strategic transport airplane has been accepted.
• US authorities have informed the EADRCC that they wish to have relief items
that have been donated by Allied and Partner nations to be delivered through

the NATO air-bridge by 23 September 05 to Uttle Rock, Arkansas. As of


Wednesday, 21 September 05 this deadline is no longer being
interpreted as a cut-off date for NATO/EADRCC support to the U.S.
• Joint Command Lisbon, which is in charge of the coordinating NRF
transportation assets (maritime and tactical air), had dispatched a liaison
officer to the EADRCC from Monday, 12 September till Sunday, 18
September 2005.
• JC Lisbon has one RO-RO ship on 5 days notice (Capacity 1750 lane
meters). As of now, none of the relief items accepted by the US requires
sealift. .
• JC Lisbon has fifteen NRF tactical transport aircraft (6 French C.-130, 2 Italian
C-130, 2 German C-160, 4 UK C~130 and 1 Greek C-130).
• SHAPE has decided to concentrate US accepted donations in Ramstein AB,
Germany, which will serve as a strategic air hub for onward transportation.
Donating countries thatare closest to Ramstein have been requested to
move their donations by road to Ramstein with their own resources (Austria,
Finland and Slovak Republic). Other countries such as Czech Republic,
Denmark, Greece, Norway and Romania have been offered NRF tactical
airlift to move relief goods to Ramstein. All cargo consolidation '(rom European
donating nations has been completed on 19 September 05. Turkey allocated
two C-130 aircraft to NATO in the context of strategic transportation to USA
• A second dedicated NATO cargo flight has departed Thursday, 15 September
05 with cargo (Austrian and Slovakian donations) from Ramstein to Little
Rock, Arkansas.
• The third (8707) and fourth (CanadianAdtn) dedicated NA~Ocargo-flights
ha'Ve lett Ramstein on Saturday, 17 September 05, to carry Finish,
Norwegian, Slovak and Siovenian donations to the US.

donations from Finland.
• The sixth cargo flight (Ukrainian AN-124) left Ramstein on 20 September 05 .

officer to Washington D.C. to coordinate, as necessary, movement of
donated goods from Ramstein to Little Rock. The liaison officer will
assume his functions in Washington D.C. on 29 September 05.

overall offers matrix and have been updating it according to Michelle's updates. Here are a few notes regarding the latest
"International Offers of Assistance Summary:'

• The matrix does not have a record of the Micronesia and The Holy See offers. Please provide the details of
these offers.
• Serbia and Montenegro are-listed separately, but are recognized by DoS as one nation
• Urug\Jay is misspelled (replace the "a" with a "u") .

Finally, when cables are sent regarding offers, it's really helpful if you let me know the corresponding MRN #'s.

FOREIGN ASSISTANCE

1. (U) Three flights from the.UK, and one each frOl1l Spain
and Russia landed relief supplies at Little Rock today.
An additional Russian airc'raft. as well as one flight from
France and two from Egypt are scheduled to land at Little
Rock later today. Tunisian and Israeli aircraft are
scheduled for tomorrow. (Task Force}

2. (U) The Mexican 45-truck convoy cleared the border at


1032. (Task Force/NORTHCOM e-mail)

3. (U) A total of 105 foreign countries and 11


international organizations have generously offered
assistance to the Hurricane Katrina relief effort. New or
increased offers of assistance have been made by: Portugal
-- two percent of its oil reserves (500.000 barrels);
Vietnam -- offered $100.000; Armenia -- increased its
offer to $200,000 from $100,000; Sao Tome -- offered
$18,000, and Guyana -- offered plywood. (Task Force)

4. (U) Foreign consular officials have located 549


formerly missing foreign nationals, up from 196. (Task
Force)

5. (U) USDA is deploying personnel to Little Rock AFB and
other locations to inspect MREs and other food aid. (Task
Force, Task Force/FEMA e-mail)

6. (U) Department of State-South has worked out a process


by which consular officials from the nine permanent
consulates in New Orleans may visit their offices. DOS-
South will communicate those procedures tomorrow morning.
Procedures will also be provided to allow other missions
to visit New Orleans accompanied by DOS-South personnel
and Louisiana State Police. British Ambassador David
Manning is scheduled to visit Baton Rouge tomorrow. (Task

7. (U) NORTHCOM is now coordinating an ID system to track
