Program Manager at the World Bank
Worked with a team of hardware and software people .
Supervised a team of six (06) senior technicians and technicians (various specia
lties).
The projects ranged in value from half a million dollars to two million dollars.
Managed and controlled the budget for all these projects most of the time work
ed on more than one projects at a given time. Completed most of the projects we
ll within time and under budget.
Planned, directed and coordinated activities of designated telecommunications pr
ojects to ensure that aims, goals, objectives are met in accordance with prescri
bed priorities, time limitations and funding constraints.
Managed, planned and supervised all telecommunications related activities i. e.
Requirement analysis, System specifications, hardware and software selection, re
commendations, etc.
Developed and assisted in the development and writing standards and procedures f
or use inside The World Bank Head Quarters, Distance Learning Sites and country
offices.
Explored & researched new materials & equipment for possible use in the Global T
elecommunication Network. Planned furniture, audio/video equipment, desk top co
mputers and other telecommunications equipment layout on the basis of the archit
ectural drawings of various distance learning sites.
Assembled, configured, tested and installed video conference (PictureTel) equipm
ent. Provided second tier maintenance and trouble shooting support for the same
equipment.
Assisted, the Arbitration Panel, in resolving conflict between the client, manag
ement/staff and/or other service providers.
Coordinated the efforts of architects & engineers from the country offices & the
architects and engineers at the Head Quarters to ensure that all local & US bui
lding codes & other regulations are met.
Managed and planned the installation, configuration, testing, and acceptance of
the necessary hardware and/or software in various communication equipment (i.e.
File servers, Multiplexers, Bridges, Routers, Gateways, etc.).
Coordinated and controlled the logistics of equipment (hardware and software) in
to the Staging Area and to the country offices all over the world.
Developed staffing plans and established work plans and schedules for each phase
of project.
Recruited personnel for the Staging Area. Conferred with staff, designated respo
nsibilities and established scope of authority.
Directed and coordinated activities of project through delegated subordinates an
d established budget control system.
Reviewed project reports on status of each phase and modified schedules as requi
red. Wrote comprehensive summary for senior level management, incorporating repo
rts from specialty and project engineering and construction management.
Managed and coordinated the configuration and testing of equipment before shipme
nt to various Country Offices to be interconnected under the World Bank's Global
Telecommunications Network.
Developed schematic and mechanical layout, of communications equipment, for vari
ous country offices & distance learning sites to be interconnected under the Wor
ld Bank's Global Telecommunications Network, using computer aided design and dra
fting software packages (AutoCAD 12, 14, 2000 & 3, FutureNet, etc.).
Established, maintained and regularly upgraded the telecommunications simulation
and test facilities and infrastructure in the Staging Area.
Checked the country office telecommunications systems for anomalies, investigate
d the cause and provided recommendations to avoid future recurrence.
Ordered and maintained inventory of standard communications equipment and compon
ents used internationally at various country offices.
Regularly revised and upgraded the design and/or relevant documents and ensured
all modifications are duly incorporated in all plans.
Coordinated, monitored and controlled the assembly, testing, disassembly, packag
ing and shipping phases of various country office telecommunications (data and v
oice) and Distance Learning projects.
Successfully introduced new materials and equipment.
Provided first tier support for the Satellite links to the Global Distance Learn
ing sites.

* The development of the World Bank standard software package "Enterprise Networ
k".
* The design and subsequent installation of the "Enterprise Network" Infrastruct
ure at the World Bank Head Quarters.
* The design, test and installation of the Global Distance Learning Network of t
he World Bank.
* The testing of the SAP R4 software package for its compatibility with the Worl
d Bank communications infrastructure.
* The testing of single and multi protocol communications equipment.

Trained the staff (04 people), Quality and Production, on various aspects of the
Quality Assurance Manual.
Conducted and coordinated regular and surprise Quality Audits to ensure complian
ce with laid out policies and procedures.
Conducted and coordinated Quality audits and inspections of vendors' facilities
to make sure material suppliers were in compliance with all Quality policies and
procedures.
Participated in Quality Audits of own facilities by Clients and customers.
Conducted and coordinated "Defect Analysis Studies," recommended corrective acti
ons and prepared plan of action for disposal of defective parts and material.
Performed production and project quality assurance, quality control and cost est

cs, heat dissipation etc.

Participated in the manufacturing process review, with Production Personnel, to
make sure that the processes selected make optimal use of available resources.
Developed and implemented Total Quality Management (TQM), Total Quality Leadersh
ip (TQL), and management of quality and reliability programs.
Supervised design, installation and operation of telecommunications equipment e
nclosures, jigs, fixtures, wastewater treatment plants and storage, handling, tr
ansportation, and management of hazardous materials.
Extensive working experience with ASTM, ASME, and ANSI codes and with Military
Specifications.
