Perspective
As you are aware, the Union Budget, 2011 was presented by the Finance Minister on 28th
February, 2011. Historically Ministry always announces large no. of amendments
particularly in Excise & Service Tax and this year is not an exception to that. Therefore,
the industry in general and the Finance, Taxation and Commercial executives in particular
are required to know the implication of Budget proposals in Excise and Service Tax to
their industry.

In the Budget, 2011, following major amendments are made / proposed in CENVAT and
Service Tax :
• Relaxation given for voluntary compliance by the assesses
• Definition of “input” and “input service” revised, listing out inclusions and
exclusions
• Provisions related to obligations of service provider of taxable & exempted
services re-casted
• 2 new services notified and scope of 7 existing services expanded
• Scheme of exemption under Service Tax to SEZ revised
• New set of Rules “Point of Taxation Rules, 2011” provides obligation to pay
Service Tax on deemed service provided
