The Public Service Commission (PSC)
has completed its first functional review
of five ministries of government.
PSC Permanent Secretary Parmesh Chand
said from the functional review exercise
they were able to obtain figures which
would help them in their reforms.
“This exercise has come up with a figure
in five ministries, I cannot give you the
figure but it has come with a figure of the
number of extra staff which exists and the
cost savings which it can incur” Chand
said.
“The five ministries are Ministry of
Health, the Ministry of Education,
Ministry of Works, Transport & Public
Utilities, Ministry of Agriculture and the
Ministry of Fisheries & Forest.

subjected to this and the results have been

Mara’s statEMEnt in changEs
A chief has disputed Ratu Tevita Uluilakeba
Mara’s statement that he was out fishing
for three days before he was “rescued” by
the Tongan Navy at southern Ono-i-Lau.
Tui Ra Tevita Koroi said villagers
of Nabukelevu-i-ra saw Ratu Tevita,
commonly known as Roko Ului, at the
Nagigia Island Resort in Kadavu before
making his escape.
Mr Koroi also told of unusual activity in
the area at that time, including a foreign
navy vessel.
Roko Ului had told the international media
that he went fishing by himself from
Sunday to Tuesday, ran into difficulties
before being rescued by the Tongan naval
vessel at southern Ono-i-Lau.
Mr Koroi said Roko Ului booked into the
resort on May 8 and was regarded like any
other normal guest.
“When we heard in the news that he had
escaped to Tonga, the news of his stay
in the resort was brought to light by the
workers and I decided to report the matter
to police,” he said.
“I believe if I did not report it, then his
whereabouts before he reached Tonga
would have not been known because this
place is relatively quiet and probably that
was the reason he chose to come here.”
Mr Koroi revealed that there were a lot of
unusual activities on the day Roko Ului
fled, including the fact that there was more
than the usual number of vessels in the
area.
One such vessel identified on May 9 was a
foreign naval vessel, believed to be the one
from Tonga.
Mr Koroi said that on the day of Roko
Ului’s departure, there was also a local
fishing vessel anchored off Nagigia Island,
which made contact with the naval vessel.
“The captain of the vessel is from
Talaulia Village (further up the coast) in
Nabukelevu District and they came to get
some root crop supplies in exchange for
fish,” Mr Koroi explained.
“Some men from the village were drinking
kava on board when the naval vessel was
spotted near the island and when the captain
made contact, the response received from
the captain of the naval vessel was that
they were from Vanuatu and they were
responding to a distress call in the area.”
Mr Koroi said the men could make out
the number 203 on the vessel, which they
described as similar to the Fiji naval vessel.
He said it was new for them to see a foreign
naval vessel in the area.
Apisai Bolatuku, 36, a resort worker who
transported Roko Ului and a European
man from the resort to the launch said they
had left for about three hours before the
naval vessel was sighted.
“It was heading in the same direction,” Mr
Koroi said.
A self imposed kava drinking ban
is bringing about change both in the
economic and social well being of a
village on Ovalau Island.
The ban dictates that Vuma villagers
within Levuka district cannot drink kava
from Mondays to Thursdays because
these are days dedicated to farm work and
generating an income.
Since the ban started five months ago,
farming production outputs increased
significantly.
Turaga na Roko Tui Vuma Usaia Delai
said men of the village now camp in the
forests for up to three weeks at a time and
focus on planting cash crops, dalo and
yaqona.
The Vuma experience is indicative of a

Mr Delai said villagers imposed the ban
because they wanted not just to help

Attorney-General Aiyaz Sayed-Khaiyum
has been strongly attacked by those working
against the Government because they
are racist by nature, said Prime Minister
Commodore Voreqe Bainimarama.
Commodore Bainimarama said the people
of Fiji now know the caliber of people
who have been removed because these are
the people who are calling for sanctions
against Fiji as well as bringing back racist
politics for their own self interest.
He said there were a lot of professionals in
the public service who ran the government
but Mr Sayed-Khaiyum had been singled
out because he is Indo-Fijian.
“Everyone blames the A-G because he
is one of the two Indo-Fijians in cabinet.
It is more racial than anything else,”
Commodore Bainimarama said.
He also attacked statements from Tonga
by former 3FIR Commander Ratu Tevita
Uluilakeba Mara that his advice was not
heeded, saying the former officer was
immature.
Ratu Tevita is commonly known as Roko
Ului.
He fled to Tonga while on bail on a sedition
charge.
Commodore Bainimarama said: “If his
views are not accepted it is because his
views are not professional. If his advice is
not taken on board it is because it is not
constructive, but we the senior military
officers know Roko Ului and his advice
very well, it is mostly shallow and backed
with a lot of emotions.”
Commodore Bainimarama said Roko Ului
is not going against the government due
to alleged corruption but due to his own
personal actions which led to his removal.
The Prime Minister said: “It’s not because
of the allegations he is talking about, he
was removed for things he did that were
not supposed to be done and it started from
there and he talked against the Government
and went against the Government.
“He has now gone to Tonga and that’s the
end of the story for him.”

lawyer working for the Vanuatu
government after accusing him of
espionage.
Police sources told the Australian
reporter that some documents allegedly

A 25-year-old father of two has been
jailed for 11 years after he pleaded guilty
to robbery with violence by High Court
Judge Justice Priyantha Nawana at the
Lautoka High Court.
Isei Turagakula was part of a group of
men that stole cash and other valuables
from three different Lautoka service
stations in May 2007.
The men wore masks and were armed
with cane knives and pinch bars when
they robbed the service stations between
6.30 to 7.30pm.
The men are said to have stolen cash and

out their acts of robbery by invading the

Bainimarama said the statement issued
by the Tongan government is their
interpretation of the events that took place.
“That’s their interpretation, ours is that
his extraction by the Tongan Navy was
illegal,” Commodore Bainimarama said.

task order under this IDIQ for USD$92.6
million. The project is on a design build
basis, and is for work to be executed in
Baghdad, Iraq. PLS JV intends to submit
competitive proposals for each Task Order

would not only provide social security but
also act as stimulus to growth through local
savings.” If the giveaway of denomination
of shilling and pound was not there, one
could have assumed this was a report to
NZ Prime Minister John Key, urging him
to implement a compulsory KiwiSaver and
pension scheme for New Zealand.

J. E. Ashford Report to Fiji’s Legislative
Council in 1961 when Fiji was far ahead of
its developed neighbours to have introduced
compulsory Fiji National Provident Fund
(FNPF) pension and saving scheme over
half a century ago. While New Zealand
did emulate such a scheme under a Labour
Government some fifteen years later, it
was subsequently scrapped by a very non-
visionary leader. No sooner had National
Party’s Robert Muldoon came to power,
than he scrapped a similar compulsory
saving scheme in 1975. It has been pointed
out on many occasions that this had been
one of the worst political decisions made
in New Zealand. Had that been allowed to
survive, it has been estimated that today,
such a saving scheme may have delivered
a saving to the tune of some $240 billion
dollars. If National Party leadership had
been more visionary and retained the
compulsory saving scheme in 1975, its
savings delivered today would not only have
kept away the international rating agencies
from knocking on NZ’s doors, but may have
also enabled them to borrow when in dire
straits like natural disasters or man-made
finance company collapses. That may have
also saved the Finance Minister Bill English
from presenting such a dreary budget over
half a century later.

art of saving from their neighbours who
had recently emerged from traditional,
subsistence and village way of life. India-

in the Tuamotu Archipelago.
The “Tavaru fleet” made a long stop in

All the crew from the Pacific reportedly
received a warm welcome.
Most of the outrigger had left Auckland,
New Zealand, a few weeks ago.
A Tahitian outrigger canoe, “Faafaite”,
also takes part in this adventure.
After the Tuamotu Archipelago, the
outrigger canoes are now sailing to the
Marquesas Islands.
And after the stop in the Marquesas, the
“Tavaru fleet” is scheduled to go Hawaii.

A man who allegedly masterminded the
robbery of more than $50,000 and cheques
from a supermarket manager in 2007 has
been sentenced to ten years in jail by the
High Court in Suva.
Tadeo Qarasaumaki was hired by the
company to guard its general manager,
who was to do his banking on August 20,
2007. The court heard that Qarasaumaki
had made plans with others to rob the
supermarket.
The company cashier on the same date had
given a total of $53,166.85 in cash and
cheques to the manager, who was to bank
the money.
However, the bank delivery turned sour
when about five robbers who were waiting
nearby attacked him upon a signal from
Qarasaumaki.
The robbers smashed their into the
manager’s vehicle, punched him several
times and fled with the bag containing the
$49,776.39 and $3,390.46 in cheques.
He, however, pretended as if nothing
happened and continued to deny his

this is traditionally the start of cycling
season around the province. May 30
to June 5 also marks the annual Bike
to Work Week in British Columbia.
This means more bicycles will be on
the road and the need for cyclists —
and other road users — to take extra
caution. We all need to share our
roads responsibly and respectfully.
There are approximately 1,300
crashes, 1,400 injuries and 10
fatalities involving cyclists each year
in B.C. — a number that has stayed
consistent but it is still too high.
We can all do our part to help make
these numbers even lower — here are
ICBC’s top five safety tips for cyclists
and other roads users to consider:
tiPS for cYcLiStS:
no. 1 — Brighten up: Bicycles can
be hard for other road users to spot
in the mix of busy traffic so cyclists
need to be as visible as possible.
Bright, reflective clothing is the
best option for the rider, while the
bicycle itself needs to have lights. If
you ride at night, your bicycle must
be equipped with a white headlight
visible at 150 meters, and have a rear
red light and a red rear reflector. Even
if you are doing all of these things,

facebook.
A new survey by recruitment firm Robert
Half has found that more than a third of
employers in accounting and finance admit
to checking potential candidates’ Facebook
profiles before offering them a job.
“Given this reality, candidates need to be
aware of their social media ‘footprint’ when
applying for jobs,” Robert Half director
Andrew Brushfield said, releasing the
survey findings.
“As a general rule of thumb, if there is
anything online that employees don’t want
their colleagues or bosses to see, they should
remove it.”
The survey also found 23 per cent of
employers are using social media to recruit,
while a third of employees say they are
comfortable being “friends” with their boss
on sites such as Facebook and LinkedIn.
Still, the survey also found 36 per cent of
surveyed employees in the finance and
accounting industry have seen the use
of social networking sites damage other
people’s workplace relationships.
“While social media has helped foster a
more interactive and sociable working
environment, it is completely blurring the
boundary between people’s personal and
professional lives,” Mr Brushfield said.
“Before people ‘friend’ their bosses,
colleagues and clients, they need to think
about the long-term implications it could
have on their professional life and career
development.”
The survey of 416 finance and accounting
employees, and hiring managers, found
only 38 per cent of companies had a clear
social media policy in place for employees.
Forty-three per cent of companies that allow
their staff to access social media sites at
work either don’t have a clear social media
policy in place, or don’t have a policy at all.
“All organisations should have a clear social
media policy to ensure that their staff use
social media appropriately at work, and
don’t damage the company’s corporate
reputation,” Mr Brushfield said.
Mr Brushfield offered a number of tips to
workers and jobseekers to help manage their
Facebook presence, such as “untagging”
themselves from an embarrassing
photograph, and being aware of the various
groups they join if their colleagues, bosses
and clients are “friends”.

social network games and posting their
results, Mr Brushfield questions whether
professional contacts really want to know if
you have bought a new cow on FarmVille.

a BoLLYwood studio has dismissed
a complaint from a group representing
oppressed low-caste Hindus, asking
for a top actor to be removed from a
starring role in a new film because of his
background.
Prakash Jah Productions said a Dalit
activist group had asked for Saif Ali Khan
to be dropped from the film “Aarakshan”
(Reservation).
The group said it was “vehemently
opposed” to Khan’s casting as a Dalit
“because he is of Muslim royal heritage”,
which made him unsuitable for the role.
India’s 160 million Dalits were once
known as “untouchables” and given
the most menial jobs. Many still face
discrimination, are forbidden to use
communal wells and excluded from
social events, despite anti-discrimination
laws.
But Bollywood director Prakash Jha,
head of the production house, said in
an emailed statement that the group’s
argument was “absurd and totally
goes against the spirit of freedom and
equality”.
He has now sent an open letter to the group,
stating that it was impossible to recast the
role as shooting had finished.
He added: “India is a fully democratic
country with full rights and freedom to
tell stories through our movies. Social,
political and religious issues can be spoken
about and depicted on screen.”
The film, which also stars Amitabh
Bachchan and Deepika Padukone, is a
drama based on the controversial policy of
reserved posts in jobs in government and
the education sector based on caste.
Jha said Khan had been chosen purely for
his acting abilities and promised to show
both sides of the “reservation” argument.
The group’s call for Khan’s removal
“increases discrimination”, he added.
Saif Ali Khan is a Bollywood A-lister
and sometimes referred to as the “chota
nawab” (little prince). His father, Mansoor
Ali Khan is the ninth Nawab (Muslim
prince) of Pataudi and a former India
cricket captain.
His grandfather, Iftikhar Ali Khan, the
eighth nawab, played cricket for both India
and England.

bear. Then frantic relatives searching for
toddler Skyular Logsdon spotted his red
T-shirt and pants, torn, rain-soaked and
wrapped around a telephone pole.
The little boy hasn’t been seen since
Sunday night when a massive tornado
ripped through the center of Joplin,
Missouri, killing at least 118 people and
leaving many more missing.
As search teams took advantage of a break
in the bad weather Tuesday to look for
survivors under mountains of wreckage,
Skyular’s relatives carefully lifted up the
wooden beams and twisted metal of what
was once his home.
Relatives prayed for signs of life from the
boy, who was about 15 months old. His
injured parents had been found and taken
to a hospital.
“We have searched every morgue, every
hospital, every place we can think of,”
said Rusty Burton, a step-grandfather to
Skyular. “I looked at every piece of this
house I could.”
The discovery of the young boy’s clothes
on the telephone poll nearly 200 yards
away was gut-wrenching.
“It’s all torn up. I don’t want him to have
been wearing this,” said relative Pamela
Tate, sobbing as she gripped the wet, tiny
clothes. “All I want is for him to be alive.
That is all I want.”

A high-rolling blackjack player from
Pennsylvania says he’s the gambler who
has won about $15 million overall at three
Atlantic City casinos over the past six
months.
Don Johnson of Bensalem said that he’s
quite thankful for his run of good luck,
though he’s also lost an unspecified
amount during his hot streak and has paid
“millions in taxes.”
And while Johnson’s unwilling to disclose
his betting strategy, he told the newspaper
there’s nothing underhanded about his
success. He doesn’t consider himself a
professional gambler and emphatically
denied cheating or being part of an
organized gambling ring.
“I’ll take luck over any other skill,”
Johnson said with a laugh. “There’s no
magic to this. Eventually, someone would
whack them. I’m just glad it was me. I’m
not breaking any laws,” he said. “I’m
beating them with my own skills.”
Johnson says he won $4.23 million at
Caesars Atlantic City in December alone
and took in about $5 million at the Borgata
Hotel Casino & Spa over a five-month
stretch. But his biggest success came when
he won $5.8 million during a 12-hour spree
at Tropicana Casino and Resort in April, a
record loss for the casino.
Casino officials have previously confirmed
that one player had recently won millions
of dollars playing high-stakes blackjack
but declined to identify the person, citing
privacy concerns.
The newspaper reported Sunday that it
had confirmed Johnson’s accounts with
multiple sources within the casino industry.
And one expert told the newspaper it was
entirely plausible for one player to win
so big at blackjack, if they had sound
knowledge of the game, deep pockets and
exercised self-discipline.
The 49-year-old Johnson is chief executive
officer of Heritage Development LLC,
which uses computer-assisted wagering
programs for horse racing. He started
gambling at casinos about 15 years ago,
placing $25 bets at blackjack tables. As he
became more proficient, he transitioned
into high-stakes wagering – for example,
the Tropicana last month allowed him to
bet up to $100,000 a hand.
But his run of good luck has caused some
setbacks.
Johnson says he’s been banned at the
Caesars and Harrah’s casinos in Nevada
and was turned down by Resorts and
Trump Taj Mahal Casino Resort in Atlantic
City. And he says casinos no longer offer
him a 20 per cent discount on his losses
or shower him with other high-roller perks.
“I don’t think they will let me play
anymore,” he said of the Atlantic City
casinos. “But it’s not going to change my
life. If I don’t play blackjack, I’ll just go to

to 7.1 million fewer girls than boys up to
age six, a gender gap that has widened
by more than a million in a decade,
according to a study.
In Indian families in which the first child
has been a girl, more and more parents
with access to prenatal ultrasound testing
are aborting a second female in the hope
that a subsequent pregnancy will yield a
boy, said the study.
The increasingly lopsided ratio of girls to
boys is larger in wealthy households than
poorer ones, the researchers reported.
Between 1980 and 2010, they estimate,
four to 12 million girls were aborted
because of their sex.
“Selective abortion of female fetuses,
usually after a firstborn girl, has increased
in India over the past few decades, and has
contributed to a widening imbalance in the
child sex ratio,” they conclude.
The female shortfall for the zero-to-six age
bracket was 6.0 million in 2001, and 4.2
million in 1991.
“Increases in selective abortion of girls
are probably because of persistent son
preference combined with decreases in
fertility,” the authors say.
The number of children per Indian woman
fell from 3.8 in 1990 to 2.6 in 2008.

From 2001 to 2011, the practice increased
at a rate of 170 per cent, slowing from 260
per cent over the previous decade.
In the study, researchers led by Prabhat
Jha of the Centre for Global Health at the
University of Toronto, analysed census
data from 2011 and earlier.
They also examined more than 250,000
births from national surveys to calculate
the difference in the girl-boy ratio for
second births in families in which the first-
born child had been a girl.
They found that this ratio fell from 906
girls per 1000 boys in 1990 to 836 girls per
1000 boys in 2005, an annual decline of a
half of a per cent.
Declines were much greater in mothers
who had gone to school for at least 10
years than in mothers with no education at
all. The same trend held true for wealthier
households compared to poorer ones.
If the first child was a boy, however, there
was no drop in the girl-boy ratio for the
second child, showing that families –
especially those better off and more
educated - are far more likely to abort girls
if the firstborn is also female.
By contrast, “we did not yet see any clear
evidence of selective abortion of firstborn
female fetuses”, the researchers said.

Finance Minister Jim Flaherty said
Wednesday the Conservative government
will present its budget on June 6 and that
it will restate commitments made in March
and add a couple of promises made during
the campaign for the May 2 election.
The new measures include an end to
political party subsidies and compensation
for the province of Quebec for harmonizing
its sales tax with the federal tax, Flaherty
told reporters.
The budget will also show the government
2014-15, one year earlier than previously
estimated, he said. However, the extra
$4 billion in savings that allows for that
projection will not actually be recorded
in the budget until 2012, when a spending
review is completed.

daunting task of breathing new life into

electoral drubbing in its history.
The party’s national executive is expected

caretaker until a full-time leader is chosen.
A decision on that will be made next month,
but the party doesn’t want a leadership race
to start until as late as February 2013.
Rae, a former Ontario premier, beat out

The party had imposed three conditions
for the interim job. Candidates had to be
bilingual, not engage in talks to merge with
the NDP and swear off running for the

1/4 cup low-sodium
chicken broth
2 TB water
1 tsp white rice vinegar

Thinking of Lord Satyanarayanji in his
mind, the woodcutter said “Whatever today,
I get from selling the wood, I will also do
this prayer.” So thinking, he kept the bundle
of wood on his head & left home-wards. On
the way home he went roaming in Sunder
Nagar for selling the wood. On that day, he
got four times more money than usual, for
the wood. Feeling happy, he went & bought
all the things necessary for the prayers (ie.
& proceeded home-wards. On reaching
his house & after cleaning it, he called his
family & did the prayer with due respect.
The reward of the fast was that, he became
rich & had all the pleasures of life on this
earth & in the end of his life he went to
heaven.

Chapter 3 :
Sadhuraj Narad said, “Oh Dear People!,
Now let me tell you another story. There
was a king named Ulkamuk. He was very
wise. He would go daily to the temple &
give donations to the Brahmins. His wife
was a pious & beautiful lady. At the banks
of Madhushala river, one day, when they
were doing Lord Shri Satyanarayanji’s
prayer, a wealthy business-man was
passing from there. He anchored his boat,
& went up to the king & asked him, “Oh
King, what are you doing with so much
bhakti? I wish to know- please tell me all
about it.”
The king replied, “Oh merchant! , I am
praying to the great Almigthy, the boon-
giver Lord Satyanarayanji for a son. The
merchant on hearing this, requested the
king to tell him all about the fast & prayer
as he was childless too. The king told him
the full details of the prayer & fast. After
hearing all the details, he decided in his
mind to keep this fast. The merchant then
left home-wards. On reaching home, he
told his wife Leelawati all about the fast &
prayer & said, “We will do this fast when
we get a child.”
One day, with the grace of Lord
Satyanarayanji his wife became pregnant.
In ten months time, she gave birth to
a beautiful daughter. They named her
Kalawati. Days passed by; one day,
Leelawati slowly & sweetly reminded
her husband about the prayer & fast &
merchant told his wife that during the time
of Kalawati’s wedding it would be easy to
observe the same; for at the moment he
was busy in his business; so saying he left
for his business trip to various villages.
Kalawati grew up to be a beautiful girl. When
the merchant saw that his daughter was of
marriageable age; he called the match-maker
& requested him to search an equal match
for his daughter. Hearing the merchant’s
request, the match-maker reached Kanchan
Nagar. From there, he brought the proposal
of a young handsome boy.
The merchant liked the proposal, for the boy
had all good qualities too. He then spoke to
marriage. The marriage was done with
all the religious ceremonies & rituals.
Unfortunately, the merchant forgot all about
his promise to do Lord Satyanarayanji’s
prayer & fast. The Lord got angry at the
false promise made by the merchant.
The merchant, after a few days, left for
his business trip with his son-in-law. They
anchored their boat in a beautiful village,
named Ratanpur. In those days, King
Chandraketu used to rule the village. The
Lord was angry with the merchant for
the false promise made by him, & so he
wanted to teach him a lesson.
One day, the thieves robbed the wealth of
the king & they went & stayed where the
merchant was staying. Seeing the guards
following them, they left all the loot over
hid themselves. When the guards reached
the merchant’s place, they saw all the
king’s wealth. Thinking them to be robbers,
they hand-cuffed the merchant & his son-
in-law & took them to the king & told him
that they were responsible for the theft.
The king, without questioning or listening
to them ordered to put them in a dark
cell. Due to Lord Satyanarayanji’s maya,
nobody heard them. Even their wealth was
At the merchant’s house, the thieves
robbed all their wealth & his wife &
daughter had to beg for their daily bread.
One day, begging for food, Kalawati
reached a Brahmin’s house where at that
time Lord Satyanarayanji’s puja was going
on. After listening to the prayer & taking
the prasad, she left for home. By that time,
it had become dark.
Leelawati was worried. She asked her
daughter Kalawati, why are you so late?
To which Kalawati told her mother, “Oh
Mother, today in a Brahmin’s house, I heard
a prayer. By doing this prayer & fast, all
Leelawati started doing all the preparations
for the prayer of Lord Satyanarayanji. She
did the fast & prayer & asked the Lord for
forgiveness & prayed that her husband &
her son-in-law should return home safely.

Finding Help
It’s a good idea to talk to someone about
your problems with school. Your mom,
dad, relative, teacher, or school counselor
will be able to help you. It’s especially
important to tell an adult if the problem is
that you’re being bullied or someone hurts
you physically.
Another good idea is to write down your
feelings about school in a journal. You can
use a journal or diary or just write in an
ordinary notebook. It’s a great way to let
out emotions that may be stuck inside you.
And you don’t have to share what you’ve
written with others.
If you feel disorganized or like you can’t
keep up with your schoolwork, your
teachers and school counselors want to
for help learning stuff. If all of your subjects
seem really hard, a school counselor can
help you sort things out. Special help with
schoolwork is available if you need it.
Try not to let the problems go on too long.
It’s easier to catch up on one chapter than
the whole book!

Vancouver Canucks beat San Jose Sharks
in 2 OT to advance to Final
Ryan Kesler gave the Canucks a chance,
Roberto Luongo kept it even and Kevin
Bieksa scored yet another goal that will
never be forgotten in Vancouver.
