District. Assistant Project Manager responsible for overseeing a datum conversio
n project. The District's elevation data are referenced to the National Geodeti
c Vertical Datum of 1929 (NGVD 29). Newer technologies, improved surveying tech
nologies, and more accurate spatial frameworks have antiquated NGVD 29. The Nor
th American Vertical Datum of 1988 (NAVD 88) was developed to take advantage of
modern surveying techniques and modern technology like GPS. Conversion of the D
istrict's elevation data and all related models, data systems, processes, and pr
ocedures to NAVD 88 will improve the accuracy and interoperability of the Distri
ct's elevation data and related work flows and is in compliance with state and f
ederal mandates. As part of the overall District Vertical Datum Conversion proj
ect, the Environmental Sciences Division has developed a detailed work plan to g
uide the conversion efforts within the Division.
Storm water Mapping Program, Phases I & II, Newport News, VA, City of Newport Ne
ws. Program Manager and Project Director responsible for scoping, negotiations,
and project execution on this contract to survey the City's storm water system
and use the collected data to develop GIS layers, which can be used for modeling
, environmental studies, and cartographic purposes. The field inventory and Glob
al Positioning System (GPS) survey were conducted with a two-pass approach, wher
e the first pass included field inventory and GIS database compilation using our
firm's custom-developed field data collection G2SmartMapping 4.0tm software to
collect the features and attributes of the sewer system. Project tasks included
locating (via GPS) and surveying approximately 10,000 manholes within 0.15-foot

Water Distribution System Operation Evaluation, Petersburg, VA, City of Petersbu
rg Department of Public Utilities Served as Deputy Project responsible for updat
ing the City's Cybernet model and using it for water quality analyses, including
trace and age analyses to recommend operating procedures. Appropriate tank ope
rating levels and pump station operations were included in the hydraulic analysi

ect execution on this contract to survey the City's sanitary sewer system and us

South Corridor Infrastructure Program (SCIP), Charlotte, NC, North Carolina Depa

QA/QC Manager responsible for a Web-based application development project. A s
ecure Web map interface was developed for NCDOT to monitor and manage dozens of
ongoing traffic and traffic-related improvement projects in the Charlotte region
. The intent of the site was to allow quick access to project-specific informat
ion, to coordinate road closing/rerouting, and to better notify the public of po
tential delays.
I-81 NEPA Assessment Project, Richmond, VA, Virginia Department of Transportatio
n. Served Project Manager for development of an ArcIMS and ArcSDE/SQL Server da
ta portal. GeoDecisions served as a sub consultant on this 18-month project, re
sponsible for all GIS and data tasks. An ArcSDE geodatabase was developed in MS
SQL Server to house all the data for the tiered National Environmental Policy A
ct (NEPA) document process for the entire I-81 corridor through Virginia. This
database contains data from federal, state, county, and municipal sources, total
ing more than 180 features to download and what format of data to obtain, either
shape file or Personal Geodatabase. The application then exports the entire fe
ature from ArcSDE, creates a WinZip file of the feature(s), copies the zip file
to an FTP download folder, and then sends the user a notification e-mail that th
e file is ready for download. The user then has the ability to manipulate this
data and upload it back to the ArcSDE database through a custom upload tool.
Norfolk Safe-Yield Model Upgrade, Norfolk, VA, City of Norfolk Department of Uti
lities. Project Deputy Manager responsible for the design, development, and impl
ementation of the upgrade to the Safe-Yield Model of Norfolk's water supply syst
em, which was accomplished using a hydrological application designed in Visual B
asic 6.0 and Access 2000. The upgrade involved revamping the front end and datab
ase to simulate the City's current water sources and usage patterns.
Bridge Information Needs Assessment, Carson City, NV, Nevada Department of Trans
portation (NDOT). Task Leader responsible for the development of a needs assess
ment for sharing bridge information throughout NDOT. Coordinated visioning and
data gathering meetings. Reviewed literature and documentation sharing of bridg
e information at NDOT; researched and evaluated existing GIS software products t
hat directly use bridge data. Provided recommendations for sharing bridge infor
mation systems on an enterprisewide basis, including software. Identified issue

Sewer Facilities Data Conversion Services, New York, NY, City Department of Envi
ronmental Protection Project Manager and Technical Architect responsible for qua
lity assurance and project performance for the conversion of New York's wastewat
er system data to a GIS platform. As part of a two-member team, our firm has dev
eloped an innovative and aggressive approach to converting NYCDEP's existing dat
a, which takes advantage of our strengths in engineering excellence, cutting-edg
e information technology, and well-qualified personnel. Currently, NYCDEP's syst
em drawings, plans, and other documents (numbering several hundred thousand) res
ide in hard copy format.
Utility Mapping, GIS, Asset Management, and GASB 34 Services, Lebanon, PA, City
of Lebanon Authority. Deputy Project Manager responsible for the conversion of
water, wastewater, and stormwater system mapping from paper to GIS format. Work
included transfer of system mapping information from varying paper map bases to
a single, accurate GIS map base developed from aerial photography. The GIS dat
abase was linked with the Authority's existing Hansen asset management software
to facilitate transfers of system data between software packages. Infrastructur
e asset inventories and data, including historic and present values, were compil
ed to assist the Authority in complying with Government Accounting Standards Boa
rd (GASB) 34 accounting requirements. The Authority serves a population of appr
oximately 57,000 people in the City of Lebanon and surrounding municipalities.
Water- Wastewater- Storm water, GIS Integration, Henrico County, VA, Henrico Cou
nty Department of Utilities. Project Manager responsible for digitizing 600 mil
es of storm sewer, 1,200 miles of sanitary sewer, 2,000 miles of water distribut
ion lines serving 78,000 customers, and the available right-of-way information f
or these utilities. Field-located approximately 80,000 water meters, 30,000 sewe
r manholes, and 30,000 water valves with Global Positioning System (GPS) equipme
nt and used this data to update the system. Developed a maintenance application
based on Arc Info 8.1 using an ArcSDE geodatabase on Oracle that facilitated fut
ure County maintenance of the utility information. Other applications developed
involve integrating the GIS data and existing databases with the Hansen, H2ONET,
and Storm water Management Model (SWMM) systems; integrating utility billing in
formation for water with the GIS; and developing a viewing application for on-si
te well and septic system scanned data.
Water- Wastewater- GIS Integration with Other Information Technologies (ITs), Au
gusta County, VA, Augusta County Service Authority (ACSA)/Augusta County. Proje
ct Manager responsible for the development of a GIS for modeling, analysis, IT s
ystems, and map-making purposes for the power (160 miles) and water (350 miles)
systems. The GIS is capable of integrating with the County's GIS and several in-
house data processing, billing, and supervisory control and data acquisition (SC
ADA) systems used by the ACSA. The turnkey solution is based upon ESRI's ArcInfo
and ArcSDE, with an extension for data maintenance. The scope of services requ
ired by the ACSA consisted of seven primary tasks that included tying the utilit
y systems to county plan metrics; converting the wastewater collection system; c
onverting water distribution system data; developing a data maintenance applicat
ion; providing access and integration with other systems, including SCADA, busin
ess information, Storm water Management Model (SWMM), H2ONet, and HTE billing so
ftware; providing data correction via field-verified Global Positioning System (
GPS) data; and providing complete GIS setup, training, and documentation.
Subject Matter Expert for Europe an Commission- Republic of Algeria, Ministry of
Water Resources Republic of Algeria, Ministry of Water Resources: part of a tea
m of 5 Subject Matter Expert appointed by the European Commission to conduct a t
en year Strategy study and Identification Mission of Water infrastructure for sa
ving and efficiency purposes. The European Commission has allocated $38 million
to the Ministry of Water Resources to conduct and implement a logical framework
for water infrastructure. The purpose of mission was to conduct a comprehensive
study that included five major topics: (1) Developed a legal framework under whi
ch each government agency can perform and provides a clean and potable water to
all citizens, (2) Developed a strategy to monitor water resources, quality, and
modeling, ( 3) Developed a comprehensive approach to accurately quantify and
balance supply and demand, (4) Developed an enterprise GIS, water modeling and
CIS, (5) Developed guidelines for training and continuous education.
Utilities GIS Integration for Water, Cleveland, OH. Served as Project Manager wo
rking as part of a team on a multiyear project for a number of utility (water an
d wastewater), database design, modeling implementing and testing including digi
tizing water distribution lines serving 150,000 customers and the available righ
t-of-way information for these utilities. Developed a maintenance application b
ased on ArcInfo using an ArcSDE and Oracle database that facilitated future City
maintenance of the utility information. Developed other applications to integra
te the GIS data and Oracle database, H2ONet, and utility billing information for
water and provide a viewing application for on-site well and septic system scan
ned data.
Wastewater Master Plan, Detroit, MI, Detroit Water and Sewerage Department (DWSD
). Project Engineer responsible for development of the Wastewater Master Plan f
or 2050. The key objectives comprising the master plan included the following: (
1) help customer communities control their sanitary sewer overflows (SSO); (2) o
ptimize the use of existing facilities to control SSOs through the regional conv
eyance system and by using the capacity of combined sewer overflow (CSO) treatme
nt facilities; (3) eliminate capacity constraints and adjust contract limits wit
h the DWSD collection system through new wastewater service contracts so that th
ere is a consistent level of service to all customers; (4) expand efforts for re
habilitation of infrastructure to maintain and extend the useful life of the sys

Water Works Park Alternatives Study, Contract for the Detroit Water & Sewerage D
epartment - Evaluated several alternatives involving different production capaci
ties at water treatment plants in the water system. By dynamic modeling, develo
ped associated water transmission improvement needs for short and long term proj
ections of the alternatives. Performed cost analyses including system improveme
nt capital and O&M costs.
* Department-Wide Hydraulic Modeling - Project Engineer responsible for hydrauli
c modeling requirements and specifications for Detroit Water and Sewerage Depart
ment instrumentation, control and computer system.
* Watershed Modeling - Project Engineer responsible for quality and quantity mod
eling for the Rouge River as part of the Wet Weather National Demonstration Pro
ject.
* System-Wide Hydraulic Modeling - Project Engineer, responsible for designing a
nd performing hydraulic modeling using SWMM-EXTRAN for the Wayne County Downrive
r Collection System and the Greater Detroit Regional Sewer System (GDRSS).
* Floodplain Analysis and Permitting - Project Engineer responsible for the hydr
aulic analysis for a state floodplain permit in Wyandotte.
* Erosion Control - Project Engineer responsible for design of erosion protectio
n system for a storm water outlet for the Oakwood Pumping Station in Detroit.
Warren Wastewater Treatment Plant (WWTP) Project Plan for Biosolids Improvements
: Project Director for a comprehensive project plan to evaluate alternatives for
biosolids processing and disposal at the Warren, Michigan 50-mgd WWTP. The alt
ernatives included chemical stabilization, anaerobic digestion, land application
, and incineration with various methods of dewatering. The project plan also in
cluded an evaluation of all plant components, including the preliminary, primary
, secondary and tertiary treatment processes.
Wastewater Treatment Plant Sludge Disposal As Project Manager, led a multi-disci
plinary staff in the analysis and development of an innovative process for waste
water treatment plant sludge disposal at the 800 mgd Detroit Wastewater Treatmen
t Plant. The process utilizes a natural pressure in a 5,000 foot deep well to o
xidize sewage sludge to inert materials. The project evaluated the reaction pro
cess, thermodynamics, construction techniques, operation and controls and enviro
nmental impacts.
Johnson Creek Headwaters Protection and Storm water Management Plan, Salem Towns
hip, Washtenaw County, Michigan. This project was a study of the upper reaches o
f the Johnson Creek, a cold water tributary of the Rouge River, in Salem Townshi
p. It involved flow monitoring at several locations on the Creek and rainfall me
asurement at Salem Hamlet WWTP. Also required was the extension and calibration
of the existing SWMM RUNOFF and TRANSPORT model of the watershed. A SWMM EXTRAN
model was also developed using a field survey of creek cross-sections. This cali
brated model was used to determine the impact of future development, and to prep
are a Storm water Master Plan outlining the best management practices required t
o protect the quality of the stream.
Wastewater Facilities Data Conversion and Mapping, Wayne, MI, Project Manager re
sponsible for quality assurance, GIS database design, and complete data conversi
on services for wastewater system. Initially, a geodatabase was designed to sup
port current and anticipated future needs. The geodatabase design incorporated p
redefined domains, subtypes, and topology to assure a quality database that supp
orts future network modeling. The wastewater geodatabase was compiled from diffe
rent digital and hard copy sources including hard-copy record drawings, digital
CAD files of new developments, and historic hard-copy index maps. The sources of
information were scanned and georeferenced to high accuracy orthophotos and dig
itized on screen. Following the data conversion, a new system map was produced,
and the GIS data was packaged with Arc Reader to support mobile viewing and quer
ying of the GIS database.
Design, Expansion and Rehabilitation of 8 Wastewater Treatment Plan and 20 Pumpi
ng Station Tunisian Ministry of the Environment and Urban Planning. Program, Man
ager and Project Director responsible for development of the Wastewater Master P
lan for 2020. The key objectives included the following: (1) help customer commu
nities control their sanitary sewer overflows; (2) optimize the use of existing
facilities to control through the regional conveyance system and by using the c
apacity of combined sewer overflow (CSO) treatment facilities; (3) eliminate cap
acity constraints and adjust contract limits with ONAS "Office National de l'Ass
inissement Souterrain" collection system through new wastewater service contrac
ts so that there is a consistent level of service to all customers; (4) Conducte
d cost-effective reductions of dry weather inflow/infiltration.
