Functioned as a highly respected member of the Naval Criminal Investigative Serv
ice (NCIS) Norfolk Field Office (1987-2009) successfully leading/training NCIS S
pecial Agents in accomplishing various complex law enforcement missions which re
quired interfacing with Navy Seniors, and federal, state and municipal law enfor
cement officers. Functioned as a seasoned Subject Matter Expert (SME) regarding
the investigations of homicide, rape, theft, fraud, fire/arson, and sabotage (w
rongful destruction). Substantive experience with aircraft carrier death inves
tigations; strong active proponent of a culture of safety within the Department
of the Navy (DON).
As the NCIS Special Agent for the Navys Mid-Atlantic Regional Investigations Co
ordinator: Planned, developed, organized, and controlled daily investigative op
erations for the Navys detectives assigned in the Hampton Roads area. Provided r
egular interview training and case review mentoring regarding the conduct of man
aging an active complex caseload, including establishing and documenting appropr
iate investigative strategies for successful case resolution during the conduct
of theft and fraud investigations.
Regularly participated in the selection process to appoint and promote Senior D
epartment of Navy Civilian Police Officials, including Chief of Police equivalen
ts in the Norfolk/Virginia Beach, VA area. Participated in the in-depth Recruit
ing and Hiring of NCIS Special Agents and civilian Department of the Navy Detect

took one year. One suspect located overseas. Investigative excellence led to
incarceration of all perpetrators.

Human remains collected were best evidence in this investigation.

investigation.
ORGANIZED AND LED A TEAM (GROTON, CT) providing focus and clarity regarding a hi
gh profile National Security/Espionage investigation for Navy/NCIS Seniors. Sen
sitive afloat asset (submarine) involved regarding Communication of Classified I
nformation to a Foreign Government.
