Mr. Oates has experience performing program and construction management for inst
itutional, commercial, educational, and capital projects. His expertise include
s project management, scheduling, claims prevention, quality control and safety,
and change order pricing, estimating and negotiating. Before joining RBF, he w
as a Project Director with the State of California, Department of General Servic
es, Real Estate Services Division, Project Management Branch (RESD-PMB), where h
e was responsible for providing management and oversight of major capital outlay
projects starting from the schematic and planning phases through design and con
struction. His responsibilities required him to interact independently with cli
ent agencies and on the behalf of the client on all aspects of a project, includ
ing such issues as funding, scoping, environmental documentation, regulatory per
mitting, codes, tenants, contracts, design, construction administration, close o
ut, and claims.

RELEVANT MR EXPERIENCE:
Effluent Disposal Pipeline, Sierra Conservation Center (Jamestown, CA) 2000-2010
- Mr. Oates performed the duties of Project Director with RESD-PMB for his proj
ect to convey approximately 1.2 MGD of tertiary effluent from an existing prison
facility. Project elements consisted of a new pumping station at the prison s
ized to meet peak flows; 41,100 lineal feet of 12-inch diameter pipe from SCC to
new dam/reservoir; a new 370 acre-foot reservoir with approximate dam height of
65 feet and length of approximately 950 feet; pumping station at the new reserv
oir to convey 1.3 to 2.6 MGD of stored effluent from the reservoir to irrigation
spray fields for land disposal; and approximately 300 acres of irrigation spray
fields utilizing high-output sprinklers. CEQA compliance for this project inclu
ded a complete EIR with a mitigation monitoring component. The project also inc
luded extensive coordination with the Regional Water Quality Control Board for r
ecycled water beneficial reuse.
Department of Forestry and Fire Protection, Weaverville Forest Fire Station (Wea
verville, CA) 2007 - Mr. Oates performing the duties of Project Director with RE
SD-PMB was responsible for this $3.5 million capital improvement project. Incl
uded was mass excavation in a remote location (transforming the forest into a bu
ilding site) and new construction of a 14-bed barracks, two-bay apparatus buildi
ng, office building, emergency generator, 20,000 gallon water tank with three-ph
ase water pressure booster system and control system, fire sprinkler booster pum
p, retaining walls, and flammable storage building. Coordination on this project
included procurement of an encroachment permit from Caltrans. This project was
completed within the allotted budget and on schedule.
Department of Forestry and Fire Protection, Ft. Jones Forest Fire Station Constr
uction (Siskiyou County, CA) 2005 - Mr. Oates performed the duties of Project Di
rector with RESD-PMB and was responsible for this $2.9 million project that incl
uded the demolition of the existing Forest Fire Station facility and the constru
ction of a 12-bed barracks, two-bay apparatus building, dozer shed, and flammabl
e storage building. Coordination on this project included procurement of an encr
oachment permit from Caltrans. This project was completed within the allotted b
udget and about four months ahead of schedule.
California Science Center Parking Structure (Los Angeles, CA) 2005 - Mr. Oates p
erformed the duties of Project Director as an employee of the RESD-PMB for this
$25 million project that included the construction of a subterranean, four-level
2,073 car parking structure, interpretative gardens, street modification and as
sociated park signage. He was responsible for managing the project through the
bidding process and through the construction and acceptance of this project. Th
e project was completed on time and within budget.
California Department of Corrections and Rehabilitation, Folsom State Prison (Re
presa, CA) 2003 - as a Project Director with RESD-PMB, Mr. Oates was responsible
for six combined projects at Folsom State Prison: Branch Circuit Wiring Housing
Unit 1, 2, 3; Dental Clinic Renovation, Heating and Ventilation, and Gang Showe
rs Housing Unit 1. Due to space constraints and the lack of and availability an
d cost of security, this project received approval from the Department of Financ
e to combine six work orders into to one project with one contract. His duties
managing the project through the design process included meetings with the Warde
n and correctional staff to coordinate and gain internal agreements for the proj
ect construction activities, a step that was key to the success of this project,
including resolution of such issues as how many cells would be made available a
nd how many correctional officers would be required. During the construction pha
se Mr. Oates was present onsite at the prison to facilitate and mitigate issues.
The construction contractor was required to submit to tracking and logging of
all personnel, materials and tools used in the construction process. The buildi
ngs and immediately adjacent work areas remained occupied and functional during
the execution of this project. This project required constant coordination betw
een the Mr. Oates, the contractor and the institution. This $ 7 million project
was delivered on time and on budget.
Franchise Tax Board, Data Center (Sacramento, CA) 2001 - Mr. Oates performed the
duties of Project Director with RESD-PMB for this facility improvement project.
His duties included managing the project through the design process and throug
h the construction and acceptance of this project. This project involved the up
grade of the Data Processing Center at the Franchise Tax Board, which is a criti
cal facility for the fiscal viability of the State of California. The project co
nsisted of a major upgrade of all Uninterruptible Power Supply (UPS) units and a
ll Power Distribution Units (PDU), in addition to the normal and emergency power
system upgrade.
California Department of Correction, California Substance Abuse Treatment Facili
ty and State Prison of Corcoran (Corcoran CA) 1997 -Mr. Oates performed the task
and duties of the States Project Estimator representing the State of California
for the State Prison Project at Corcoran, CA. Mr. Oates was directly responsib
le for creating and negotiating change orders on Contracts with a combined value
in excess of $100M. Mr. Oates served as the DVBE minority consultant to the Pr
oject Construction Manager, Fluor Daniel, Inc. The work of the States Estimator
included the following Tasks: formation and clarification of scope for the chan
ged work; development of the State's Estimate, negotiating and finalization of e
ach Change Order, and final packaging of the completed CO. Administrative dutie
s included issue tracking through the maintenance of computer based logs, coordi
nation/organization of negotiations and final resolution of Change Orders and ot
her contractual issues.
California Department of Corrections Electrified Fence Project (Statewide) 1996
- Mr. Oates served as Project Manager at the direction of the California Departm
ent of Corrections for the construction, commissioning and closeout of the $20 m
illion Statewide Electrified Fence project. His responsibilities included coord
ination of field operations, interactive communication with the client agency,
preparation and negotiation of Change Requests, preparation of the bi-weekly Con
tingency Report, preparation of the Monthly Report, evaluation of Progress Payme
nts, creation of Claim Documents and project Closeout.
Historical Renovation and Conversion of the Federal Court House/Post Office (Den
ver, CO) 1996 - Mr. Oates served as the General Services Administration's Assist
ant Project Manager on the award-winning $30 million Historical Renovation and C
onversion of the Federal Court House/Post Office (the Byron White Federal Court
House) located in Denver, Colorado. His responsibilities included coordination
of architectural, structural and mechanical issues, coordination with user group
review of onsite space, coordination of asbestos and lead paint abatement with
other construction activities, and coordination of continued heating and cooling
requirements for off-site buildings during the construction phase. Mr. Oates a
lso conducted daily inspections of the site, negotiations of Monthly Progress Pa
yment with the General Contractor, management of Submittals and Requests for Inf
ormation, evaluations of Change Requests, and preparation of Weekly Progress Rep
orts. Post construction responsibilities include claims review, Punchlist remed
iation, mediation and project closeout.
University of Arizona, Addition and Remodeling of the Fine Arts Complex (Tucson,
AZ) 1992 - Mr. Oates served Project Manager for this $18 million project. Resp
onsibilities included coordination of University staff and equipment relocation'
s, coordination of asbestos abatement with other construction activities and coo
rdination of the construction schedule with ongoing educational programs. Mr. O
ates conducted Weekly Progress Meetings, managed Requests for Information (RFI's
) conducted daily inspections, evaluated Change Requests, prepared Monthly Progr
ess Reports and generally, represented the Owner in all matters pertaining to th
e Construction Contract.
California State Prison/Reception Center, Kern County (Wasco, CA) 1991 - Mr. Oat
es served as Assistant Project Manager (Bid Packages 3 &10) for the construction
of a $140 million, 5,000 bed prison and reception center that included librarie
s, gymnasium, classrooms and medical facilities to support the prison population
. His duties included field inspection, processing submittals, claims resolutio
n, and change order estimating and negotiation.
