v Minority Development:

ü Secularism is our tradition in West Bengal. Safety security, honour,


development and right of the Minorities is unhurt in the State.

ü A full fledged Department for Minorities’ Development was establishment


in West Bengal in the regime of Left Front. Before 1977 it was not even
contemplated. Education, employment, socio-cultural development of
the minorities during the last 33 years unique in the country.

ü In the year 1996 the Left Front Govt. constituted a statutory minority
Commission. At the same time the W.B. Minorities’ Development &
Finance Corporation was set up. The WBMDFC upheld the number one
position in the implementation of the schemes of National Minority
Development & Finance Corporation.

ü For the purpose of employment generation and vocational training


courses for the minority beneficiaries WBMDFC allocated a sum of rupees
456 crore for 1 lakh 77seven thousand 62 unemployed youths. West
Bengal is ahead in the country as per statistical report of the Govt. of
India.

ü The Left Front Govt. did a lot for the protection & preservence of the Wakf
properties in West Bengal. In the country West Bengal allocated a sum of

Rs. 70 lakh for the survey of the wakf properties. W.B. Wakf Board is doing
a lot for the welfare of the minorities. Meanwhile 13 girls’ hostels have
been constructed and 39 girls’/boys’ hostels are under construction. One
working women hostel is also being constructed at Park Circuss.
Scholarship and Stipend are also being provided to the poor students by
the Wakf Board.

v Remarkable aspects for the Minorities’ Development in West Bengal

ü 18% are minority beneficiaries in the distribution of patta lands by


virtue of land reforms.

ü More than 20% are minorities under Bangla Swanirvar


Karmasangsthan Prakalpa (BSKP).

ü More than 22% are minorities in getting Indira Abas Yojana Housing.

ü 33% are minorities under the scheme of Pradhan Mantri Gram


Swarojgar Yojana (PMGSY).

ü More than 37% teachers are minorities under MSK/SSK.

ü 9.7% are minorities in the Kolkata Police & West Bengal Police.

ü More than 22% are minority representatives in three tier panchyat


administration in West Bengal.

ü 21.8% are minorities in Swanirvar Ghosthi Swarojgar Yojana (SGSY).

ü Barring reservation 13% students are minorities in MBBS courses.

ü 30.04% students are minorities in Primary Education.

ü 23.49% students are minorities in Higher Secondary Education.

ü 26.96% students are minorities in the schools from V—VIII.

ü 21.22% students are minorities in Secondary & Higher Secondary


schools.

ü 10.24% are minority teachers under regular services.

ü 74.71% are minority students passed in Madhyamik Parikha 2009


where as 77.37% are overall result.

ü 78% are minority students passed in Madhyamik Parikha 2010 whilst


overall result is 79.86%.

v Reservation for minorities under OBC

ü Only the Govt. of West Bengal has implemented the


recommendation of Ranga Nath Mishra Commission .

ü At present 108 cummunities are OBC. In terms of notification of the


BCW Deptt. Govt. of W.B. 108 communities are backward out of
which 53 are of Muslims. 56 communities are more backward out
of which 49 are of Muslim community. 52 communities are
backward out of which 4 are of Muslim communities. 1,72,00,000
Muslim population are under reservation out of the 2,20,00,000
Muslim population in the State. It is a unique feature in the country.

ü 17% are OBC in terms of reservation in employment out of which


10% is for more backward class and 7% for backward class.

v Haj House

ü In the country nine Haj Houses have been constructed in nine


States. But in West Bengal two Haj Houses have been constructed,
one is at Dilkhusa Street, Park Circuss and another is at Kaikhali, VIP
Rd. Near Dum Dum Airport. Both have been constructed during
the period of Left Front Govt.

ü In the year 1977 Haj Pilgrims were nearly 400 but this year 10,200 Haj
pilgrims performed Haj at Mecca.

v District Minority Offices

ü To implement the schemes of Minority Affairs in a conducive


manner two Directorates in Kolkata and 11 District Minority Offices

have been set up viz. South 24 Pgns. North 24 Pgns. Nadia,


Murshidabad, Malda, Uttar Dinajpur, Dakshin Dinajpur,
Coochbehar, Bardwan & Howrah.

ü Besides, 7 minority offices (Minority Cells) have been set up viz.


Purba Midnapur, Paschim Midnapur, Hoogly, Bankura, Purulia,
Jalpaiguri and Darjeeling.

v Aggrendisement of Madrasah Education:

ü In the year 1976-77 a budget provision of Rs. 5 lakh 60 thousand


was for the Madrasah Education but in the year 2010-11 it is Rs. 610
crore.

ü W.B. Madrasah Education is now a pride in the country. In the year


1977 only 238 Madrasahs were in existence but in the year it is 605.
At present 1481 MSKs and SSKs. 200 new set up Maddrasahs will be
constructed soon.

ü In the year 1977 Madrasah students were 4,338 but in the year 2010
it is 4,78,000.

ü West Bengal Government is providing salary and pensionary


benefits to the teachers and non-teaching staff of madrasahs at
par with the other teachers of Govt. aided schools. The dignity,
safety and security of services of madrasah teachers are upheld at
par with the schools. Presently, 9,992 teaching staff are working in
the madrasahs where as it was 2,580 in the year 1977. 7,100
teaching staff is working in MSK and SSK.

ü In India Govt. of W.B. has first set up an autonomous Madrasah


Board . Enhancement of the number of staff and officials has been
made. Before 1977 there was no building for Madrasah Board.

ü At present two multi-storied building have been constructed. One


at Salt Lake (10 storied) and another at Haji Md. Mohasin Sq.,
Taltala.

ü Left Front Govt. has upgraded the status of Madrasah Education at


par with school education.

ü W.B. Madrasah Service Commission has been constituted during


the period of Left Front Govt. during 2007-09, 4,072 teachers have
been recommended by the Madrasah Service Commission out of
whom 89% are of minority communities.

ü The minority students are getting Rs. 250 from the Govt. for
purchasing books.

ü An incentive grant of Rs. 100 per month is being provided to the


girls students of class VIII-XII.

ü School dresses are being provided free of cost to the girls’ students
up to class VIII.

ü Regular Annual Sports of the students of madrasahs are being


conducted.

ü Twelve English Medium Madrasah are being established at par with


Zilla Schools with a cost of Rs. 80 crore.

ü 200 madrasahs are providing computer education and vocational


training.

ü Librarians have been appointed in all Higher Secondary


Madrasahs.

ü More than 11,400 new posts have been created in the Madrasahs.

v Minority Status to All Madrasahs

ü Minority status is conferred on all madrasahs during the period of


Left Front Govt.

ü Besides, minority status is conferred on W. B. Wakf Board, 10 hostels


run by the Board , W.B. Madrasah Service Commission, W.B.
Madrasah Board, W.B. Urdu Academy.

v Aliah University

ü Establishment of Aliah University in the year 2008 is a unique feature


in independent India. The university is declared as a minority
institute. In independent India there is none but Aliah University
having minority status.

ü The Minority Affairs & Madrasah Education Deptt. Govt. of W.B. is


providing fund allocation to the Aliah University for conducting
vocational training to the minority students. 90% of the expenditure

is being borne by the MA & ME Deptt. and 10% is being taken from
the students.

v Establishment of Aligarh University in Murshidabad

ü A new campus of the Aligarh University has been established in


West Bengal to augment the educational standard and
atmosphere as a symbol of national standard. All over India the
fame of Aligarh University is known to all. Especially its historical
achievement and augmentation of education in the country. With
the establishment of a new campus in Murshidabad the
opportunity of Higher Education in the State will be enhanced. The
Higher Education in the state will be aggrandized with this
opportunity.

ü The establishment of Medical College in Malda and Murshidabad


which are minority concentrated districts.

v Stipend & Scholarship for the Minority Students

ü A host of stipends are earmarked for the minority students. Pre-


matric (for beneficiaries of 5lakh), Post matric (for beneficiaries of
90,000), Merit cum Means ( for beneficiaries of 4000), Special
stipends for meritorious students, Haji Md. Mohasin stipend (for
beneficiaries of 10,000). Education loan is also provided. At least
30% are girl students.

ü Stipends to the children of poor Imams and Muazzins are provided.


Before 1977 that was not in existence.

ü So far the WBMDFC has provided a sum of Rs. 244 crore37 lakh to
13,70,808 students .

ü Special stipend is provided for the minority students only. Graduate


and under graduate students who are economically backward are
provided with this stipend. The stipend is being implemented from
the year 2010-11. Rs. 9,000 per head at graduate level and Rs.
14,400 per head at under graduate level is provided.

v Urdu Academy

ü The W.B. Urdu Academy was constituted in 1978. The Urdu


Academy is playing an important role in the improvement of Urdu
language and publishing important books and journals. The
academy also provides a host of stipends to the students of Higher
education. Urdu Academy provides grants for the amelioration of
the Urdu language.

v Minority Women Empowerment Programme

ü It is a programme of the State. The Minority women of the age


group of 20-45 of the self-help groups will be provided with a loan
scheme. The rate of interest will be only 3%. The annual income will
be of Rs.40,000 in rural areas and Rs. 55,000 in urban areas. Every
beneficiary will be provided with Rs.15,000 as grant in aid subsidy.
In 2009-10 financial year 7,755 beneficiaries were provided with the
loan. In the year 2010-11 a provision Rs. 20 crore is earmarked for
providing loans to 20,000 beneficiaries.

Up to this year a sum of Rs. 99 crore 24 lakh was provided to 51,383


beneficiaries as loan under different schemes.

ü A sum of Rs. 80 lakh was provided to 4000 minority women as loan


for purchasing gas oven under Rokeya Gas Oven Scheme by the
WBMDFC.

v Rehabilitation Programme for the divorcee and the destitute


Minority Women

ü A new programme has been launched in the year 2010-11 for the
divorcee, Widow and destitute minority women under which a
housing unit, vocational training, stipends to their children are
provided. In the year 2010-11 a budget provision of Rs. 5 crore is
earmarked for the programme. Widow and old-age pension, are
also provided under the scheme.

ü The Panchyat & Rural Development Deptt. provides Rs. 400 as


pension to the minority women and Social Welfare deptt. provides
Rs. 750 to each beneficiary.

ü A budget provision of Rs. 2 crore 34 lakh is allocated. 4,873 minority


widows are benefitted under the programme.

v Minorities Benefitted under Panchyat & Rural Development Deptt.

ü Out of 15,349 disability pensioners 5,169 are minority beneficiaries


i.e. 33.67% .

ü Out of 15,59,948 old-age pensioners 4,26,976 are minorities i.e.


27.37 % .

ü Out of 3,11,102 widow pensioners 72467 are minorities i.e. 23.29 %.

In total Rs.20crore19 lakh was provided to 5,04,612 minority


beneficiaries.

v Boundary wall of the graveyards

ü Up till now Rs. 16 crore 40 lakh have been provided for the
construction of boundary wall of 212 grave yards and 100 will also
be provided with in the year 2010-11.

v Bank Loan

ü 14.76% minority beneficiaries have been provided with bank loan


of Rs. 8,8,64 crore.

v Free Coaching for Minority Students

ü 7,997 minority students were prosecuted with free coaching for


competitive examination.

v Establishment of School, College, Poly Technique,ITI

ü 1100 new set up schools in the minority concentrated areas out of


which 28 were of Urdu medium and 39 will also be established in
the year 2010-11. 8 Kasturba Gandhi Girls School have been set
up so far.

ü 42 colleges were established in the minority concentrated district.

ü 3 new Universities have been established so far in minority areas.

ü 25 poly techniques have been set up in the minority concentrated


areas.

v Multi Dimensional Development Scheme

ü Multi Dimensional Development Scheme of the budget provision


of Central and State Govt. is being implemented by the MA & ME
Deptt., Govt. of W.B. The schemes at a glance the --------- Rs.101
crore 57 lakh is earmarked for the beneficiaries of 28,182 of Indira
Abas Yojana. Rs. 199 crore 20 lakh is earmarked for 6,640 Angan
Wadi Centres, Rs. 39 crore 67 lakh is allocated for 6,527 Arsenic
free tube wells, Rs. 1 crore is allocated for providing computer to
600 madrasahs, Rs. 1 crore 96 lakh is the budget provision for 90

laboratories of the educational institutes, Rs. 2 lakh is allocated for


purchasing teaching equipments for 40 SSKs/ MSKs, Rs. 3 crore 90
lakh is allocated to 239 Urdu Medium schools. Rs. 90 lakh for the
purchase of equipments of science laboratories. Rs 14 core 1 lakh
is allocated for the construction of 19 girls’ hostels. Rs. 5 crore is
allocated for five boys hostels. Rs. 613 crore 50 lakh (till 30.06.2010)
has been allocated for the above mentioned schemes.

v Amar Bari Schemes (EWS Housing)

ü It is a programme of the State Govt. Under this programme 11,000


low cost housing are being constructed for the minority
beneficiaries and for that Rs. 138 crore is allocated.

v Proverty Alleviation Programme

ü As per national sample survey of 1977 the percentage of


population under BPL is 61 in West Bengal. In the year 2009-10 the
percentage has come down to 20. The Minority Muslims of the
State are sharing this development of the State equally.
