Summary of Experience:
My background encompasses over two decades of fire service leadership experience
spanning broad areas of responsibility including training, fire operations, eme
rgency management, disaster response, administration and finance, hazardous mate
rials, technical rescue, marine fire fighting, and other specialty teams. I earn
ed a Master of Arts in Public Administration from Bowie State University in 1994
. Continuing to serve our nation with an appointment within the United States De
partment of Health and Human Services to the Disaster Mortuary Operational Respo
nse Team (DMORT), with a special assignment to the Weapons of Mass Destruction (
WMD) unit, and have been in leadership positions for several mass fatally disast
er response and recovery efforts, including United Flight #93 after 9a"11 and Hu
rricane Katrina. I offer consulting and training services based on my unique and
varied background.

My position was as a senior analyst and Deputy Project manager. In this capacity
I conducted research studies in the fire service, CBRNE, all-hazards disaster
preparedness and response; the Major Fires Program of the NFA, fire service deli
very evaluations, major incident analyses and reporting; and health and safety s
tudies. My involvement was in the full course of the project from identifying RF
Pas to preparing bids to final presentations and publications.

talion Chief, after serving more than 20 years in the Anne Arundel County (Maryl
and) Fire Department. My career saw experience in a series of diverse assignment

nications Division, Training Division Instructor, Operations Officer for the Eme
rgency Management Bureau, Special Operations Division Commander (which included
hazardous materials response) and as a Shift, Company, and Battalion Commander i
n the Fire & Rescue Operations Bureau.

ncy Management Institute. a"In 2002, I was selected as an adjunct instructor for
the EMI Incident Command Series Train-the Trainer program. In this capacity I w

ospital Emergency Response Team B-461 (HERT) program at the Noble Training Campu

Fire Service and Emergency Management Trainer and Exercise planner- During my Fi
re Service and Public Safety Career, I have had first hand experience with plann
ing, designing, and delivering a variety of exercises at the County level in bot
h Maryland and Pennsylvania. These included mandated exercises as part of the Fe
deral Radiological Response Plans for Nuclear Power Plants, natural hazards such
as hurricanes and after 9/11, terrorism and WMD events. I recently provided exe
rcise support as a contractor for the EPA/FEMA Liberty Rad. Ex in Philadelphia,
as a facilitator and evaluator.
Fire and Emergency Services Consultant a" The TriData Division of System Plannin
g Corporation employed me as a Senior Research Analyst. In this capacity, I pre
pared proposals, responded to customer questions, conducted site visits and then
drafted reports. My reports provided guidance to state and municipal government
s to provide more effective and efficient public safety services.
Veteran Mass Fatality Incident Responder a"My service continues as a member of t
he U.S. Department of Homeland Securityas Disaster Mortuary Operational Response
Team (DMORT) and I have responded to events such as: cemetery floods in Tarboro
, NC as the result of Hurricane Floyd; and United Flight 93, Somerset, PA, in th
e aftermath of the 9/11 terrorist attacks, and Hurricane Katrina in both Louisia
na and Mississippi to perform forensic and victim identification services. DMOR
T also has a national Weapons of Mass Destruction Team and I have served in seve
ral leadership positions on those teams.

ations granted by an accredited review board that evaluated my experience, train
ing and education in comparison to the National Fire Prevention Association Prof

Commander.
