Independent Consultant, Property Tax and Insurance
Retained to provide analysis and consulting services related to hard asset taxat
ion for regional banking group with 84 locations along central California coast.
Conducted detailed analysis of business personal property filing statements su
bmitted for the past three years to identify inaccuracies and reduce taxes. Pro
vide analysis and projection of corrected filing benefits over five year interva
l for cost benefit consideration. Provide analysis and modeling of replacement
cost new for all bank locations for comparison to current insurance coverage for
the purpose of reducing premiums.
* Performed personal property filing and assessment analysis for 84 locations in
9 California counties covering the period of 2007 to the present.
* Identified in excess of $1million in potential savings and refunds available f
rom corrections made to personal property filings over four year period.
* Reviewed entire property tax function and provided recommendations for reducin
g costs and increasing accuracies in annual filings.

Managed or performed all elements of real and personal property taxation for cor
porate family of approximately 80 legal entities, 2,000 branch offices, and 42 c
orporate buildings. Performed annual insurance valuation review of entire real
estate portfolio and administered multiple tax abatement programs.
* Developed and implemented program to annually determine the replacement value
of the real property portfolio for insurance purposes, saving in excess of $100,
000 in premiums each year.
* Responsible for implementation and maintenance of multiple tax abatement agree
ments which saved $1 million in tax exposure annually.
* Conducted annual property review to identify excessive tax assessments and red
uced those assessments through negotiation and appeals. Over ten years, the ann
ual tax savings achieved grew from $500,000 to over $1 million in the final year

* Obtained annual personal property tax savings averaging $200,000 by revising t
he reporting protocols for 2,000 compliance filings and directing teams charged
with correcting the fixed assets records.
* Implemented and administered outsourcing program for annual compliance reporti
ng when workload expanded and budget constraints precluded staff growth.

Federal Tax Code sections 864 and 338. The two most challenging assignments we
re to determine the Fair Market Value of worldwide hard assets for General Elect
ric (1000+ sites, 100+ entities) and Siebe, Inc. (200+ sites, 30+ entities). Th
ese complex assignments required the coordination of multiple on-site teams cons
isting of internal and external professional resources. The payback ratio of t
he Client's tax savings to our professional fees exceeded 7 to 1.
* Developed asset appraisal documentation and implemented process to collect, co
mpile and analyze field data from all operational sites worldwide.
* Identified and contracted external real property and equipment appraisal profe
ssionals to assist in world-wide field appraisal assignments. Developed and adm

* Developed and administered time schedule and coordinated site visits for 20 fi
eld appraisers to 200 client sites located in 15 countries around the world. Si
