Manage a Branch of five organizational units and 84 employees. Direct the admini
stration of the Utilitys power and transmission budget of $514 million. Direct s
trategies for economic operation of SCLs watersheds and generation resources to
meet customer load at the least cost possible. Direct the Safety Department cons
isting of three Safety Coordinators, two coordinators for Substation Operations
and one coordinator for Power Plant Operations. Direct the strategy of supplying
all necessary ancillary services to the SCL control area. Direct development of
short-term plans to balance load and resources, and provide solutions to the de
ficits or surpluses of resources on a short-term basis. Direct the operations of
the Power Marketing Unit (both short-term and long-term marketing) which is res
ponsible for meeting the Utilitys electrical load, as well as the purchase and s
ale of power and transmission with the goal of increasing market control for mar
gin maximization. Provide direction for energy billing, accounting and documenta
tion of all kilowatt-hours and dollars associated with purchases and sales, and
the necessary systems to accumulate this data. Monitor power supply expenditures
and revenues, and report on power operations on a daily, weekly, monthly and ye
arly basis to various divisions of SCL, Mayor, City Council, Power Pools, and th
e Federal Government. Represent SCL on regional and national planning forums and
committees. Member of SCLs Risk Management Committee. Member of SCLs Credit Co
mmittee.

e overall management and direction of the Power Marketing functions of the Utili
ty (front office). Establish policy and guidelines for marketing the Utilitys ex
cess energy, generation capacity, and transmission paths on a real-time basis, a
nd both short and long-term, as well as for meeting the energy demand of Seattle
City Light customers at the lowest possible price. Manage staff (17 positions)
and resources to increase revenues while minimizing risk and investment, and mai
ntaining the reliability and safety of the system. Seek out new markets for buyi
ng and selling energy, generation capacity and transmission, and to develop new
ancillary services in the power market, while maintaining proper operation of th
e Citys resources and ensuring compliance with all license requirements. Manage
scheduling personnel, including 24-hour rotational shift workers. Responsible fo
r management of river system operations such as stream flow forecasting, reservo
ir management, and license requirements. Direct the economic dispatch of the Uti
litys power supply resource portfolio, and ensure that critical information is r
elayed to the generation dispatchers on a timely basis. Determine financial limi
ts and instructions/guidelines under which power marketers operate. Set policy o
n the kinds of transactions that power marketers may enter into and the boundari
es on the dollar magnitude of such transactions. Responsible for managing a $6 m
illion O&M budget, and a $100 million short term power purchase budget. Represen

Manager of Generation and Transmission Dispatch
Manage the operations of SCLs owned hydro generation resources to meet all FERC
license requirements and agreements with the Tribes, National Marine Fisheries,
Forestry Department, and National Parks Department. Manage SCLs watersheds for s
torage and release of water to maximize the economic value of the hydro product.
Manage the loading of the 240kv and 120kv transmission lines throughout the Sea
ttle system and the radial transmission lines from SCLs hydro projects to the lo
ad center. Responsible for granting outage requests on SCLs transmission system
to assure reliability. Manage the scheduling of power interchange between SCL an
d numerous trading partners. Responsible for daily/weekly/monthly energy market
survey of the utility and marketing companies throughout the Northwest, Southwes
t, and Canada for the purpose of not selling energy below market index. Responsi
ble for block energy sales or purchases based on long range planning information
. Determine whether to buy or sell energy for the next day or on the spot market
, based on system conditions and resource availability. Responsible for decision
s concerning storage, exchange, load factoring, and futures buy/sell. Manage all
OASIS postings, Dow Jones Telerate postings, and CPEX postings. Initiate and es
tablish working relationships with new customers in matters of power trading, ma
rketing, and resource scheduling. Responsible for writing and executing buy or s
ell contracts, enabling agreements, reconciliation, and confer on billing.
