Summary:

The present article investigates the recent development of the Moroccan automobile industry as
part of a speeded-up strategy adopted by the Moroccan government. Being developed into an
industrial system and having created a new dynamic with exceptional performance, the
Moroccan automotive industry has successfully become a leading sector, for it pushes this
industry forward as part of an Industrial Acceleration Plan (IAP) of 2014-2020.

The objective of this study is to present a global vision of the achievements of this industry and
to answer various related questions by carrying out a fieldwork surveying a fairly representative
sample, which allows to identify some results concerning the relevant organization network in
general and car manufacturers in particular in Morocco.

By means of a descriptive analysis and a projection modality, results about the automotive
industry in the new industrial strategy 2014-2020 are presented.

Evolution récente de l’automobile au Maroc dans le cadre du plan
d’accélération industrielle 2014-2020

Résumé :

Le présent article retrace l’évolution récente de l’industrie automobile marocaine dans la


nouvelle stratégie d’accélération industrielle. Cette dernière, déclinée en écosystèmes industriels
ayant créé une nouvelle dynamique avec des performances exceptionnelles, a fait que le secteur
automobile représente aujourd’hui un exemple phare de la restructuration en écosystèmes,
engagée dans le cadre du plan d’accélération industrielle 2014-2020 (PAI).

L’objectif est d’offrir une vision globale et transversale des travaux et des réalisations de cette
stratégie dans le secteur automobile, et de répondre aux différents questionnements d’une
étude effectuée sur le terrain en menant une enquête sur un échantillon assez représentatif, qui
nous a permis de dégager quelques résultats concernant les écosystèmes et les constructeurs
automobiles au Maroc.

Dans un premier temps nous avons passé en revue d’analyser le secteur automobile dans le plan
d’accélération industriel 2014-2020, En deuxième temps, il a été exposé les constatations tirées
de notre étude empirique avec une analyse descriptive et une projection des modalités, et en
dernier lieu une présentation des résultats chiffrés de l’industrie automobile dans la nouvelle
stratégie industrielle 2014-2020.

Introduction:

The automotive industry in Morocco has succeeded to be in a leading position in the Moroccan
economy. Gradually, it has become of a paramount importance in the Moroccan economy. It
engaged in a dynamic of sustained growth which will be strengthened through an ambitious
industrial public policy, especially with the development of a series of institutional reforms,
strategic actions, the deployment of the 2014-2020 industrial acceleration plan (IAP) and the
efficiency of related stakes that would certainly boost the automobile sector.

The main achievement was to promote the cohesive development of industrial sectors and
match the objective of industrialization and improvement of industrial competitiveness to the
requirements of foreign markets (Billaudot, 2014) 1 . This strategy conforms to emerging
industrial structures and inserts the national automobile industry into the international division
of labor or the global value chain.

The Moroccan government offers many attractive facilities encouraging international, well-
known manufacturers to invest in Morocco, such as Renault in Tangier, PSA in Kenitra, and BWD
Auto Industry1 (Project presented to the sovereign and the memorandum of understanding
signed in December 2017). These facilities include the establishing mechanisms, devices,
resources, and tools to accelerate the pace of the process of industrialization of the national
economy. The government also focuses on setting up a better-integrated industry through the
establishment of an industrial network of organizations creating a new dynamic. Moreover, the
automobile sector represents the best example of restructuring ecosystems initiated as part of
the 2014-2020 IAP, which makes Morocco as the leading car producer in Africa ranking therefore
24th place globally2.

As the strategy related to this sector is about to expire, it is worth emphasizing the strengths and
filling up any gaps to allow Moroccan industry to seize the opportunities aligned with the new
map of any emerging automobile industry. This assessment allows to anticipate the related risks
as soon as possible. The goal is to explore the best possible venues to enable our country to
secure and strengthen its international position in the automobile industry and to make it an
accelerator of its industrialization process. Accordingly, a diagnosis of the automobile sector in
light of the new strategy of the 2014-2020 IAP is made. By means of a descriptive analysis and a
projection modality, results of this empirical study about the automobile industry in the industrial
strategy 2014-2020 are presented.

1. Development of the automobile industry in the IAP

In recent years, the massive involvement of public authorities in the orientation and the
functioning of the automobile industry has been presented as a power of the industrial sector
and as a means of development of the economy of Morocco. The Moroccan automobile sector
has been therefore engaged in a dynamic of sustained growth. This dynamic would only be

reinforced and consolidated by various sectoral strategies adopted by our country, especially the
first Industrial Emergency Program (2005-2009) of Driss Jettou’s government. It was followed by
the National Pact for Industrial Emergency (2009-2015), then the current Industrial Acceleration
Plan (2014-2020) and its logic of efficient ecosystems which will truly boost the automobile
sector. To make it possible, sectoral fragmentation has to be reduced and integrated.

Development of industrial sectors has also to be promoted and set a continuous improvement
and development of this sector to increase the integration rate of the automobile manufacturing
in Morocco. This new strategy was designed to provide concrete responses to the challenges
currently facing the Moroccan industry. Its purpose is to build on the successes recorded and to
give a more sustained pace to the growth of the sector to consolidate its position among the
emerging nations (Indicate by Minister Moulay Hafid Elalamy on October 29, 2014).

The remarkable performance recorded in recent years is a great testimonial of the pertinence
which is not about to stop of the government’s strategies. Strong development and a meteoric
progression has made Morocco are among the largest automobile manufacturers in the world. It
represents an important industrial fabric of automobile equipment manufacturers already
installed in the world and more than 50 high level equipment factories are under construction,
in addition to three internationally renowned car manufacturers, namely Renault, Peugeot-
Citroën and engines construction (PSA) and the Chinese BYD for the construction of electric
vehicles (agreement signed at the end of 2017). They are spread over three main regions of the
territory: Tangier, Casablanca and Kenitra.

Morocco has become the leading manufacturer of vehicles in Africa. Its share in trade exceeds
29% of the country's exports1. Hence, it becomes the first item in external sales, outclassing thus
phosphate3 activities. Likewise, a remarkable evolution of skilled employment has generated
thanks to the automobile sector.

The Moroccan automobile sector has succeeded in positioning itself among the new key sectors
of the Moroccan economy. It is no longer a question of producing spare parts as part of a
subcontracting policy or a simple vehicle assembler and designer of automobile components.

Thanks to the industrial emergence and the new AIP strategy, Morocco has accessed more
elaborate modules in vehicle manufacturing and automobile construction by integrating more
added value, created locally to achieve a 65% local integration rate in automobile construction
by 2020 with Renault, while the new manufacturer PSA located in Kenitra wishes to achieve an
integration rate of 80%2. The Moroccan government plays an important role in supporting and
developing automobile ecosystems to achieve this local integration with the collaboration of the
Moroccan Association for Industry and Automobile Construction (AMICA).

1.1. The fundamental conditions for the acceleration of the automobile industry in the IAP.

The ground on which the automobile industry can accelerate is solidly laid thanks to many factors
like the political stability, its geopolitical position, its strategic geographical location and its
proximity to Europe to the Middle East and the countries of sub-Saharan Africa. Besides, thanks
to its competence and skills, the kingdom was able to establish itself as the leader of this field.

The Moroccan state intervenes directly in the automobile sector in collaboration with the private
sector thanks to the creation of world-class Integrated Industrial Platforms (P2I), a training offer
designed by Public-Private Partnership, strong development on the two fronts of OEMs (original
equipment manufacturer), and finally the public investment support in different forms (land, tax,
financing, etc.). All these have contributed to meeting the needs of industries keen to invest in
Morocco.

1.1.1. Requirements for the Industrial Platforms (P2I)

The state has made significant investments in the infrastructure. The joined P21 Planforms
constructed in Kenitra and Tangier thanks to a diversified land offer that complies with the best
international standards of quality. Also, space was made available to investors to allow them
to build their facilities and exercise their activities. These P2I are crucial to a real cohesive
competitiveness cluster, bringing together the following activities: industrial activity, commercial
activity, training and research centres as well as all the services making the Platform an area of
excellence, including both basic (administrative, telecoms, logistics, catering, etc.) and specific
services like the following Industrial sites already built:

→ TANGER AUTOMOBILE CITY: A world-class integrated industrial platform is part of the


deployment of a Moroccan offer for activities associated with MMM (Métiers Mondiaux du
Maroc), Global Moroccan Professions, and for the development of the automobile industry.
Tangier Med is a global logistics hub, located on the Strait of Gibraltar and connected
with174 global ports, providing processing capacities for 9 million containers, 7 million
passengers, 700,000 trucks and 1 million vehicles. Tangier Med is an industrial platform
spanning 16 million m2 for more than 800 companies representing an annual business
volume of 72 billion Dirhams in various sectors such as automobile, aeronautics, logistics,
textiles and the trade it brings along with it: Tangier Free Zone, Tangier Automobile City,
Renault Tangier Med, Tetouan Park, TetouanShore.

→ KENITRA AUTOMOBILE CITY (Atlantic Free Zone): It is considered to be the first free zone in
the Kenitra region as it represents 260 acres, including 178 acres in the free zone. In recent
years, it has grown in terms of importance and has become the latest generation of
investment platform. It is a very important industrial place, particularly to the automobile
sector. It features more than 15 multinational companies including the new car
manufacturer PSA.

1.1.2. Training as a crucial part of the plan.

Training: To implement fully the government plan, training is an essential part and additional
growth leverage for the development of the sector. Among the main objectives of AMICA is to
develop the automobile sector in Morocco in collaboration with the public authorities and to
carry out a development of initial and continuing training for the benefit of the automobile
industry. In this context, technical training programs and centers were created for the
development of the automobile sector represented by:

→ CITIEV (Technical Center for Vehicle Equipment Industries): is a body that was created by the
Ministry in charge of industry, in collaboration with AMICA in 2005. It has a total investment
of 8700 K € financed by the European Union (MEDA2) aiming to of improve the
competitiveness of the automobile industry in Morocco. CETIEV, therefore, has two main
missions:
- Support manufacturers in their technological development and participate in the
international recognition of the Moroccan automobile industry.
- Protect the Moroccan consumer through regulatory control of products placed on the
national market.

→ - IFMIA: represents four operational training centers of which 3 three are under the
management of AMICA and one under the management of Renault. They are all
competence-related to and close to the manufacturers:
- The Kenitra centre also offers training to technicians on the PSA production line
- Close collaboration with the Office for Professional Training and Work Promotion
(OFPPT) to meet the needs of the profession
- Participation in the development of the automobile industry by providing manufacturers
with test laboratories and business experts.
- All the training courses offered are developed in partnership with organizations
specialised in training engineers and professionals in the automobile industry, ensuring
the unequal quality of training.

2. Empirical approach

To verify the question of the evolution of the automobile industry within the framework of the
industrial acceleration plan 2014-2020 (IAP), an empirical study was carried out. Accordingly, a
survey of a representative sample of industrial companies in the automobile sector in Morocco
was carried out and all the main results are presented and analysed in the following section.

2.1. Methodological considerations

To form our sample, 3 steps have been followed: firstly, a descriptive analysis of the responses
to our questionnaire revealing the opinions of companies used to describe and analyse the data
was chosen. Secondly, data analysis will be described using The Alternating Current Field
Measurement (AFCM) method. Then the results of the descriptive analysis to a projection of

modalities will be presented. Finally, a quantified study of the automobile industry in the new
industrial strategy of 2014-2020 will be exhibited.The companies included in our sample were
therefore chosen to unbiasedly reproduce as much as possible the essential characteristics of the
fabric of Moroccan automobile ecosystems.

In terms of the scale of the experiment, we estimated 50 companies as a relatively sufficient


number to represent all the automobile manufacturers installed in Morocco. The choice of this
network of companies has been made in such a way as to faithfully reproduce the different
components of the fabric of the automobile industry in Morocco. Then, the study is preceded
pragmatically as follows:

In terms of automobile construction, the two automobile factories are located in Morocco
Renault-Nissan Tanger and Peugeot-Citroën (PSA) in Kenitra. The remaining components are in 5
different automobile-related ecosystems installed in Morocco: Interior vehicle components
including seats, Wiring, Metal-working, Batteries and Powertrain.

It should be noted that the questionnaire was administered directly to the managers of the
companies surveyed.

2.2. Descriptive results

The descriptive analysis combines many techniques used to describe a relatively large set of data.
The data collected from the present survey will be presented as follows:

The table 1 shows that a large number of multinational companies prefer to locate in Morocco
for several reasons, namely Morocco’s safety as well as political stability, its strategic positioning,
and the attractive business climate set up by the local authorities.

The table 2 indicates the reasons why the majority of companies prefer a long period settlement
in Morocco. The main reasons are:
- Morocco has an encouraging platform and a rapid development of the automobile industry
encouraged by the establishment and supply of car manufacturers.

- The development of a large and diversified subcontracting fabric.
- The establishment of ecosystems that make it possible to give a more added value to
operators within the same ecosystem and in interaction with the other components of the
sector.

Generally, it is revealed that this industry remains attractive for global operators due to its
development, especially its proximity to platforms around the world. In fact, Morocco has 3
manufacturers that are less than 48 hours away from more than 22 assembly sites in Europe.

Furthermore, it is a base-platform of export to the Middle East and Africa as an after-Market.

The results show that the electric car is the future of the sector. Moroccan operators must follow
this trend avoiding the risk of being left behind. The local infrastructure is not ready for this new
market, but the potential is enormous.

The conventional car has been evolved enormously over time. This car will experience a mixed
evolution over the coming years, where operators remain focused on the present high-value
market while considering the trend through vehicle development.

The table shows the reasons behind investors’ satisfaction in choosing Morocco as a suitable
business platform:
- The existence of world-class infrastructure and an integrated industrial platform (P2I) by the
best international standards of quality spaces are available to investors for a better
performance of their activities.
- all types of incentives received from the public authorities like AMICA, AMDIE and the Hassan
II fund are an important driver for the development of the automobile sector in Morocco.
- Also, the creation of the training centers (CITIEVE specializing in OEM testing and IFMIA
located in industrial activity zones) offer a solid structure of initial necessary skills learning.
This step represents a strong contribution to the development of the industry, and extends
to the benefit of the Moroccan automobile sector. The animation unit is another facility that
supports manufacturers in their establishment and development project.

This is a question that mainly affects After-Market stakes who produce spare parts. Given the
fierce competition from importers who are mainly from China and who trigger off counterfeiting
and smuggling, the government has put in place several safeguards such as the Salamatouna
label.

Here, in this table, is an emphasis on the importance of the establishment of BYD and how the
latter would be a benefit for the majority of operators. BYD presence constitutes a major step
forward due to its major role in future technologies, such as hybrids, electronics and intelligent
mobility. However, the platform must equip itself so as to respond to these new factors.

2.3. Data analysis

Data analysis of the method of Multiple Factor Analysis of Adopted Correspondences (MFAC) or
simple correspondence analysis is an exploratory method of analyzing contingency tables. It was
mainly developed by J.-P. Benzecri during the period 1970-1990.

2.3.1. Projected modalities

The bullet points of the category make it possible to illustrate the distribution of the modalities
concerning the first two axes:

We note that all the modalities are divided into three (3) groups:
• Pessimistic group: unattractive, totally disagree, dissatisfied
• Optimistic group: satisfied, totally agree, somewhat satisfied.

Moderate group: connected with the first factorial axis (yes, satisfied...)

2.3.2. Similarity relationship between individuals

The modalities often close to the Figure give more precise, correct, and fairer interpretations,
unlike the ones far from the center of the graph.
There are three (3) groups of companies to be distinguished:
- Groups 1: these are 3rd rank companies (Companies with weak financial indicators and
which are in the process of integration);
- Group 2: these are 2nd rank companies (companies characterized by a stable situation);
- Group 3: this is also the majority of companies in 1 st rank (companies that are well-
integrated and that achieve good results).

2.3.3. The measure of differentiation

The diagram of the measures of differentiating power indicates that the first dimension is
constituted from a synthesis of the variables thread (presence of a point) and bottom (shape of
the base): the two variables have significant levels of discrimination index for the 1st dimension
and weak for the 2nd dimension. Thus, the categories of these variables are well dispersed along
the D1 axis and little dispersed along the D2 axis.

The existence of three groups of variables which are linked with each other should be noted:
- Group 1: BYD, attractiveness (attraction) of FDI, Access to the local market and
administration;
- Group 2: Development of electric cars, Conditions of satisfaction, Access to the foreign
market and solutions envisaged;
- Group 3: Environment, Automobile sector facing globalization and Preservation of the
market.

The relation of the intra-group variables is reasonably logical.

3. Quantified results of the Moroccan automobile industry in the 20142020 industrial
acceleration plan

3.1. Presentation of the annual automobile production capacity by period and per unit

The national automobile industry has had encouraging developments in the new strategy of the
industrial acceleration plan (IAP) 2014-2020 targeting a production capacity of 600,000 vehicles
by 2020 between the Renault plant in Tangier, SOMACA in Casablanca and PSA in Kenitra. Since
the commissioning of the Renault plant in Tangier in 2012, the sector has experienced a new
dynamic reflected in the substantial increase in the sector's production capacity. It has reached
a capacity of 700,000 at the end of 2018 and already reaching 116% which exceeds the initial
target of 600,000 at the end of 2020.

Thanks to the establishment of the PSA group in Kenitra with a production objective of 200,000
vehicles divided in to 100,000 for 2019 and 100,000 by the end of 2020, the overall production
capacity increased to a capacity figure of 800,000 in 2019 and will have become 900,000 by the
end of 2020. Morocco aims to produce 1 million vehicles by 2020 thanks to the Industrial
Acceleration Plan (IAP) and an increasingly rich automotive ecosystem.

3.2. Presentation of the employment created by the automobile sector in the IAP

As part of the 2014-2020 industrial acceleration plan, the creation of industrial jobs has been
developing at an increasing rate from one year to the next since 2014. It turns out that the
objectives set were successfully met before 2020. i.e. 163,000 jobs planned, 116,000 jobs were
created between the period 2014-2018 which highlights the creation of 189,000 jobs at the end
of 2018 recording 129% which successfully exceeds the objective set for the year 2020.

3.3. Presentation of the number of vehicles produced in the IAP

In 2014-2020 industrial acceleration plan, automobile production has increased remarkably in


recent years by the Renault group. This increase has constituted a rise of automobile production

during 2014-2020. Industrial acceleration plan has recently been a remarkable increase in the
total vehicle production by the Renault group, which rose to 402,082 cars in 2018, including
318,653 in Tangier and 83,429 in Casablanca and which aims to achieve production of 500,000
vehicles in 2020.

As a result, we can notice a huge increase in the number of productions during the IAP period.
Also, we cannot ignore the significant growth rate. Such an increase is explained in a large part
by the boom in automobile manufacturing and the organic growth of Renault and PSA
manufacturers, the development and expansion of equipment manufacturers as well as the
improvement of the construction and assembly trades. Today, Morocco is establishing itself as
the largest producer of passenger cars in Africa; this production has become the main export of
the kingdom.

3.4. Presentation of automobile turnover for export in the IAP

The automobile industry established in Morocco is in the process of both strengthening its bases
and resizing itself. The country has indeed experienced a profound change in its automobile
industry to gradually become a driving sector of the national economy with high performance. In
recent years, it has exceeded those of other sectors such as phosphates.

Automobile industry exportations have shown a year-over-year increase from 2014 to 2018 as
shown in the Figure with sales reaching MAD 72 million in 2018. The Moroccan automobile
industry has achieved a remarkable performance in terms of exports during the 2014-2020 IAP.
It should continue increasing even more from 2019 following the effective start of the PSA Kenitra
project.

Automobile exports to Morocco concentrate mainly in the manufacturing of mid-range vehicles
which practically respond to the problem of the purchasing power and are unlikely to be affected
in the short term. On the other hand, the risk presented concerns the type of automobile
components demanded by the market with the electrical industry and automobile innovation in
other countries and the issue of new anti-pollution standards.

Conclusion and perspectives:

The Moroccan automobile industry has turned around its economy and made it a leader in the
sector thanks to the effort and encouragement of the Moroccan government and the
implementation of a solid industrial strategy, namely the 20142020 industrial acceleration plan.
The result was the establishment of two car manufacturers Renault in Tangier and Peugeot-
Citroën for the construction of vehicles and engines (PSA) in Kenitra. As a result, it increased the
countries level of competitiveness. Now, this new industry has become the leading export of the
Moroccan kingdom in recent years ahead of the Cherifian office of phosphates, allowing the
country to diversify more its revenues.

Morocco is still ambitious to strengthen its performance in the automobile industry to face many
challenges and constraints. The challenge of local integration of building a national automobile
industry is considered among the main challenges for the sector in particular within the
framework of the new industrial acceleration plan 2014-2020. Now, the role played by this new
strategy has become a subject of both theoretical and empirical study of great importance. The
main results of our analysis based on technical and other theoretical criteria highlight the crucial
impact of the 2014-2020 industrial acceleration plan on the automobile sector in Morocco.
