POSITION PAPER

We, the CHRISTIAN FAMILY MOVEMENT OF THE PHILIPPINES

(CFM), a Catholic lay organization whose mission is to evangelize families
and communities, do hereby express our steadfast and continuing
outrage and objection to the Reproductive Health Bill (RH Bill) now
pending before the 15th Congress; and --

We therefore declare and affirm that:

1. Human life is a gift from God, and is therefore sacred. We are mere
stewards of this life and we have the responsibility to protect and
preserve it at all cost.

2. Abortion is evil.

3. We should promote and encourage natural family planning methods,

and should reject the use of birth control pills and other contraceptive
devices as these are consistent with the natural and divine laws.

4. The use of birth control pills and other contraceptive devices

encourages promiscuity and immorality. It trivializes sex and respect for
human life. It predisposes the person to resort to abortion, and to other
anti-life methods.

5. The RH Bill is in actuality a population control measure. The

proponents of this bill see it as a solution to the problem of poverty in the
country which is a wrong approach to sustainable development. Solving
poverty by controlling the growth of population is negative and counter-
productive. A country can have less population but still be poor; and a
family can be small and without any children, but still be mired in
poverty. We should avoid any “quick-fix” solution to this issue.

6. Education and proper management of resources are the effective

means to solve the problem of poverty in the country. Let us eradicate
corruption and wastage of resources in government.

6. We uphold the primary and natural right of parents to be the teachers

of their children on matters pertaining to sex which necessarily includes
the determination of when, who, where and what to teach the children on
this sensitive topic.

7. Finally, we do not need the RH Bill to promote the health and nutrition
of our people especially the poor. We have adequate laws to address this
issue. What is needed is to provide sufficient funds/budget to government
hospitals and health centers to enable them to hire doctors and nurses,
buy medicines, improve its facilities, etc.
We therefore call on our fellow citizens to reject the RH Bill, and we
pray to our loving God who is the source and giver of life to enlighten our
lawmakers that they may see the light.
