Before I get into the things, I would like to add a few words for all those who were part of this JUMP
ROPE REFEREE’S DISCIPLINARY CODE OF ETHICS in numerous ways, and gave their unending support
throughout. I wish to express my thanks and gratitude to all those who provided me the valuable
support, insight and encouragement.

I am highly indebted to MRS.SUNITA JOSHI, the Secretary General, Jump Rope Federation of
India for her initiative and support.

I wish to convey my sincere thanks to MR. ARSHAD ,Technical Director for his guidance, support
valuable suggestions and personal attention, which enabled me to complete it.

1 INTRODUCTION

1.1 The Jump Rope Federation of India, Technical Committee shall appoint Referees & Page | 4
Judges.

1.2 The JRFI Technical Committee shall consist of 3 members:-

(a) Technical Director


(b) Judge
(c) Referees

2 FUNCTIONS

2.1 The JRFI Referees’ Disciplinary Committee is to conduct disciplinary proceedings


against Referees & Judges, who were absent during a match or bring disgrace and
disrepute to the good name of the Referees’ Committee and the JRFI.

2.2 To ensure that all registered referees adhere to the rules and Jump Rope Law of
the Games. All referees must maintain and uphold the referees’ & Judges’ etiquette
when officiating in any National Jump Rope Championship.

2.3 To submit report of the disciplinary proceedings and it’s finding to JRFI
Referees’ Committee and Technical Director within one week of the conclusion of each
proceedings.

2.4 To formulate guidelines of punishment, upon approval by JRFI Council for offences
committed by referees

B> CODE OF ETHICS FOR JRFI REGISTERED REFEREES

1 GENERAL

1.1 The conduct and behavior of Referees & Judges both on and off the Jump Rope court
are expected to be exemplary at all times. They must not by their words and actions
given grounds for suspicion or for their integrity to be questioned.

2 APPOINTMENTS

2.1 It is imperative that JRFI Registered Referees comply with the Rules and
Regulation of Jump Rope Federation of India (JRFI) and with any other directives that
may be issued from time to time by JRFI Referees Committee

2.2 Judges & Referees shall only officiate Jump Rope matches, competitions and
tournaments organized or sanctioned by JRFI. Appointments for matches will be made and
communicated to the Judges & Referees concerned by the Technical Director of JRFI.

2.4 If for any reason Judges & Referees appointed to officiate in Jump Rope matches
are unable to do so, they must inform the Technical Director at least 48 hours before
the schedule games.
3 REFEREE’S DRESS CODE

3.1 Judges, Referees and Other Officials must be neatly and correctly attired in the
regulatory uniforms while on the Jump Rope court.

3.2 All Judges, Referees and officials must be neatly dressed. Female Judges/Referees
must have their hair neatly tied. They must as Judge/Referee, project a good image of Page | 5
themselves by their deportment, personality and the manner they conduct themselves
when dealing with Jump Rope officials and players.

3.3 All Judges & Referees must be well versed and updated with the recent and updated
Jump Rope Law of The Game.

4 CONDUCT

4.1 Judges & Referees shall at all times discharge their duties conscientiously
without fear or favor. They must not be a party to any word or deed, which may bring
disrepute to JRFI and the Referees Committee.

4.2 Any overture made by any person to Judges/Referees to favor or show biases to any
particular team in return for an illegal gratification shall be reported to Jump Rope
Federation of India, Secretary General.

4.3 Judges & Referees shall avoid getting themselves involved in dispute with members
of the public, the press, Jump Rope official’s or players on matters pertaining to
refereeing. An unpleasant incident encountered must promptly be reported to the Jump
Rope Federation of India, Secretary General & Technical Director.

4.4 No matter what the circumstances Judge/Referee shall not comment vocally or in
writing on the performance and conduct of other match officials and players.

4.5 Judges & Referees must at all times uphold the Laws of the Game, The Rules and
Regulations. They shall also be responsible for keeping abreast of physical changes,
technological advancement and amendments originating from Jump Rope Federation of
India.

4.6 Judges & Referees must behave as professionals and conduct themselves in a manner
that will bring honor to themselves, the country and Jump Rope Federation of India
(JRFI).

4.7 Any dispute and grievance on refereeing matters shall be brought to the attention
of Technical Committee and Jump Rope Federation of India (JRFI) Secretary General as
soon as possible.

5 COMPLAINTS

5.1 Complaints on discipline, welfare and conduct of Referees and members of the
Technical Committee shall be made in writing and submitted to the Technical Director.

6 DISCIPLINARY ACTION

6.1 A breach against any of the provision of this Code of Ethics constitutes an act of
indiscipline and may result in disciplinary action being taken against the offender.

6.2 Demerit points will be issued to Judges & Referees for absenteeism or misconduct.
Technical Director Decision will be final.
6.3 Where Judge /Referee has accumulated the maximum demerit points during the year
will be suspended from Refereeing for a period to be decided by the Technical
Director.

C > PROCEDURE FOR MATCH OFFICIALS WHO WERE ABSENT IN OFFICIATING A JUMP ROPE

1 MATCH OFFICIALS
1.1 The match officials are referring to Judges, Referees & Other Officials.

1.2 A report shall be submit of Judge/Referee who was/were absent to Technical


Director.

1.3 Judges & Referees detailed to officiate in a Jump Rope tournament must report at
the venue at least 30 minutes earlier for National Jump Rope Championship.

2 ABSENT MATCH OFFICIAL

2.1 Referees who are absent will have to submit his explanation in writing and address
to the Technical Director, failing which disciplinary action can be taken against the
referee.

3 REFEREES’ DISCIPLINARY COMMITTEE

3.1 Sent letters to referees informing the date/time, venue of Disciplinary Inquiry
hearing.

3.2 The Disciplinary Committee will decide what action to be taken against the

Judge/referee for being absent.

D> PROCEDURE FOR MISCONDUCT REPORT AGAINST OFFICIALS IN A JUMP ROPE MATCH

1 OFFICIALS

1.1 The officials are referring to

(a) Members of Organizing Committee


(b) Referee
(c) Judge
(d) Member of Technical Committee
(e) Member of Administrative Committee
(f) Team’s Manager
(g) Team’s Coach
(h) Players
(i) Spectators
1.2 The various types of Misconduct are: -

(a) Referee criticizing the officials during the match.


(b) Referee’s Misbehavior during the match.
(c) Official complaint against any members of Referees’ Committee.
(d) Team Manager complaining against the officials.

2 PROCEDURE OF SUBMITTING A MISCONDUCT REPORT

2.1 The official will submit a Misconduct Report to the Technical Director and
Jump Rope Federation of India (JRFI) Secretary General giving full details of
report:-

(a) Date / Time


(b) Venue
(c) Name / Type of Tournament
(d) Details of Misconduct Reports

3 REFEREES’ DISCIPLINARY COMMITTEE

3.1 An inquiry will be held upon receiving the Misconduct Report.

3.2 Sent letter to inform the Officials of the date/time, venue of Disciplinary
Inquiry hearing.

3.3.1 All match officials officiating on that day are required to submit their written
report regarding the Misconduct Report.

3.4 The Disciplinary Committee will decide what action to be taken against the
official for Misconduct.

E) DEMERIT POINTS SYSTEM OR SUSPENSION TO OFFICIALS


1 DEMERIT POINTS

1.1 Demerit points will be issued to Referees for the following:


(a) Poor attire or forget to bring any Referee’s equipment
(b) Late reporting for match
(c) Failure to co-ordinate with all officials one day before the match.
(d) Any other matter

2 SUSPENSION

2.1 Suspension will be imposed to Referee for the following:

(a) Poor performance as Referee, Asst. Referees, Reserve or Standby Referee.


(b) Absenteeism
(c) Bribery
(d) Misconduct
(e) Any other serious matters
(f) found to be a culprit
(g) non-scheduled
(h) non laboring
(i) found to contravene or Infringe any law
