Asixmonthstudyhasfoundthatthereismorethansufficientsupporttobuilda communitywindfarmintheNewEngland,butnotinGlenInnes. NewEnglandWind,thebodyresponsiblefortheproposedsite,willbe recommendingthatthewindfarmbebuiltinthesouthernpartoftheNewEngland. NewEnglandWindinitiativecoordinatorAdamBlakestersaidwhiletheGlenInnes areawouldbeanidealspotforawindfarmthecommunitywasnotsupportiveofthe idea. Oneofthemainimplicationsoftheentirestudy,wasthatwererecommendingthat theproposedsiteisinthesouthernpartofthetablelands,hesaid. TherewasstillafairbitoffrictionintheGlenInnesareatowardstheideaofwind farms. MrBlakestersaidtheywouldrecommendthewindfarmbebuiltsouthofGuyraand couldevenbeasfardownasWalchaorBendemeer. WearelookingsouthofGuyra,hesaid. Itssimplybecausethecommunityinthatareahasbeenoverwhelmingly supportive. MrBlakestersaidmorethan1000communitymembersfromacrosstheNew Englandparticipatedinthestudy. Thisconclusionreflectstheviewsofwellover1300communitymembersand stakeholders, hesaid. Themessagethatcomesthroughfromtheoverwhelmingmajorityofpeopleand organisationswastogoforit. Theyfeelthattimeshavechangedand wenowneedtomovebeyondcoal fired electricity. Therecommendationisforaneightturbinecommunitywindfarm,capableof producingelectricityequivalentto25,000people(9000dwellings),closetohalfthe residentialuseoftheNewEnglandTablelands. Morethan100landholdershaveexpressedinterestinhostingtheturbines. Toachievethiswillrequirestrongcommunitybackingtoraisethenecessary$30m, abitmorethantwicetheamountrecentlyinvestedinsmall scalesolarandwind powerintheNewEngland,MrBlakestersaid. Further,tomakesurethatthistrulyisawindfarmforourcommunity,weare recommendingthemajorityofthesefundswillneedtocomefromlocalpeopleand organisationssotheyarethemajorityowneroftheoperation. Therecommendedlegalstructureto ensurethisclearcommunityunderpinningisahybridstructurethatblendstogether acooperative,forstrongcommunitygovernanceandleadership,whichwillbethe majorityownerofthewindfarmoperator,anunlistedpubliccompanywhichwillhave professionalleadership,expertiseandaminority ownershipstakebylargerinvestorsaswellasborrowingsifrequired.
