Notice is hereby given by the Ministry of Labour, Citizens' Services and Open Government of their intent to enter into a contract, with an estimated value of up to $455,000, with Deloitte Inc. to provide the following services: - Undertake a line of business review of costing, pricing and funding to help the ministry improve efficiency and effectiveness in its shared service lines of business; - Assess the Ministry's shared services against leading practices from other jurisdictions; - Prepare opportunity profiles including feasibility assessments, key action summaries, and implementation risk assessments; and - Develop an implementation roadmap that identifies key inter-dependencies and consideration for execution by internal Ministry staff. The Ministry of Labour, Citizens' Services and Open Government is not calling for vendor proposals for the following reasons: Deloitte Inc. was selected to conduct a review of costing and pricing as the result of a previous competitive selection process; - As a result of the work being conducted on that contract they have acquired knowledge and a working understanding with key stakeholders that would be difficult and time consuming to convey in a competitive procurement; - The knowledge that has been acquired will be able to be leveraged to help ensure project consistency, expediency and avoidance of replication of tasks and previously conducted discussions; and - Because of the current availability and ability to leverage existing work, desired ministry project timeframes have a better chance of being achieved. Service providers wishing to object to this decision must contact Ralph Keenan, Procurement Specialist, on or before 2:00 p.m. Pacific Time, June 15, 2011, presenting, in writing, specific reasons for their objection.
