TAL Assessment During Summer Institute Teach For America corps members are rated on a sub-set of Teaching as Leadership (TAL) rubric actions at institute. The following table explains which rows of the TAL rubric corps members are rated on. A copy of the TAL rubric (the comprehensive rubric which includes all of the rows and the institute rubric which just includes the rows rated at institute) is also attached. All of the rubric info can also be found on www.teachingasleadership.org. Some of the questions considered when determining which actions should be included in the institute sub-set include whether Teach For America can: o Collect real data and make a valid evaluation of a corps members independent proficiency on each action rated o Train staff members to accurately evaluate corps member proficiency, such that the data gathered is valid and reliable. Given Teach For Americas limited training time, some hard choices are required. o Focus its limited training time with staff members on the rubric actions that are likely to be most pressing for the vast majority of our corps members during the first few weeks of teaching. We believe these rubric actions are essential and primary for beginning teachers. In addition, we can evaluate each individual CMs proficiency at these actions while at institute. Implications for your training We will focus all inperson training time on these rubric actions, and you will complete comprehensive independent investigations on these actions throughout the spring. Implications for your training We will focus some inperson training time during Week Zero on alternative methods for evaluating CM performance on Investment actions, and you will complete limited independent investigations to develop understanding of these actions. We will not focus inperson training time on these rubric actions, and you will complete very limited independent investigations to develop

Why not rated? CMs will be given a school-wide Investment Plan that will do significant parts of the planning work of these actions. In addition, we have found that the rubric language of these actions does not allow for meaningful ratings in the limited context of Institute. We have prioritized improving our Investment training at Institute this year and will likely evolve the language in the rubric to match the new focus of our trainings in future years. The Institute Student Achievement Toolkit (ISAT) does the work of these actions for CMs. *We will focus on some pressing issues in P-1, but we will not rate this action in its entirety.

P-5 Behavior Management Plans P-6 Classroom Procedure Plan CMs will be given a school-wide Management Plan that will do the majority of the work of these actions. CMs will customize this plan in their collaborative, making it difficult to accurately rate an individual CM on any part of these actions. In addition, we have not found that CMs typically struggle with these two actions. This action takes significant time to develop to the point of achieving lasting student outcomes. These actions are unlikely to represent a CMs most foundational need during institute. These actions are very challenging to assess, as they require an evaluator to isolate a CMs independent proficiency at a skill that s/he puts into practice collaboratively with a CMA. only a basic understanding of these actions.
