Dear FPCD friends and supporters, This year has been an exciting and evolutionary year for the FPCD. From promoting biodiversity in Timor-Leste, coordinating the UN Pre-Youth Conference, hosting at the 7th Annual UN Youth Assembly in New York, and joining forces with the Monaco Boys Choir to build a youth center, the Foundation continues to promote post-conflict development. We give thanks to Dr. Hinrich Kaiser, one of our FPCD International Advisory Board Members, and his team of explorers (pictured above on site in Timor-Leste), who, under the auspices of the Tropical Research Initiative of Victor Valley College, have discovered up to 15 new species in Timor-Leste. This important scientific heritage is part of the unique cultural identity of Timor-Leste. The research conducted by Dr. Kaiser and his able team contributes to the protection and preservation of this important aspect of the environment and created new postage stamps in Timor-Leste! We would also like to give special thanks to Ms.Sophie Denis, elite athlete and Goodwill Ambassador for Nepal Tourism, for joining the FPCD International Advisory Board. The 2011 Alpine Youth Challenge aims to build six new youth centers. With great pride, we present our Annual Report 2010. Thank you for your support. A Moment of Silence for the Victims of the Earthquake in Haiti
"One month ago today, a devastating earthquake hit Haiti taking the lives of thousands of Haitians and nearly 100 of our UN friends and colleagues, the biggest single loss of life in the history of UN Peacekeeping. As we mark this solemn anniversary, we pay tribute to the memory of our fallen friends and colleagues, honor their sacrifice and reaffirm our commitment to legacy in serving - as they did - the highest principles of the Organization through our daily work and our dedicated and continued support to the Haitian people."

Step by Step FPCD Supports Stories of Resistance and Survival of the Women of East Timor
Step by Step provides the opportunity for thirteen outspoken Timorese women to tell their life stories: what it was like living in a Portuguese colony; how they were affected by the Indonesian invasion; what day to day life was like under the occupation or in the diaspora; how they contributed to the resistance; what they experienced in the mayhem after the referendum; and how they have adapted to the stark contrast of independence.

------------------- And the Registration of the Elderly and Disabled in Timor-Leste

In the presence of His Excellency Mr. Agio Pereira, the Secretary of State for the Council of Ministers of Timor-Leste, registration of the elderly and disabled successfully took place. The registration process that is occurring throughout Timor-Leste's 13 districts will enhance the quality of life of often forgotten sectors of society. Inter-ministerial cooperation between the Ministry of Social Solidarity, Ministry of Health and Electoral Commission is successfully occurring to create a society for all ages, without discrimination. For the first time, the elderly and the disabled of Timor-Leste will become eligible for pensions. FPCD Director named Program Coordinator for United Nations Youth Conference
FPCD Director of Special Projects and Foundation Representative to the United Nations, Mr. David Gethings, is Program Coordinator for the Second Annual Youth Pre-Conference, in preparation for the 63rd Annual United Nations DPI/NGO Conference. The theme of the Conference is "Advance Global Health: Achieve the Millennium Development Goals (MDGs)."

Day of

the Midwife
The FPCD aligns itself with the joint message of Thoraya Ahmed Obaid, Executive Director of UNFPA, United Nations Population Fund, and Agneta S. Bridges, Secretary-General, ICM, the International Confederation of Midwives.

The World Needs Midwives Now More than Ever


On May 3, 2010, the International Day of the Midwife, a message was issued that reminds us that each year hundreds of thousands of women die and three million newborns do not survive the first week of life because they lack access to maternity health services and skilled midwifery care.

On the International Day of the Midwife, the ICM and UNFPA called on governments to urgently address the shortage of 350,000 midwives worldwide. UNFPA's Thoraya Obaid said: "No woman should die trying to give life. Increased investment is needed to provide midwifery skills and life saving services and to make midwives a priority within health programs, policies and budgets." The ICM's Agneta Bridges said: "Skilled midwives are urgently needed in many communities that are hard-to-reach, have insufficient midwives, or are affected by conflict." The UNFPA and ICM point out that midwives can prevent up to 90 percent of maternal deaths where they are authorized to practice their competencies and play a full role during pregnancy, childbirth and after birth. They have a critical role in providing family planning, counseling, and preventing HIV transmission from mother to child. As the world gears up for the 10-year review of the Millennium Development Goals, both organizations will be campaigning to increase funding for goals 4, 5 and 6: to reduce child mortality, improve maternal health, and combat HIV and AIDS.

The Second Annual Youth Pre-Conference took place on June 16th at the Permanent Observer Mission of the African Union to the United Nations. The conference was in preparation for the 63rd Annual United Nations DPI/NGO Conference that took place in Melbourne, Australia in September. The Pre-Conference was designed to be an opportunity for youth to engage in current issues, network, and learn about the theme of this years conference in Melbourne: Advance Global Health: Achieve the Millennium Development Goals. Executive Director Claudia Abate spoke at the event about many of the FPCDs continuing health- related projects in Timor- Leste, including the Prince Rainier III Maternity Clinic, the Becora Youth Center, and the Reforestation and Family Income Project. FPCD partners Rachael Paulson of Hands on the World Global and Dr. Jeffrey Blander of the Bienmoyo Foundation also spoke at the event about the importance of tackling global health issues and the power of youth to do so. David Gethings, who currently serves as Director of Special Projects at the FPCD, was Program Director of this event. Other members of the Board of Directors several FPCD interns also attended. The Monaco Boys Choir/ Les Petits Chanteurs de Monaco/ Conclude USA Tour by raising funds for a Youth Center in Timor-Leste

The Choir, under the direction of Maestro Pierre Debat and under the High Patronage of His Serene Highness Prince Albert II, dedicated a selection of the 2010 USA concert series to a project in Timor-Leste. These concerts took place in St. Bridget's Church in Philadelphia, thanks to Mr. John B. Kelly III, Holy Trinity Church in Washington DC, thanks to H.E. Ambassador Gilles Noghes, and in the Florida International University, Wertheim Concert Hall thanks to Honorary Vice-Consul of Monaco in Miami, Mr. Tomas Abreu.

Youth Helping Youth The Maubara Youth Center in Timor-Leste

His Excellency Mr. Constancio Pinto, Ambassador of Timor-Leste to the United States, was a guest of honor at the event organized by the Embassy of the Principality of Monaco and the FPCD because the volition of the Monaco Boys Choir supports a youth center in his country. Members of the Monaco Boys Choir, pictured with the Ambassador above, were delighted to meet and talk with Ambassador Pinto, who encouraged the Choir to visit Maubara in the future.

Monsigneur Bernard Barsi, Archbishop of Monaco, was an Honored Guest

The Embassy of the Principality of Monaco, together with the FPCD, were delighted by the presence of Monsigneur Barsi at the joint event on 12 July at the Holy Trinity Church in Georgetown, Washington DC. The FPCD was able to share the successes Monaco has had in Timor-Leste and explain how the Maubara Youth Center is in harmony with these actions.

FPCD Assistants Run Workshop at Youth Assembly in the United Nations

FPCD Assistants Faith Bogue and Rachel McCroy facilitated a workshop discussion on Maternal Health at the UN Youth Assembly, August 4-6. The workshop was one of eight sessions which focused on informing and discussing the Millennium Development Goals. The discussion focused on the current issues surrounding the achievement of universal maternal health, certain cultural barriers, possible solutions, and the ways in which the FPCD is working to improve maternal health through the construction of maternity clinics in Timor- Leste. FPCD's New International Advisory Board Member, Sophie Denis, Breaks 5 World Records

FPCD is privileged to announce the appointment of Elite Athlete Sophie Denis to the International Advisory Board. Not new to the Foundation, having carried FPCD's flag to the top of Mt. FPCD's Youth Program 2011 will support youth initiatives in "post conflict" countries and aim to create 6 youth centers in 6 different communities along with Sophie's alpine challenge of climbing 6 peaks above 26,000ft in 6 months. This powerful project will be a life changing experience for our Youth, delivering a strong message of hope and beyond in line with Ms. Denis' motto: everything is possible.

FPCD Supports New Gender Equality in the Workplace Tool

The Gender Equality Principles Initiative (GEP) is a project to help businesses around the world achieve greater gender equality and build more productive workplaces. The GEP Initiative provides companies with a web-based self-assessment tool and extensive resources that can be used to improve gender equality from the factory floor to the boardroom on 7 fundamental issues. The GEP is a partnership among the San Francisco Department on the Status of Women, Calvert Group, Ltd, and Verite who joined together in 2008 to draft the Gender Equality Principles based on the Calvert Womens Principles and the human rights treaty, CEDAW (Convention on the Elimination of All Forms of Discrimination Against Women). The Calvert Womens Principles and GEP are the basis for the UN Global Compact Womens Empowerment Principles. All materials and resources have been created with direct input from a range of companies, nongovernmental organizations, and experts in gender, human rights, labor, employment, and legal issues. The interactive GEP website, http://www.genderprinciples.org/ was just launched in June 2010.

FPCD Executive Director Addresses the UN NGO Committee on the Family

On the 28th of October, 2010, Ms. Claudia Abate, FPCD Executive Director, addressed the UN NGO Committee on the family about how the FPCDs challenging work in Timor- Leste is strengthening the family unit through maternal health, reforestation, and youth. Ms. Abate explained that through the building of several maternity clinics in Timor- Leste, the FPCD is decreasing maternal deaths, thereby decreasing orphans and strengthening the upbringing of hundreds of children. The FPCDs Reforestation and Family Income Project assists families from a nutritional angle by creating kitchen gardens, diversification of food crops, fish ponds, and coffee shade trees so that families living in poverty can increase their nutrients, earn a living, and help the environment, thus bringing families together in gainful employment. Finally, Ms. Abate explained that in the post conflict or poverty setting, when youth focus on unemployment, lack of education or lack of opportunity, boredom can be a destabilizing factor to the family unit and communities of families through vandalism or violence. The youth centers the FPCD builds in Timor- Leste are providing fun and wholesome centers for youth to be actively engaged.

FPCD Supports UN Secretary-General's Message on International Day for the Elimination of Violence Against Women
MESSAGE ON THE INTERNATIONAL DAY FOR THE ELIMINATION OF VIOLENCE AGAINST WOMEN The Secretary- General: 25 November 2010 My UNiTE to End Violence against Women campaign, and the Network of Men Leaders I launched last year, have generated welcome momentum and engagement. The word is spreading: violence against women and girls has no place in any society, and impunity for perpetrators must no longer be tolerated. On this International Day, I urge all governments, civil society, the corporate sector, individuals to take responsibility for eradicating violence against women and girls." When FPCD International Advisory Board Member Dr. Hinrich Kaiser and his team visited Timor-Leste in January 2010, Dr. Kaisers friend and collaborator Mark OShea proposed to create a set of postage stamps for the country, to commemorate 2010 as the Year of Biodiversity and to display some of the more spectacular examples of Timor-Lestes reptiles and amphibians. Mr. O'Shea and Dr. Kaiser made this suggestion to gio Pereira, Secretary of State for the Council of Ministers in Timor-Leste, who suggested that the two create a design for submission to the Council of Ministers. They did this in a manner that raises the profile of the countrys biodiversity by underlining in the design the national flag of Timor-Leste, showing that these animals are a common treasure for all citizens of Timor-Leste. The design was presented to Prime Minister Xanana Gusmo and his Council of Ministers during the summer, and it was approved unanimously. The commemorative stamp sheet was officially launched on 28 November 2010, with the actual postage stamps being released in the near future. Dr. Kaiser, who is also Associate Professor, Department of Biology, Victor Valley College and a Research Collaborator for the National Museum of Natural History sent this touching message to Timor-Leste on the occasion of the Official Launch: "Your Excellency, Prime Minister Xanana Gusmao, Your Excellency, President Lasama, Excellencies on the Council of Ministers, Honorable Members of Parliament, Esteemed Guests. The stamps launched by you today were created first and foremost as a symbol of a united Timor-Leste. Throughout the history of this nation, you have vanquished your common enemies, and each time you have moved closer to national unity. You have now emerged as a united democratic republic, and you are displaying an iron will to succeed in this unity. This body is a testament to this will and to a people on a path of progress. Maybe the common enemies of the past can be replaced by nature, as a common friend. The animals depicted on these stamps are familiar to all the people of Timor-Leste, some ingrained even in the national spirit. May this spirit soar today, as you remember your original Declaration of Independence. I am humbled that I have been able to contribute in a small way to this day, and I am looking forward to my return in January.

FPCD STRATEGIC PLAN 2010-2013 EXECUTIVE SUMMARY The Foundation for Post Conflict Development (FPCD) is a neutral organization and makes no judgment on conflict or the manner in which a conflict is resolved. FPCD provides tangible results in post conflict countries. The FPCD has defined 8 global strategic priorities: WOMEN Priority 1: FPCD will build five maternity clinics.
